Oracle Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.
Seniority Dates to Derive Eligibility
Use seniority dates to derive eligibility. For example, you can use seniority date, along with a benefits status and union or pay group to make employees eligible, or ineligible, for plans based on collective agreement or union. You can now configure for use in Benefits, a greater variety of seniority dates using the Global Human Resources functionality. Previously, there was only support for a couple of predefined length of service rules. To enable you to do this, we have enhanced the Manage Derived Factors page, Length of Service tab. We’ve added the value, Seniority Date, as a date to use in the Period Start Date Rule list, and a new field called Seniority Date. You can then use these derived factors in your eligibility profiles.
Manage Eligibility Profiles in Bulk Using Spreadsheet Loader
Upload participation eligibility profile names in bulk using a spreadsheet loader. This enables you to create and update benefit offerings for a higher number of employees, saving your benefits administrators time and effort. You can search using program or plan type name to create or update profile names, and even delete them using this functionality. You can also work in batches to manage participation eligibility profiles, or create blank participation profiles, if required.
More Information in Benefits Process Reports
Identify quickly and easily problems and take corrective action using the additional information added to the process reports. We’ve added new fields for Person Number, Life Event, Life Event Occurred Date, Job Name and Job Process Date, to processes such as Evaluate Life Event Participation. By adding these fields, you can now see more easily which person records resulted in errors and which life event caused the problem.
Take advantage of the new formula functions that enable you to set up and use benefits more flexibly. Use the formula function TL_AUTO_DES_DEP to auto enrol eligible dependants into a plan or option from the start. You can also use the formula function TL_DEP_CERT to configure dependant certification to be triggered once per dependant. Then, if the participant has provided a certificate for a dependant for a specific plan and option, and a subsequent life event occurs, the participant does not have to provide that same certification for the dependant again. You can also use the formula TL_ENR_CERT2 to control the levels of change that are allowed without certification.
Compensation and Total Compensation Statement
Oracle Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.

Round salary amounts and salary ranges calculated in grade step progression. The rounding rules defined on the salary basis determines how the values are converted from one frequency to another.

Simplify running the grade step progression batch processes. You can use the new grade ladder group attribute to optionally combine multiple grade ladders into a single process for both the Run Grade Step Progression and Synchronize Grade Step Rates processes.
Enhanced Search and Filter in Grade Step Progression Review Page
Process grade step progression and grade step rate synchronization results more effectively with the enhanced search and filter capabilities in the Review Proposed Progressions and Salary Updates page. In addition to searching on process ID and grade ladder, you can now search on grade ladder group as well as create your own saved searches. We've also enhanced the search page to allow you to filter by submission time and error count. When you drill down to the results of a single process, you can use query-by-example to quickly narrow down proposed progressions and salary updates for more focused review.
Manage Progression Grade Ladder Usability Improvements
Improve your review and troubleshooting of progression grade ladder setup issues. The Manage Progression Grade Ladders page now includes the date on which a particular rate or progression rule was last updated, making it easier to understand how all of the setup components are related. Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Enhanced Deduction Elements Processing
Control if employer charges and taxes are processed, when an employee does not have earnings. While you are creating the employer charges and tax elements, you can specify whether this type of element should be processed, not processed, or processed with zero amount when the employee has no earnings.
Rollback Error Employees and Automatically Create a Payroll Relationship Group
Rollback employees who are in error status to automatically populate a payroll relationship group for the errored employees. Use this payroll relationship group to reprocess the employees.
Retrospective Processing of Costing Setup Changes
Generate new costing results for retroactive costing changes that span a different date range. The Recalculate Payroll for Retroactive Changes process will now generate new costing results for retroactive changes that span a different date range in the payroll period to the original costing definition.
For example, assignment level costing details for an employee were defined and payroll results are costed and completed for the first quarter. Subsequently, the payroll department receives notification the employee’s costing details changed during the quarter and the employee's assignment level costing information has been updated. To recalculate recalculate payroll for the quarter, run the Recalculate Payroll for Retroactive Changes process (retropay) and the employee’s payroll costing details will be corrected based on the new costing information and dates.
This feature is supported for retroactive costing changes at payroll relationship, payroll assignment, payroll relationship element, payroll assignment element and element entry level and to be used for corrections in costing. Continue to use the existing Retroactive Costing process when there are no changes in the costing definition dates from the original costed results, such as Correcting the costing setup information or Deleting the costing setup record completely.
Ability to Update Specific Fields in Seeded Flow Patterns
Update specific fields within seeded flow patterns without copying the flow pattern and creating a new flow. For example, you can now alter the notification settings related to tasks.
Element Creation Through Scheduled Processes
Streamlines the creation of the elements and its components such as input values, fast formulas and formula results by submitting a scheduled process to eliminate page display errors.
Expedited Payroll Processing for Absences
Use the Expedited Payroll Processing feature to make immediate payments for absences that are submitted late on a time card.
This feature is only available for absence and time entries that are retroactively modified on a time card and marked for expedited processing.
Control Payroll Relationship Entries Using Element Duration Dates
Control the start and end date of earning and deductions using the element duration dates such as last standard processing date. These dates are now populated at payroll relationship level enabling you to automate the ending of deductions at this level. For example, end a pension element based on an employee's termination date.
Process Date Parameter Being Added to View Payroll Process Results Filter
Ability to search using the field Process Date within the View Payroll Process Results filter.
Third-Party Payment Enhancements
Use the new 'Separate worker payments by reference' checkbox on the Manage Third-Party Organization Payment Methods page to indicate separate payments are to be generated for employee payments to a given third party, based on reference. For example if an employee is making multiple payments to a given third party, these can be generated separately, each with the corresponding reference. The prepayment process will break down the employee payments by the reference number captured against the employee deduction on the calculation card, which is mandatory for all countries.
Removal of Unprocessed Payroll Element Batches Will Remove Associated Notifications
Remove unprocessed event notifications when a batch of element entries is rolled-back and the element entries are removed from employee records.
Control the number of decimal places shown for earnings rates on the payslip. For example, you may want to show earnings rates up to four decimal places on the payslip instead of the default of two decimal places.
Display earnings whose rates are based on days or units other than time, in addition to rates based on hours. For example, your company pays private mileage at a rate of $0.50 per mile. If an employee is paid for 100 miles, the payslip can now display the mileage payment as 100 (units), paid at $0.50 (rate) per mile. Similarly, your company pays a meal allowance of $10 per day. If an employee is paid meal allowance payments for one week the payslip can now display the meal allowance payment as 5 (days), paid at $10.00 (rate).
Extract a report of payslips for one or more employees across one or more pay periods using the new Payslip Reprinting Report.
For example, use this report to print payslips for an employee who normally views their payslips online but are unable to do so due to a leave of absence or termination. Alternatively, to meet a request from your legal department you can produce a report of all payslips for an employee for the year.
Retroactive Notification Report
Report on unprocessed or deferred retroactive payroll event notifications using the retroactive notification report. Run the report before running the Recalculate Payroll for Retroactive Changes process to identify who will have retroactive results calculated, how far back retroactive results will be calculated, and details of the retroactive event. You could also use the report to detect payroll relationships that have been previously deferred so that you can choose to make some or all of them available for the next retroactive payroll process.
Choose Output Format During Payroll Report Submission
Use the Report Category field to generate the payroll report output in PDF or Excel format. For example, you may choose to generate the report output either using the delivered Excel template or in the default PDF output.
You can also define your own delivery option and include it in the report category. For example, you can define a delivery option to use a combination of both PDF and Excel outputs for a single submission of the report.
Account Number Masking in Payroll Reports
Control whether masked or clear bank account details are shown on the Payslip, Payment Register and Third-Party Payment Register reports. For example, if the payroll user wants to mail a copy of the Third-Party Payment Register to the payee, the report may be run with the bank account information masked so that it is not visible.
Generate HCM Rates Support for Payroll Customers
Calculate and store different types of rate values using the generate HCM Rates process. These stored rate values can be used for reporting purposes or in a payroll calculation.
For example, you can calculate an employee's daily salary rate and then use this stored rate in your payroll formula.
Tax Reporting Unit Support For Global Transfers
Define the Tax Reporting Unit (TRU) for an employee transferring to a new legal employer. If you enter a TRU when performing a payroll transfer, the TRU is assigned to the employee's new employment record and a corresponding tax record is created.
Its common practice for an employee's TRU to change when the move to an new legal employer. To enable this feature you must select the TRU as part of the global transfer flow.
Derive Bank Account Number from IBAN
When you create an external bank account, you must provide a bank account number. For countries where the IBAN (International Bank Account Number) is used according to SWIFT (Society for Worldwide Interbank Financial Telecommunication) guidelines, you can now create an external bank account by entering only the IBAN instead of both the bank account number and the IBAN. When you save the external bank account, the bank account number will automatically be derived from the IBAN and populates the Account Number field.
HCM Data Loader Enhancements for Payroll Information
Load payroll information using HCM Data Loader. The number of payroll objects supported by HCM Data Loader has been expanded to include the following features:

Augment gratuity calculations as they are now supported for all employer types defined on the employer social insurance calculation card, except the petroleum sector. Employees will be excluded from the gratuity calculation unless you select the gratuity to be paid attribute on the employer gratuity details calculation card, useful if you provide an employee gratuity or pension benefit program.
Generate a periodic report that contains details of the monies paid to individual employees. This report must be submitted to the Wage Protection Agent at the end of each period. For the file to be generated correctly, you must provide the Employer Establishment ID and Payer Establishment ID. It can be used as a replacement for the EFT file.

Simplify the process for gratuity payments. A retroactive element has been provided for the gratuity payment element, to allow retroactive changes to gratuity payments, or to process an agreed late payment of gratuity. For example, an employee with April 30th as the termination date has an agreement that the final payment will be made later, say May 4th. In order to pay gratuity at the agreed time, the retro process will verify that the gratuity payment element has not been processed, and then generate the gratuity payment retro element with the appropriate details for the correct payment.
Social Insurance Elements: Retroactive Elements

Support data encryption for HMRC incoming files and HMRC outgoing files. These files are encrypted before they are stored in UCM. The HMRC Data Retrieval Process and the Load HMRC XML File Process are updated to handle the encrypted files. Other third-party files are always set as unencrypted.

Remittance Identifier for Third-Party Payments
Improve your third-party payment processing through the inclusion of the remittance identifier with your third-party payments. If you specify a remittance identifier on the deduction component of the person’s Involuntary Deductions card, the periodic archive process includes it with the third-party payments. If you do not, it continues to use the reference code.
Retiree Payments Processing Support
Process periodic or lump sum payments for eligible retirees during payroll processing. The payroll process now calculates the Federal Income Tax and State Income Tax for these payments using the regular withholding tables. Use the US Third-Party Periodic Tax Filing interface to send your retiree tax information to your third-party vendors.
Iterative Pretax Deduction Calculation Enhancement
Enforce the proper withholding of required statutory deductions through iterative payroll calculation of pretax deductions. In cases where a pretax deduction is equal to or higher than the person’s gross pay, the payroll process now withholds them iteratively. This ensures that it properly withholds statutory deductions, such as taxes and involuntary deductions.
US Territory Year-End Form Processing
Generate Puerto Rican and Guam employee year-end forms with your end-of-year processing. The W-2 Employee Report and W-2 Register processes now include support for the W-2PR and W-2GU forms.
Simplify your payment distribution processing, through a new net pay threshold. To avoid cutting low-value employee checks, you can now set a threshold at which anything below it is automatically paid towards an employee tax obligation, such as FIT, Medicare, or Social Security. Values above the threshold are paid to the employee normally. You set this threshold at the legislative data group, so it applies to all of your organizations.
New 180-Day Balance Dimensions
Three balance dimensions are now available for capturing employee payroll information over a period of 180 days. Use these dimensions to comply with certain statutory regulations, such as the Oregon Family Leave Act.
Support California VPDI plans in your payroll processing. You can now provide a voluntary disability plan to your California employees if you are not already using the state disability plan.
Proration Enhancement for Involuntary Deduction Support Orders
Improve the accuracy of your involuntary deduction support order processing through the addition of enhanced proration calculations. A suite of new calculation values is available for cases where an employee has multiple orders requiring proration. Through entry into these calculation values on the Involuntary Deductions card, you can enforce the applicable state's proration rules. By leaving them blank, the proration calculations continue to use the total withholding amount from the orders.
Disposable Income Recalculation for Involuntary Deductions
Improve the accuracy of your involuntary deduction processing with the recalculation of disposable income. Prior to this release, disposable income was calculated once for the first order processed (with the exception of Regional Tax Levy, which always recalculated disposable income). All new Involuntary Deduction elements automatically enable the recalculation of disposable income.

Enhance your reporting on workforce budget details with the new dimensions that were added to include all the attributes required to report on the budget details. A new set of dimensions were added to the Workforce Compensation Budgets Real Time. Compensation Budgets Real Time - New Fact Folder
Fine tune your reporting on workforce budgets with a new fact folder and set of metrics added to address an issue that occurred while using the compensation manager and compensation manager list dimensions with the budget metrics. Previously budget metrics displayed values without the top manager values included. In order to address this, the existing budget fact folder was enhanced. Indicate whether you want re-enrol employees who have left the organization within the last 12 months. You can exercise this option on the Pensions Automatic Enrolment calculation card at the payroll statutory unit (PSU) and tax reporting unit (TRU) levels.
Pensions Automatic Enrolment Multiple Updates Process

Electronic Income Withholding Order Reference Code Enhancement
Improve the generation of the Involuntary Deductions card component Reference Code through the addition of an electronic income withholding order (e-IWO) sequence number suffix. This further qualifies the Reference Code to prevent duplicate values. In cases where you receive an e-IWO order with the same case identifier, remittance identifier, and issuing state as an existing order but with a different order identifier, then the reference code is appended with a sequence number. In these scenarios, the Reference Code would consist of a concatenation of: Case Identifier, State Abbreviation, Remittance Identifier, and sequence number.

Oracle Fusion Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.
Override or add missing values in the 1095-C report, in the United States, using the new ACA spreadsheet. You generate your 1095-C report for employees once a year, at the end of the year, but if you implemented Benefits midyear, a proportion of the data required for reporting might not be available. That’s because some of it might still exist in the legacy application. Using the new spreadsheet to override or add any values enables you to generate an up-to-date 1095-C report.
If your data is correct and complete, you do not need to complete this action.
Export and Import Rates and Coverages User Values
Use the plan copy feature to export and import rates and coverages user values associated with a sick or vacation time sell plan. You can do this initially, but you cannot do it a second time because the plan or program is already in the destination environment. So if you want to just export and import new or changed user values, we’ve delivered a new service in Functional Setup Manager to enable you to do so.
Bulk Upload of Payments and Adjustments in Benefit Billing
Upload bulk payments and adjustments using the new spreadsheet loader as part of your benefit billing activity. You could previously record payments received from individuals and make adjustments, including credits and arrears, through a user interface, but now you can upload them en masse. This is useful for customers who handle hundreds of payments every month.
Improved Rates Spreadsheet Loaders
Edit standard rates quickly with element and input values, along with other payroll processing data, using the improved Rates spreadsheet loader. Not only can you quickly edit standard rates, but you can now also create the rates themselves individually or in bulk through the spreadsheet loader.
Managing Derived Factors in Bulk
Use the new spreadsheet loader to create, edit or delete derived factors in bulk. You can use the spreadsheet to search for or enter data for any of the values originally available in the user interface. To enable you to do this, we’ve added the Prepare in Workbook button on the Manage Derived Factors page.
You cannot delete derived factors if they are already in use.
Take advantage of the new formula functions that enable you to set up and use benefits more flexibly. Use the formula function TL_AUTO_DES_DEP to auto enrol eligible dependants into a plan or option from the start. You can also use the formula function TL_DEP_CERT to configure dependant certification to be triggered once per dependant. Then, if the participant has provided a certificate for a dependant for a specific plan and option, and a subsequent life event occurs, the participant does not have to provide that same certification for the dependant again. You can also use the formula TL_ENR_CERT2 to control the levels of change that are allowed without certification.
Compensation and Total Compensation Statement
Oracle Fusion Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.
Process Monitoring for Grade Step Progression
Streamline grade step progression processing by easily moving between submitting and monitoring your batch processes. Eliminate unnecessary information with the removal of the trial run parameter. The Monitor Processes page opens in a new tab after you submit a process from Run Grade Step Progression or Synchronize Grade Step Rates pages in the Compensation work area. We removed the trial run parameter now that you can select the manual confirmation type for both processes.
Grade Step Progression Enhanced Logic for Multiple Assignment Updates per Day
Reduce time spent manually resolving errors with the enhanced date logic in the grade step progression process. Grade Step Progression no longer generates an error if there is an existing assignment record on the same date as the proposed progression date.
Updated Modeling User Interface
Reduce confusion during modeling using the simplified navigation and guided flow. Include or exclude workers from a model. You can add to manager budgets instead of overwriting amounts.
Lock Worksheet During Refresh Process
Lock the Workforce Compensation worksheet during the Refresh Workforce Compensation Data process run. Locking the worksheet improves process performance and prevents users from receiving a locking error during the run.
Configure a worksheet page to show more information about an individual worker. Use the worksheet to show overall and summary information and the individual worker page to show detail. You can configure the information as a single page or with side tiles divided into different areas.
Worklist Notifications Based on Reports
Configure approval notifications for Compensation based on Oracle Business Intelligence (BI) Reports as it fits your organization. Use the Oracle BI Publisher tool to configure report templates. The notifications for Manage Salary, Manage Compensation, Manage Personal Contribution are enhanced to utilize BIP rich-text field (RTF) templates in this release. This enhancement presents a modern, sleek notification that allows you to easily modify the layout, if desired.
Total Compensation Salary as a Source
Use the new compensation item source type of Salary to display overall salaries in the statement. Now you can associate a compensation item with a particular Salary Basis, or from a particular Legislative Data Group, or simply All Salaries.
Annual Amount Calculation Change in Grade Step Progression
See improvements in performance, we now calculate and store the annual amounts displayed on the Review Proposed Progressions and Salary Updates page during the batch run.
Support Separate Approval Rules for Personal Contribution and Individual Compensation
Define separate approval rules for personal contribution and individual compensation by using the module identifier attribute.
Oracle Fusion Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Enable the proration of costing results when the costing information is updated in the middle of a payroll period at various costing levels, such as Payroll Relationship, Payroll Assignment, Payroll Relationship Element, Payroll Assignment Element, and Element Entry.
Costing Results Report Using Extracts
Enhance the reporting of costing results by using the new costing report that uses extract architecture. This new architecture improves the performance for a large volume results. The new report is called Run Payroll Costing Results. This new report is replacing the Run Payroll Costing Report. Please make plans to move to the new report soon, as the Run Payroll Costing Report will no longer be available to select in 19A, you will only see the new report Run Payroll Costing Results.
Multi-Language Support in Payslips
Generate payslips for employees in multiple languages based on what the employee's correspondence language is. For example, you can choose to generate payslips for say 100 employees in Spanish while the rest of the employees get their payslips in English by default.
Payroll Transfer Support for Assignment Level Element Entries
Use the payroll transfer feature to transfer a worker to a different payroll, such as from a weekly to a monthly payroll. Based on the entry processing rules defined for the element, this feature enables you to control the date's element entries are processed for a worker in the original payroll as well as the new payroll. This feature is for assignment level element entries.
Removed Payroll Dependency for Non-Recurring Element Entries
Create non-recurring element entries as single date entry for workers not assigned to a payroll, such as a weekly payroll.
This feature applies to HCM customers who are not running HCM Cloud Payroll.
Process Bank Corrections File Flow Pattern
Use the new Process Bank Corrections File flow pattern to make updates to employee bank account details and reissue check payments when EFT payments have been rejected by the bank.
Personal Payment Method and Payslip Security Changes
Improved security now secures self-service personal payment method and payslip pages independently from professional personal payment method and payslip pages with the newly defined security privileges.
Flow Task Submission from Within a Checklist
Submit additional tasks that are not included in the original flow pattern. After submitting a flow pattern, you can now submit additional tasks from within the checklist. The submitted additional tasks are processed in separate flows.

Electronic Income Withholding Orders Inbound Process Enhancement
Enhance the processing of electronic income withholding orders (e-IWO) inbound process through new handling of the employee work state. If the issuing state on the incoming order is not the employee’s work state, the inbound process now uses the employee’s work state to create or update the Involuntary Deductions card component. For employees working in multiple states, the process uses the issuing state.
Tax Withholding Card Enhancement for Guam
Updated the Guam regional component of employee Tax Withholding card. You can now make your updates directly on the Guam component rather than on the Federal component.
Oracle Fusion Global Payroll Interface supports features to send personal payroll information to third-party payroll providers and then to import processed payroll data into Oracle Fusion Global HR. You can copy and modify predefined extract definitions to meet the requirements of your third-party payroll provider. Before extracting data, payroll coordinators can optionally run the Calculate Gross Earnings process to calculate periodic values to validate gross earnings calculations. If you import processed payroll data or payslips from your third-party payroll provider, the data is available for further reporting and analysis.
Increase efficiency by integrating the Global Payroll Interface Report extracts with ADP-Workforce Now payroll for third-party payroll processing. Extract global and country-specific fields for US in a CSV format to comply with the Workforce Now standards. Use the extended flex field contexts that are delivered for Workforce Now to capture the relevant data.

Oracle Fusion Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.
View Past, Current and Future Enrollments More Easily
Enable participants to see which enrollments they have today, in the past and in the future more easily. This helps participants quickly view what their elections are on a given date. Now, when they select View Current and Future Benefits from the self-service enrollments landing page, instead of toggling between the future and current benefits information, they can see all the information they require on the same page. To achieve this, the participant can select a date between three years in the past from today up to one year in the future in the Effective Date at the top of the page to display their enrollments. They can also select the programs and plans-not-in-program to view from a list. If there is only one program or plan-not-in-program, the list doesn’t display and they automatically see the program or plans-not-in-program they are enrolled in. If the user isn't covered by a program or plan-not-in-program on the queried date, then the program or plan doesn’t display – it only displays once their coverage begins.
Create Vacation or Sick Time Sell Plans
Create plans to enable participants to sell vacation or sick time during enrollment. You can now create vacation or sick time sell plans and appropriate rates, including a new calculation method, to work with these new plans. As this vacation and sick time sell functionality is fully integrated with Oracle Fusion Absence Management, any vacation or sick time sell choices the participant elects are integrated with Absence Management. Participants are able to see their balance during enrollment.
You create your vacation and sick time sell plans in the same way as you would your regular plans, but using two new plan functions to differentiate these type of plans. You can also use the new Manage Rate and Coverage User Values task to create the values to appear on the enrollment flow. When you finish defining your vacation and sick time sell plans participants can select them during open enrollment or an annual anniversary. Participants access the Enrollments flow the usual way and the new plans to select appear, if the participant is eligible. There is also enrollment upload support for vacation and sick time sell plans from the Evaluation and Reporting work area. Existing diagnostic reports have additional columns to support vacation and sick time sell plans, and new database items are available.
Create List of Values to Appear on Enrollment Pages
Take advantage of the Manage Rate and Coverage User Values functionality to create list of values on the enrollment pages. Although this functionality enables you to create vacation or sick time sell plans, you can also use it to create lists to appear on the enrollment flow that a participant can select values from. For example, if you wanted to capture information during enrollment about smokers in your organization, you can create a user value for smokers, and create individual values to display in the list such as Yes, No, Hardly ever, and so on.
Determine Eligibility Based on Unions and Collective Agreements
Determine eligibility based on unions and collective agreements. There is a new tab for employment bargaining, called Labor Relations. The Bargaining Unit and Labor Union Member tabs have been moved from the Employment tab and added to the new Labor Relations tab, along with the two new tabs, Union and Collective Agreement. You can define eligibility around employment bargaining all from one place, the Labor Relations tab.
Unions, collective agreements, and bargaining units can exist in any combination.

Enhancement to Organization Payment Method Overrides in Prepayments
Using the new 'Overrides OPM or Payment Source in the Prepayment Process' action parameter, customers now have the flexibility to provide an override organization payment method or payment source for employees or third-parties when submitting the prepayments process.
Balance Group Extract Definition Reporting
Enhance the reporting of payroll balances by producing an extract based on a selected balance group. The extract definition may be used as is, or it may be copied and modified as needed.
Correct Worker’s Hire Date After Running Payroll for the Worker
Correct a worker’s hire date after running payroll processes for the worker. If you hire and pay a worker before your payroll department is subsequently informed the worker joined the company on a later date, you can now correct the hire date and still view the workers payroll results.
Transfer of Worker's Payroll During Mass Global Transfer
Transfer automatically a worker's payroll frequency to their new employment record during a mass global transfer. The payroll details held on the worker's assignment record can now be automatically transferred to the new assignment record that is created during the mass global transfer process.
Single PDF for Printing Payslips
Generate a single output file containing all payslips for employees who get a paper payslip, thereby making it easier to print. For example, if your organization has 100 employees who opt for paper payslip, you no longer need to print 100 separate output files.

Include Leave Payment and Deduction in Tax and Social Security Calculation and Reporting
Increase productivity by leveraging better integration between Absence Management and Payroll. For leave types such as annual leave cash-out and personal leave that require payment and/or deduction to be made during the payroll calculation, the absence information now flows from Absence Management to Payroll. Leave payment and deduction are calculated during the payroll run, and the incurring payment and/or deduction amount is included in the monthly individual income tax calculation and reporting, as well as in the corresponding social security contribution calculation.
Payroll for Oracle Fusion Human Capital Management for Kuwait supports country specific features and functions for Kuwait. It enables users to follow Kuwaiti business practices and comply with its statutory requirements.

For example, an employee with 30th April as the termination date has an agreement that the final payment will be made later, for example 4th May. In order to pay gratuity at the agreed time, the retro process will verify that the gratuity payment element has not been processed, and then generate the gratuity payment retro element with the appropriate details for the correct payment.
Prevent Duplicates of Employee Social Insurance Calculation Card
Assure data validity. The employee social insurance details calculation card can be generated automatically or created manually. Employee social insurance details calculation cards cannot be duplicated in Kuwait. An error message is generated if an attempt is made to manually create a duplicate social insurance calculation card.
Gratuity Calculation Card Update
Comply with legislative requirements. The date mode for the Kuwait gratuity calculation card has been set to date earned. This means that the payroll process can select the gratuity element in a payroll period that is different from the actual termination date payroll period.

The calculation value definitions for the Bahrain employee and employer rates in the government sector, the Oman employer rate in the government sector, and the UAE employee and employer rates in both the private and government sectors reflect the latest legislative update for GCC citizens working in Qatar.

Social Insurance Contributions Bank Account Format
Comply with legislative requirements. Employees registered with GPSSA have their own accounts with GPSSA, which are in the format Country code (AE) + GPSSA ID (008510) + Emirates ID. The employer transfers both the employee and employer Social Insurance contribution amounts every month to this bank account.
A third party organization must be created for each Social Insurance office as an external payee, and the relevant third party must be associated with the social insurance or pension fund details component of the social insurance or pension fund details calculation card, for each employee. The EFT process will use the details from the social insurance external payee and the Emirates ID of the employee to create the required bank account number.

New York Family Leave Insurance Deduction
Automate New York Family Leave Insurance deductions through the new NY State Disability calculation component. You can enable this deduction on the payroll statutory unit and tax reporting unit calculation cards. All employees associated with those organizations would become eligible.
