Overview

This guide outlines the information you need to know about new or improved functionality in Oracle Project Portfolio Management Release 11. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

Upgrade/Update Tasks

This section gives you information to help you plan, deploy and validate your upgrade to this release.

This document includes a list of all Pre- and Post-Upgrade steps for ERP.

Included with these steps are a set of product-specific checklists to help you evaluate your upgrade readiness on a product-by-product basis. These checklists are helpful if you only use a small subset of the ERP products, as each checklist combines all upgrade steps into one product-specific section for you (including any common steps that would be relevant).

A sample ERP Upgrade Project Plan is also included for your use.

We frequently update this document so don’t forget to check back and get the latest information before you start your upgrade.

Enabling Additional Dashboards

Project managers can now use the new Infolets available on the Project Management Dashboard to gain insight into their projects. However, you can now enable additional dashboards for more detailed project monitoring and tracking. Optionally enable the following dashboards in addition to the Project Management Dashboard:

Steps to Enable

Project application administrators must first create a sandbox, enable the features they’re interested in, and finally publish the sandbox.

To create a sandbox:

  1. Sign in to Oracle Fusion Applications.
  2. From the Global area, select Manage Sandboxes… from the Administration menu.
  3. Click the New icon.
  4. Enter a name for the sandbox and click Save and Close.
  5. Click OK on the confirmation message.
  6. Select the new sandbox row and click Set as Active.
  7. Click Yes on the message to be taken to the Homepage.

To enable the additional dashboards:

  1. From the Navigator, select Tools > Structure.
  2. Expand the Projects folder.
  3. Click the Project Manager Dashboard link.
  4. From the Visible list, Select Yes.
  5. Click Save and Close.
  6. Repeat steps 3-5 for the Project Performance Dashboard.
  7. To publish your sandbox, click the link on the name of your sandbox and then click More.
  8. In the Sandbox Details window, click Publish.
  9. Click OK on the message to be taken to the Homepage.

Viewing Project Execution Management and Project Financial Management Links in the Actions Panel Tab

For Release 11, you must ensure that you update the implementation status for the Project Execution Management and Project Financial Management offerings, depending on whether you are using one or both of them. For upgrading customers, you need to revisit this status to ensure it is set properly. You can view the related links in the Project Management work area only if the Project Execution Management or Project Financial Management offerings are enabled and the implementation status is In Progress or Implemented.

Steps to Enable

Implementation administrators must enable the offering and set the status by following these steps:

  1. Open the Setup and Maintenance work area.
  2. Select the Project Execution Management offering.
  3. In the Administration section, select Change Configuration from the Actions menu.
  4. In the Configure: Project Execution Management page, click the link in the Implementation Status column for the Project Execution Management row.
  5. Select either In Progress or Implemented.
  6. Click Done.
  7. Repeat steps 2-6 for the Project Financial Management offering.

Tips and Considerations

If you cannot see any Project Execution links in the Actions panel tab in the Project Management work area, then the first item to check is the implementation status for the Project Execution Management offering. If the status of the offering is in the Not Started implementation status, then the links will not appear.

Use the Team Allocation infolet to view weekly resource allocations with a visualization that indicates whether a resource is over or underallocated.

Resources are overallocated when theyre scheduled for work greater than 100% of their capacity, and underallocated when scheduled for work less than 80% of their capacity. Swipe the infolet to view allocations for 3 future 4-week time periods. You can also expand the infolet to get a grid-like visualization and track the weeks for which resources are over or underallocated.

Use the Progress infolet to review the target and actual percentage of work completed on your projects. Projects behind schedule appear at the top of the infolet. Ensure Timely Approval of Project Invoices   

Use the Invoices infolet to review the total number and amount of project invoices that are awaiting approval. Expand the infolet to view invoices grouped under the respective project, in addition to the invoice generation date and invoice amount. You can quickly approve or reject an invoice from the infolet, or drill down to review invoice lines as necessary.

Gain Visibility of Project Overspending

Use the Cost Budget infolet to analyze the variance between the project cost and budget to gain visibility of project overspending.

The front view displays the number of projects in which the total cost exceeds the budget to date. Expand the infolet to review the total budget, spent, and budget to date amounts for each project. A donut graph displays a visualization of these metrics.

You can create new budgets for projects without a budget, or create new baseline budgets for existing ones. Additionally, you can drill down to review project costs and budgets.

Monitor Project Resource Assignments

Use the Assignments infolet to monitor resource assignments for which the assignment end date is within two weeks, and also view reserved assignments that require your attention. Expand the infolet to review additional details for the assignments and take action. For assignments ending soon, you can request an extension which is submitted to the resource manager for approval. For reserved assignments, you can confirm or cancel the reservation without navigating away from the dashboard.

Use the Uninvoiced Cost infolet to efficiently manage the billing cycle by monitoring uninvoiced project cost. The total uninvoiced cost for all of your projects is prominently displayed; the project with highest amount is highlighted. You can also drill down to analyze the transaction details for the project with the highest uninvoiced cost.

Streamlined Access to Edit KPI Threshold Levels

Easily enter and maintain threshold levels using a button on the Edit Key Performance Indicators page.

The threshold levels for currency KPIs are not displayed directly on the Edit Key Performance Indicators page. To edit the threshold levels, project application administrators must first select the currency and set up the threshold levels using the Edit Threshold Levels button. This enhancement makes setting up currency based KPIs easy and intuitive.

Improve billing accuracy by limiting the projects seen on a time card to only those projects where the team member is listed on the project-level inclusive transaction control.

  1. Navigate to the Setup and Maintenance work area.
  2. Search for the Manage Time and Labor Value Sets task.
  3. Search for a Value Set Code.
  4. Two new table-validated value sets for the project name and number restrict the values available to employees when entering time cards.
  5. Search for the Manage Time Entry Layout Components task.
  6. Create a new time card field that references one of the new value sets.
  7. Create a new timecard layout or update an existing layout and add the new timecard field. Repeat this step for each of the following layout sets:
    1. Time Entry
    2. Time Review
    3. Time View
    4. Time Approval Notification
    5. Calendar Entry
  8. Use the task Manage Worker Time Entry Profiles to create a new time entry profile, or update an existing profile with the new layout set. Enable the time entry actions that are allowed for the profile.
  9. Finally, assign users to the time entry profile and the time processing profile. You can do this individually or as a group using the tasks Manage Worker Time Entry Profiles and Manage Worker Time Processing Profiles.

Oracle Fusion Project Foundation includes common components that are shared across products within Oracle Fusion Project Portfolio Management. It includes the basic project plan structure and components such as resource breakdown structures, rate schedules, pricing, burdening, and cross-charge processing.

Calculate Units When Importing New Resource Assignments in Microsoft Project

Allow Microsoft Project to calculate dates, work, or units during the import of new resource assignments from the financial project plan. For example, if you choose to calculate units, the dates and work are used in Microsoft Project to calculate the units.

Immediately after importing a new project or template into Microsoft Project, the schedule may not match the project plan in Oracle Fusion Project Control. These differences occur because Microsoft Project calculates the schedule using resource calendars and other options that arent available in Oracle Fusion Project Control. Scheduling is based on a relationship between dates, work, and units. Microsoft Project accepts two of these values during import and then calculates the third value in compliance with its scheduling rules.

In Release 11, you now have the option to import assignment dates and work while letting Microsoft Project calculate the units. This feature helps ensure that when you initially import a project or template, it’s as close as possible to the project or template in Oracle Fusion Project Control.

Product lifecycle management is a collaboration of a number of different roles. The relationships table helps the product manager see related project tasks created by the project manager. The product manager can see all the related tasks, and view details of task dates, task resources, and progress without leaving the context of the work they’re performing.

After the deadline is reached, you can incorporate their feedback into the document, and then republish it.

Manage Negotiation Project Tasks and Collaboration Team   

Associate project tasks with a negotiation to manage work on the negotiation and track progress. Category managers can add project resources to the negotiation collaboration team.

When you’re associating a project task to a negotiation, you have the option to choose a task completion event. When this event occurs, the application automatically updates the task progress. These negotiation events are predefined.

Some task completion events are automatic. For example, if there is a Publish negotiationproject task in the project plan for RFQ 123, then you can associate the completion of this task to the Negotiation publishedtask completion event for RFQ 123. In the Negotiations work area, when you publish RFQ 123, the application marks the project task associated to this event as complete, setting the progress to 100% complete. Other task completion events such as Collaboration team definedare manual. When a project task is associated to this event and the collaboration team defined, you must select this project task and manually perform use the Complete Task action to mark this as complete from the Negotiation work area.

Notify Change Order Participants of Key Events

Notify change order participants and owners at critical points in the lifecycle of a project change order. Inform change order participants when they’re assigned a role on the change order or if a change order is completed or canceled by the owner. Send notifications to change order owners when participants complete their work on the change order such as when they complete the impact assessment or approve or reject the change order.

As a participant, you can choose to receive e-mail notifications for change orders when a change order moves to a stage where you have a role and are required to complete work. For example, if you’re added as an impact assessor you receive an e-mail notification informing you about this. The notification helps you plan your work and expedite the completion of this task in time.

Participants also get notifications when the owner cancels the change order or closes the change order upon completion. Any time the owner removes you as a participant from a certain role; you will be notified of the change.

As an owner, you can choose to receive e-mail notifications for change orders when various participants complete their work on a change order. For example, after an approver approves or rejects a change order, the owner receives an e-mail notification with this information. Similarly, when an impact assessor enters the impact of a change order, the owner receives an e-mail notification containing the impact details entered by the assessor. The notification also includes the impact of all other assessors on the change order to help the owner decide the required action to move the change order to the next stage and towards completion.

Activate Resource Pool Memberships on Specific Dates

Track resource and resource pool utilization by using date ranges for resource pool memberships. Calculate resource utilization in a specific resource pool for the dates that the resource is a member of the pool. When a resource manager searches for resources in a resource pool, only resources who are active as of the assignment start date will appear in the search results.

Application administrators can add resources to a resource pool and specify the date range the resource will be part of the pool. Resource pool memberships will always have a start date assigned to the membership, and can also have an end date. A resource can belong to multiple resource pools for non-overlapping date ranges. The membership dates must always be within the resources active dates as a project enterprise resource.

Utilization for a resource pool will take into consideration the dates the resource is part of the pool to report utilization for the pool.

Steps to Enable

  1. The feature Track Active Dates for Project Enterprise Resources is automatically available after upgrade and accessible using shipped job roles. There is an optional setup that is available to gain full benefits of these features.
  2. Navigate to the Setup and Maintenance work area.
  3. Search for the task: Manage Resource Pools.
  4. Navigate to the Manage Resource Pools page.
  5. To modify the resource pool membership dates for a resource:
  6. Select the resource.
  7. Select the action: Manage Resource Pool Memberships
  8. Edit the memberships and dates and as needed.
  9. Click Save and Close.

  1. Alternatively, you can edit resource pool membership dates from the Manage Project Enterprise Resources page in the context of an individual resource.
  2. Navigate to the Setup and Maintenance work area.
  3. Search for the task: Manage Project Enterprise Resources.

Assign a Default Staffing Owner to a Project

Assign a default project staffing owner who is responsible for searching and evaluating labor resources to fulfill open resource requests for the project. The default staffing owner is automatically added to all resource requests for the project.

Project managers can specify one or more staffing owners on a project. The first staffing owner added to the project is marked as default staffing owner for that project. All the resource requests submitted from this project will be assigned to the resource manager designated as the default staffing owner on the project. The project manager can change the staffing owner on a request before it’s submitted.

Review and filter on resource travel preferences when searching for and evaluating candidates to fulfill a project resource request. Considering a resource's interest in traveling ensures job satisfaction and success on a project assignment.

When searching for and evaluating candidates to fulfill a project resource request, resource managers can view the results based on the travel preferences of the resources. Resource travel preferences are in the worker portrait in Oracle Fusion Human Capital Management, or HCM, and are used to filter resources based on whether they want to travel for project assignments.

Create and Update Resource Assignments with a File-Based Data Loader

Use a Microsoft Excel template to create project resource assignments or update existing assignments using the file-based data loader. For example, you can use this approach during the initial data migration or when required if you capture assignment information in an external application. After import, you can view and maintain resource assignments in Oracle Fusion Project Resource Management.

The file-based loader brings data from external applications to Oracle Fusion Project Resource Management. Initial data creation and ongoing updates are supported.

The import process creates assignments that the resource manager can view. You can create project resource assignments in another system and track resource utilization in Oracle Fusion Project Resource Management. This enables you to maintain your current infrastructure and still get the feature benefits in Oracle Fusion Project Resource Management.

The Project Application Administrator job role has the duty roles required to perform the Load Interface File and Import Project Resource Assignments process.

Data Loading and Importing the Loaded Data Using the Job Set

  1. Download the template from the Oracle Enterprise Repository.
    1. Search for and select: Project Resource Assignments Import.
    2. Select the Details tab.
    3. Click the hyperlink for the ProjectResourceAssignmentImportTemplate.xlsm file to download the template.
  2. After you prepare the data in the create and update assignment sheets, click the Generate CSV File button and generate a CSV file.
  3. Load the data using the Load Interface File for Import program.
    1. Sign in to Oracle Fusion Applications.
    2. Navigate to File Import and Export.
    3. Upload the file to UCM under prj/projectResourceManagement/import account.
    4. Navigate to Scheduled Processes.
    5. Select the Load Interface File and Import Project Resource Assignments process.
    6. Select the uploaded file as data file.
    7. Review the process results.
    8. If necessary, correct any errors in the CSV file and rerun the Load Interface File and Import Project Resource Assignments process. To correct errors, review the error message details in the output text report and correct the data in the CSV file. Load the data again and submit the import process. Include only the records that can’t be processed and delete the remaining records which were successfully processed in the CSV file.

Create, update, and view project resource assignments using web services. For example, you can use this approach during the initial data migration or when required if you capture assignment information in an external application.

The Project Resource Assignment web service enables you to perform create and update operations on the resource assignment. You can use the web service to create, update, and read assignments in Oracle Fusion Project Resource Management.

For example, you can create and maintain project resource assignments in another application and use the service to integrate them with Oracle Fusion Project Resource Management. This includes the ability to update reserved assignments to confirmed status. You can also use the service to bring in legacy data from other applications into Oracle Fusion Project Resource Management.

The Project Resource Assignment service has the following operations:

  1. createResourceAssignment: Use this operation to create project resource assignments.
  2. findAssignmentByProject: Use this operation to read project resource assignment information.
  3. findAssignmentByResource: Use this operation to read project resource assignment information.
  4. cancelResourceAssignment: Operation to cancel a resource assignment from a web service.
  5. confirmResourceAssignment: Operation to confirm a resource assignment from a web service.
  6. updateResourceAssignment: Operation to update a resource assignment from a web service.

Project managers who manage both projects and resources can confirm and maintain resource assignments on projects without requiring approval from a resource manager. These assignments are reflected in the resource available capacity and projected utilization.

For example, some organizations don’t have separate resource managers and project managers perform many resource management tasks. This feature enables project managers to quickly staff a project with resources and, as a result, reports and the Resource Manager Dashboard can provide timely information regarding resource utilization. Resource available capacity calculations also reflect assignments that a project manager creates. As project needs change, project managers can quickly change these assignments.

Generate Requests for Specific Resources

Project managers plan for named resources in the project plan and generate project resource requests for these resources. The resource manager receives a request for a specific resource and can evaluate that resource's suitability and approve the resource for the assignment in a timely manner.

For example, the project manager may regularly work with set of resources and want to plan the draft project with those resources in mind. Project managers can plan project resources by specifying the desired resource names and allocation details, and generate requests for those specific resources using the planning data without leaving the Manage Project Resources page.

Monitor and maintain resource assignments that are ending soon on behalf of any resource pool owner from the Project Resources work area. For example, by default resource managers see their own resources, but if a resource manager is out of the office, another resource manager can easily step in and help out.

Provide a Single Source of Entry for Absence Management Events

Enter, review, and cancel absences in Oracle Fusion Absence Management and leverage this information in Oracle Fusion Project Portfolio Management. For example, when employees or contingent workers enter their upcoming absence in Oracle Fusion Absence Management, the absence is also considered when calculating the available capacity for people in Oracle Fusion Project Resource Management. Resource managers and project managers can view the absence in the resource's schedule and on the project calendar. Team members can see the absence on their calendar on the Team Member Dashboard.

This feature means that Oracle Fusion Absence Management is the single entry source and used throughout Oracle Fusion Project Management, Oracle Fusion Task Management, and Oracle Fusion Resource Management. For example, when resources enter their upcoming summer vacation, available capacity calculations consider that time as unavailable.

Assign the Run Transfer Absence Records to Oracle Fusion Project Execution Process privilege (PJT_RUN_TRANSFER_ABSENCE_RECORDS_TO_ORACLE_FUSION_PROJECT_EXECUTION_PROCESS_PRIV) that rolls up to the resource manager job role to transfer records from Oracle Fusion Absence Management to Project Execution Management applications.
  2. Assign the Time and Labor Administrator role to users who will set up this integration.

SET UP THE INTEGRATION

Setup tasks for this feature are available in the Workforce Deployment offering. You can use the predefined time consumer set Project Execution Management Set Only. A worker time processing profile called Project Execution Management Time Processing Profile is also predefined. You don’t need to perform additional setup steps to use this feature.

CREATING YOUR OWN SETUP CRITERIA

You can define your own setup criteria to meet your specific business needs. If you choose to define your own setup criteria, then consider performing the following setup tasks:

  1. Manage Time Layout Sets: Defines a group of layouts that determine which fields appear and in what order on the Time work area.
  2. Manage HCM Groups: Categorizes one or more workers either with condition criteria or by explicit inclusion or exclusion of the worker. Assign HCM Groups to time entry profiles to associate time layout sets with appropriate workers.
  3. Manage Worker Time Entry Profiles: Associates people from an HCM Group with a time entry profile.
  4. Manage Time Consumer Sets: Specifies the consumers of time reporting data.
  5. Manage Worker Time Processing Profiles: Associates layout sets with workers to identify the time entry and calculation rules to run for time reported by those workers.

Tip: Override the worker time entry and processing profiles for a person by using the Troubleshoot option on the profiles.

TRANSFERRING PROJECT EXECUTION MANAGEMENT TIME DATA

Run the Initiate Absence Records Transfer to Oracle Fusion Project Execution process to retrieve absence time data.

To monitor and troubleshoot time data transfers, use the Time Management work area:

  1. Absences in a submitted status are eligible for transfer.
  2. Continue to use the My Calendar page on the Team Member Dashboard to enter non-absence events such as meetings and training.
  3. When you transfer absences, the process generates a report that shows the parameters used, and number of records read, created, withdrawn, or with errors.

Reserve Resources for Project Assignments

Plan and reserve project resources early in the project planning lifecycle. The Reserved assignment status indicates that a resource is soft-booked on the project. The resource's available capacity and schedule reflect the reserved assignment. When the time is right to fully commit the resource, either the resource manager or the project manager can confirm the assignment.

Resource managers and project managers can plan for and reserve project resources early in the project planning process. For example, the contract to deliver services to a customer may not be signed yet, but the opportunity is far enough advanced to start finding resources to staff on the project. The reserved status on an assignment indicates an agreement between a resource manager and project manager that specific resources are soft-booked on the project. Resources’ available capacity will take into account the reserved assignments. These reserved assignments will show in the resource’s schedule. Resource managers or project managers can confirm the resource to the project when project planning is finalized and work is ready to start.
