Section 1194.21 Software Applications and Operating Systems

1194.21(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually.   • Ability to perform functions with keyboard only.
  • Logical tab order through the product controls and selectable elements.

Exceptions:

  • The top navigation menu bar in the Cloud UI does not follow best practices for keyboard support in menu widgets. It is operable with the keyboard, via the TAB and ENTER keys, but does not provide robust keyboard support (such as navigation with arrow keys, pressing the ESC or TAB key to close the sub-menu altogether). This issue is tracked with Oracle bug 14597600.
  • The modal dialog windows used for all updates in the Account Administration sections of the My Services and My Accounts modules do not trap keyboard focus within the dialog. Focus is set to the relevant place within the dialog when it is opened, however it is then possible to tab away from the dialog and move through other elements on the page, that are not in the context of the dialog. This issue is tracked with Oracle bugs 14598470 and 14748725.
  • All modal dialog windows in the Cloud UI fail to set focus back to the element that opened the dialog, upon closure of the dialog. This affects the dialogs in the Account Administration sections of the My Services and My Accounts modules, the dialogs that are used as part of the sign-up process for some services and also for all of the 'Contact Us' style dialogs. This issue is tracked with Oracle bug 14766634.
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for response to the following operating system accessibility features:

  • Sticky Keys, Filter Keys and Toggle Keys
  • Windows High Contrast Mode

1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes.   • Visual indication of the position of the cursor.

1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Controls have a programmatically associated name, derived from the appropriate HTML elements and attributes including LABEL, TITLE, SUMMARY, CAPTION, etc.
  • Additional state information is programmatically exposed, such as whether a field is ‘required’ or whether a field is 'invalid' based on user input.
  • Images that convey information have meaningful alternative text.

 

Exceptions:

  • A data table on one page in the My Account section of the Cloud UI is missing SUMMARY text. The affected page is the 'Utilization' page, which is accessed under the details for a particular service. This issue is tracked with Oracle bug 14790925.
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Images that convey information have meaningful alternative text using ALT and if necessary, LONGDESC
  • Images that are decorative are marked so as to be ignored by assistive technology, either by using ALT=”” or CSS background images
  • Images are used consistently throughout the product.
1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Text is supplied through HTML or injected into the browser DOM; the browser is responsible for exposing all such content in a way that is usable by assistive technology on the platform.

 

Exceptions:

  • Some content may be cut-off when end-user's display is zoomed-in 200%. This issue is tracked with Oracle bugs 14347393 and 14247809.
1194.21(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Response to Windows High Contrast Mode

 

Exceptions:

  • Some UI elements are not visible in high-contrast mode. This issue is tracked in Oracle bugs 14582743, 14568891 and 14560970.
1194.21(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Product has been developed to conform to this standard subject to the remarks on the right.

The product contains no moving, blinking or scrolling information.
 

1194.21(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Product has been developed to conform to this standard subject to the remarks on the right.

  • Information conveyed by color or font styles is available in alternative formats, such as shape and text.

 

Exceptions:

  • A status icon used to indicate whether a service is 'Up' or 'Down', on one page in the My Services section of the Cloud UI conveys this status with color alone (green for 'Up' and red for 'Down'). This issue is tracked with Oracle bug 14777304.
1194.21(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Text and images of text in non-disabled controls have a luminosity contrast ratio of at least 4.5:1. Large scale text has a minimum ratio of at least 3:1.
1194.21(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • No portion of the screen flickers or flashes with a frequency between 2 Hz and 55 Hz.

Section 1194.22 Web-based Internet Information and Applications

1194.22(k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. 1194.22(l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology.   • Content generated by JavaScript has been coded to meet other applicable standards, to the extent indicated.

 

Exceptions:
  • The modal dialog windows used for all updates in the Account Administration sections of the My Services and My Accounts modules are very difficult to use with a screen reader. Although user focus is set to the first focusable element in the dialog when it opens, the dialog title is not announced, nor is any other additional instructional information. The screen reader's context remains at the full page, rather than at the dialog and its contents, meaning the elements on the whole page are presented by the screen reader, instead of just those within the dialog. Also, pressing the ENTER key can sometimes cause the dialog to close inadvertently. This issue is tracked with Oracle bugs 14748725 and 14749081.
  • The modal dialog windows that are used as part of the sign-up process for some services and also for all of the 'Contact Us' style dialogs inconsistently inform a screen reader user that the dialog has opened. This issue is tracked with Oracle bug 14809452.
  • All modal dialog windows in the Cloud UI fail to inform a screen reader user when the dialog has closed, upon closure of the dialog. This affects the dialogs in the Account Administration sections of the My Services and My Accounts modules, the dialogs that are used as part of the sign-up process for some services and also for all of the 'Contact Us' style dialogs. This issue is tracked with Oracle bug 14809452 and 14748725.
1194.22(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). Not Applicable
