Council Tax Attachment of Earnings Order Wales from April 2022
In February 2022, the Welsh Government introduced regulations that amended the Council Tax (Administration and Enforcement) Regulations 1992, and introduced new deduction rates for the Welsh Council Tax Attachment of Earnings Orders (CTAEO).
This update enables you to stay compliant with legislative changes for Council Tax Attachment of Earnings Orders issued by a Welsh authority on or after April 1, 2022.
Steps to Enable
- Create a new court order element using the new Council Tax Attachment of Earnings Order Wales element template.
- You must create the element eligibility for the new court order element <Name>.
- You must also create element eligibility for the associated adjustment element <Name> Adjustment.

Exclude Assignment from Apprenticeship Levy Calculation
You can exclude employees from the apprenticeship levy calculation at the tax reporting unit (TRU) level or at the employment level for employees. You can use a user-defined fast formula to assess whether to exclude an individual assignment or group of employees from the apprenticeship levy calculation, for example by department, location, or job.
This enhancement to the apprenticeship levy exclusions enables customers to exclude certain groups of employees based on their individual configuration.

Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdom's business practices and comply with its statutory requirements.
Payroll of Benefits for Tax Year 2022-23
Your employees' benefits-in kind processed in payroll for tax year 2022-23 will be based on the new rates and thresholds published by HMRC. The rates, thresholds, and benefit charges for the new tax year will be applied when calculating the taxable amount for the benefit provided for the employee.
The main change is the use of a single CO2 emission table for cars registered after 6 April 2020, as the rates are now aligned. These rates will be applicable for tax year 2022-23.

Car & Car Fuel benefit
The multiplier used in calculating the car fuel benefit increases from £24,600 to £25,300 effective the 6th of April 2022.
Van & Van Fuel Benefit
The cash equivalent value used to calculate the benefit for a van which is available for private use increases from £3,500 to £3,600 effective the 6th of April 2022.
The multiplier used in calculating the van fuel benefit increases from £669 to £688.
Number of days in the Year
The tax year 2022-23 is not classified as a leap year, and the number of days used in the calculations will remain as 365.
These updates to the payroll benefits enable you to maintain legislative compliance for the tax year 2022-23.

Student Loans - Tax year 2022-23
Student Loans
Here are the Student Loan rates and thresholds that go into effect on 06 April 2022:
- Student Loan Plan 1 Threshold = £20,195
- Student Loan Plan 2 Threshold = £27,295 (unchanged)
- Student Loan Plan 4 Threshold = £25,375
- Student Loan Plan 1 Rate = 9% (unchanged)
- Student Loan Plan 2 Rate = 9% (unchanged)
- Student Loan Plan 4 Rate = 9% (unchanged)
Postgraduate Loans
The Postgraduate Loan threshold remains at £21,000, as does the rate at 6% for tax year 2022-23. There's no change from last year.
This update enables you to stay compliant with any legislative changes introduced for student loans and postgraduate loans thresholds and rates for the tax year 2022-23.

Tax Year Reporting: P11D and P60 for 2021-22, and P46(Car) for 2022-23
You can use the processes for P11D and P60 reporting, and the updated templates for the tax year 2022-2023. The templates delivered as Oracle substitutes are approved by HMRC and you can get the output for the statements for the tax year by running the relevant processes.

The output files produced by these processes have been updated for tax year 2021-22. You must submit these files to HMRC using the standard process provided.
P46(Car) - Reporting employee company car data
- Run P45(Car) Process
The output file produced by this process has been updated for tax year 2022-23. You must submit this file to HMRC using the standard process provided for sending files.
This feature enables you to comply with your tax year-end reporting as well as in-year reporting to HMRC.

Legislative Changes for rUK, Scotland and Wales for Tax year 2022-23
The legislative changes introduced in Scotland, Wales and rest of UK (rUK) have been delivered to ensure that your organization is compliant with the Tax and NI calculations when running the payroll calculation process.
England and Welsh Rates of Income tax and Thresholds
The rates of income tax and thresholds have not changed for Wales and England for the tax year 2022-23 and the personal allowance remains frozen at £12,750.
The emergency tax code remains at 1257L.
Scottish Rates of Income Tax
For Scotland the actual tax rates are unchanged from those used in 2021-22 and will be applied to the income band widths and percentages effective from 06 April 2022 as follows:
- Starter Rate 19% for £0 - £2,162
- Basic Rate 20% for £2,163 - £13,118
- Intermediate Rate 21% for £13,119 - £31,092
- Higher Rate 41% for £31,093 - £150,000
- Top Rate 46% for income over £150,000
National Insurance – Thresholds
The threshold for the (A)UST/UEL remain unchanged and in line with tax rates that are announced for years until 2025-2026. These are not expected to change until 06 April 2026.
There are new thresholds introduced for Veterans and Freeport employees (VUST and FUST).
As a result of the new NI categories and thresholds, the sequence for processing NI categories in the calculation process has been revised. The NI categories will now be processed in the following sequence:
Z, H, M, L, J, I, B, F, A, S, C, V, X

The percentages used to calculate employee and employer contributions have increased for the tax year 2022-2023 to cater for the new Health and Social Care Levy. Real Time Information Reporting for Tax Year 2022-23
You can create and submit Real Time Information (RTI) data to HMRC for the tax year 2022-23 using the new processes for Full Payment Submission (FPS) and Employer Payment Summary (EPS):

- Run Full Payment Submission for Tax Year Ending April 2023
Full Payment Submission
You will be able to report the new NI Categories on the FPS for tax year 2022-23 that have been introduced for Veterans and Freeports, where applicable. Here are the changes to the validation rules as a result of adding the new NI categories F, I, S, and L:
- You won't be able to set the employee’s NI category of ‘B’ or ‘I’, if the gender is set to Male
- Where the employee contributions are reported by NI category, and the amounts for PTD and YTD NI contributions values are lesser or greater than zero, the NI category letters can’t be ‘X’, ‘C’ or ‘S’ .
The AUEL PTD and YTD values will now be reported on the CSV Audit Report from the FPS process and AUEL won’t not be output to the FPS23_XML file.
Employer Payment Summary
You can use the Run Employer Payment Summary process for the EPS for tax year 2022-23 where a new parameter for EPS year has been added. Note that the tax year reference has been removed.
You will be able to select the tax year for which the EPS relates to if you are submitting it for the previous years. For tax years prior to 2021-22, you should run the individual EPS processes still available for relevant tax years. The new EPS flow does not have all the historic years in the list of values. However, as years go by, the list will continue to grow.
Validation
When you add a Corporation Tax Reference or Self Assessment Unique Identifier, it should be 10 digits long, and must conform to the standard algorithm provided by HMRC. This validation has been added to both fields.
Using the updated processes, you can comply with the legislative requirements for Real Time Information reporting to HMRC for Full Payment Submission (FPS) and Employer Payment Summary (EPS) for the tax year ending April 2023.

National Insurance for Veterans and Freeports
From 06 April 2022, you can use NI category specifically applicable to military veterans and employees identified as primarily employed in a Freeport area, respectively. These categories when given to employees qualify for employer’s NI relief.

- FUST – Freeport Upper Secondary Threshold set at £25,000
These are the NI rates delivered for the new NI categories:
- NI Employer Not Contracted Out Veteran Rate (at 0%)
- NI Employer Not Contracted Out Freeport Rate (at 0%)
The roll-up for LEL remains are the same as earlier, however a new priority sequence is now in place to ensure correct processing. The new sequence adopted to process NI categories will be:

You will see new data capture items introduced to cater for Veterans and Freeport. The Freeport Eligibility End Date is added to the NI Additional Info user interface:

These are some changes to the validation rules as a result of introducing the new NI categories:
- The effective date entered for these new categories can’t be before 06 April 2022
- Veteran NI category entered is checked against date of 06-April-2022 and can only be saved from this date onward:
- Veterans NI category ‘V’ must be accompanied by
- Certificate of the new value of “Veteran Status Confirmed” (validated in the PVAR)
- “First Veteran Civilian Start Date” entered
- Freeport Eligibility End Date will be validated against 6th
- Freeports NI category checks performed:
- Where the gender is set to ‘Male’, the NI category can’t be ‘I’
- Where NI category is set to ‘L’, there has to be a Deferment Certificate present as well
- Where NI category is set to ‘S’ the person should be of State Pension Age and must also have the required information on proof of age or ‘Age to be Verified’ certificate present
- Freeports employees must have ‘Freeport Eligibility End Date’ present
- Freeport eligibility will not be valid after this date
- The date in this field can’t be before 6th April 2022
The changes to NI category update process have been made to reflect the new veterans and Freeports categories as follows:
- For Veterans
- On reaching State Pension Age, NI category will change from ‘V’ to ‘C’
- On reaching First Veteran Civilian Start Date + 1 year and the NI category is still ‘V’, then the NI Category will change to
- ‘M’ (if under 21) or A if over 21
- For Freeports
- On reaching State Pension Age, the NI categories (‘F’, ‘I’, or ‘L’) will change to ‘S’
- On reaching Freeport eligibility End Date the NI categories will change from:
- ‘S’ to ‘C’
- ‘F’ to ‘M’ (if under 21) or ‘A’ (if over 21)
- ‘I’ to ‘B’
- ‘L’ to ‘Z’ (if under 21 deferment) or ‘J’ (if over 21 deferment)
The Payroll Validation Archive Report (PVAR) includes validation related to Veterans and Freeports NI Categories and new fields and values have been added:
- New NI categories checked to ensure they are valid by effective date
- Cross validation added to validate Certificate data against the new NI categories for veterans and Freeports:

Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdom's business practices and comply with its statutory requirements.
Enhancement to MyCSP Reporting to Provide Year-End Five-Day PIP Report
The Pension Input Period (PIP) file is available as a subtask of the main flow Generate MyCSP Interface: April Five-Day PIP File. It will be populated at the end of April.
The report is a .csv file. You can copy the contents of this report in the MyCSP manual spreadsheet.
The UK Central Government clients are required to report end-of-year pension data to myCSP. This is a cross government requirement and includes earnings and pension contributions for the period 01 to 05 April known as the Pension Input Period (PIP)

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Calculation Entries Landing Page
With this enhancement, you can use the Calculation Entries page to consolidate all the payroll entries for an employee. You can view the earnings and deductions processed for an employee within a payroll period. Use the provided links in the Calculation Entries page to view the earnings and deductions processed for an employee within a payroll period as well as links for enabled Calculation Cards.
Enable the profile options HCM_RESPONSIVE_PAGES_ENABLED and PAY_PAYROLL_ADMIN_RESPONSIVE_ENABLED to view the new responsive Calculation entries page.
You can view element categories such as Standard Entries, Time, and Absence on the Calculation Entries page. To view the other calculation cards, you must configure them as per your localization. These additional cards are accessible depending on whether data has been transferred or localizations have enabled them such as Time and Absence related information.
You can Add, Update, Correct, and Delete entries from the Standard Entries element category. You can also add and amend costing information from this page and view the history of an element entry. There are also date range options available to change the selection of element entries that are viewable.
Calculation card information such as taxation and involuntary deductions can be accessed with the provided links. Some Calculation Cards will be read only such as Absence and Time, while other calculation cards such as taxation will be editable. You can also create a new card from the Calculation Entries page from the actions drop down. For example, in the UK localization, you can create a new Court Order entry from the Calculation Entries page.

If you’re using predefined roles, ensure you generate your data roles. If you’re using custom roles, add the new privilege as well as aggregate privileges depending on what types of Calculation Entries users should have access to.
To have access to the Calculation Entries Quick Action, you need the new function privilege (Manage Payroll Calculation Entries) and at least one of the aggregate privileges above-mentioned.
Access is not secured independently for Calculation Entries held in Calculation Cards (such as Benefits and Pension or Involuntary Deductions).
Support for Assignment Level Security
The application supports Assignment-level security for the following calculation entry types:
- Standard Entries (in both Manage and Read-only mode)
- Absences
- Time Cards
When you enable assignment-level security, the Person Search will only return those assignments in the user’s person security profile.
When navigating to any of those Calculation Entries types, the following entries are displayed:
- Entries for the selected assignment
- Entries for the select assignment's payroll relationship
- Entries for other assignments in the user's person security profile
Calculate Quickpay Single Task Action
Submit a QuickPay flow using the single Calculate QuickPay task. The two seeded tasks, QuickPay Payments and QuickPay Simplified, are now replaced with a single Calculate QuickPay task.
To use the single Calculate QuickPay task enable the ORA_UNIFIED_QUICKPAY_ENABLED profile option at the Site or User level.
When you select the Calculate QuickPay task, you’re automatically defaulted to the QuickPay Simplified flow. To change the default flow to any other QuickPay flow of your choice, enable the ORA_PAY_DEFAULT_QUICKPAY_FLOW profile option. Use the Manage Administrator Profile Options task in the Setup and Maintenance area to enable either of these profile options.
Once you’re in the QuickPay submission page, use the Actions menu to select any other seeded or user-defined QuickPay flow without navigating away from the flow submission page. This flow is an alternative to the one defaulted by the Calculate QuickPay task.
When you create your own QuickPay flow, add one of the delivered QuickPay flows in your flow pattern and add additional tasks as required. If any of the added tasks have additional parameters other than that included on the QuickPay Submission page, select the QuickPay with Parameters option on the flow setup page.
When you create your own QuickPay flow, use the Flow Pattern Type field on the flow setup page to set the flow as either of these:
- QuickPay
- QuickPay with Parameters
Note: These options are available only for user-defined flows you set up at the enterprise level. You don't select an LDG for the flow at the time of creation of the flow.
When you submit this user-defined flow, the application displays the Parameter Input page first for you to define the additional task parameters that aren’t displayed on the QuickPay Submission page. The QuickPay Submission page displays subsequently.
Set these two parameters as the key parameters for the QuickPay flow:
- Effective Date as the Process Date
- Payroll Relationship
If you don’t set these two parameters as the key parameters, the flow fails to submit and generates an error.
With this enhancement the two seeded tasks, QuickPay Payments and QuickPay Simplified, are now replaced with a single Calculate QuickPay task.
Steps to Enable
To use the single Calculate QuickPay task enable the ORA_UNIFIED_QUICKPAY_ENABLED profile option at the Site or User level. Use Manage Administrator Profile Options task in the Setup and Maintenance area to enable the profile option.
- Navigate to the Setup and Maintenance area and search for the Manage Administrator Profile Options task.
- On the Manage Administrator Profile Values page, search for and select the ORA_UNIFIED_QUICKPAY_ENABLED profile option.
- In the Profile Values section, click Add.
- Specify the level at which the profile value is to be set. You can select either Site or User.
- If you select User as the profile level, select the User Name and select Yes in the associated Profile Value field.
- Click Save and Close.
Sign out and sign in again for the changes to take effect. If you do not enable this profile option you will see the QuickPay Simplified and QuickPay Payments tasks and you can’t access the Calculate QuickPay single task.
Tips And Considerations
The Calculate QuickPay task defaults to the QuickPay Simplified flow. Use the ORA_PAY_DEFAULT_QUICKPAY_FLOW profile option to set an alternate QuickPay flow as the default. You can select either a seeded QuickPay flow or your own user-defined QuickPay flow as the default flow.

Override the Employee Retroactive Period Start Date on the Retroactive Event Notification Page
You can now enter an override date on the Retroactive Events page for event notifications with an Awaiting Processing status. When the event notification is processed, the override date is used to determine the start date of the retroactive period for the employee. By overriding, you can control the number of payroll periods you include in the Retropay process by setting the earliest start date for the process.
When you set an override date for an employee, this is used as the start date for the retropay period. The override date entered on the employee’s retroactive notification takes precedence over start dates defined using the Earliest Retroactive Processing Date parameter and the Number of months in rolling period for retroactive changes parameter.
Retropay calculates from beginning to end of a pay period and not for partial pay periods. You can set the start date of the retroactive period to an earlier or later date than the process date of the retroactive event notification. For example, the process date is 10-Oct-2021 and 4-Sep-2021 is entered as the override date for an employee on a monthly payroll. Retropay continues to pick up elements for the entire pay period, which is 1-Sep-2021 to 30-Sep-2021, recalculate the September payroll run and all subsequent runs.
You can now search for Retroactive Notifications with an existing Override Date from the Event Notification page.

Display Net Pay Amount in Currency of the Legislative Data Group on the Payslip Page
You can now display the calculated net pay amount on the Payslips page in the same currency as your Legislative Data Group instead of as the total of net payments made after conversion to the payment currency. Currently the net pay amount displayed on the Payslip page is simply a total of each amount paid, regardless of currency. If you pay in multiple currencies, the net pay amount may be a misrepresentation of the actual net pay.
For example, your LDG currency is US Dollar (USD) and your employee has a PPM for 50% of their pay to be paid in USD and a PPM for the remaining 50% to be paid in GBP. If your employee's calculated net pay is 1000 USD with 50% paid in USD, which is 500, and 50% paid in GBP, which is converted to be 375. On the Payslip page, the net pay displays a total of $875 paid, which is the net of the payments made and not the net pay amount.
This is set to N; however, if you pay in multiple currencies, it is recommended for you to enable this profile for the net pay to display appropriately.
Set this new profile option to display the net pay amount on the payslip page in the same currency as your Legislative Data Group (LDG) instead of the currency of the payment. When you have international payments where the currency of the LDG and the currencies of the payments are different, you now have the option of how to display the net pay amount on the payslip page.
Steps to Enable
To enable this feature, set the Display net pay in balance currency on payslip UI (ORA_PAY_PAYSLIP_DISPLAY_NET_PAY_BALANCE_CURRENCY) profile option to Y.
NOTE: This is expected to be a one-time setting.
Tips And Considerations
If you pay in multiple currencies and have already generated payslips, the net pay amount won't change for those existing payslips. Switching this profile to Y displays the net pay in the currency of your LDG for any new payslips generated.
NOTE: The profile setting enables the payroll process to calculate the net pay value that is displayed on the payslip page and therefore, this profile setting only affects payslips generated after this profile is enabled.

Expand Payslip Name to Include Date and Amount Details
You can now easily identify payslips by their unique document name. By adding information into the document title, each payslip can be uniquely identified making them more accurately accessible to users.
This applies to the global payslip template. If you are using a seeded localization payslip templates or locally configured/created payslip templates, the name format may differ.
View the new payslip document name on the payslip page, which now includes payment date and net pay. Each payslip link is now uniquely named making it easier to identify and choose the correct payslip to view, print or download.

Tips And Considerations
Seeded localization payslip templates may differ in their default behavior, such as how the date is displayed.
You can revert to your previous naming convention of the payslip document name by setting the Include date and net pay in payslip name (ORA_PAYSLIP_NAME_DETAIL) action parameter to N.
With this feature enabled, you can configure the payslip attachment name, for example, change the default date format or choose to remove any string you currently have in the document name field and display only the date and net pay.
If you are using a custom payslip template, you must store the intended payment date and payment date in the respective property fields, Information Date 2 and Issue Date, in your delivery option for the file name to reflect the date format.
Change the Date Format
In the document name field on your delivery option, enter the desired date format to appear in the document name, such as <MM/DD/YYYY>. If you intend to keep a string, such a Payslip, append the date format after the string.
Remove the Existing Document Name
If you currently have a string, such as Payslip, in the document name field but want to remove it and just display the attachment name as date and net pay, you can remove it. However, you must enter the date format that you want to display, such as <MM/DD/YYYY>. You must to do this so that the application knows not to use the delivery option output name as part of the attachment name.
Note: If you decide later to change the action parameter to N because there is no longer a string in the document name field, the attachment name will become the delivery option output name unless you re-enter a string in the document name field.
Note: The payslip document name is generated during the process. Therefore, the date shown in the payslip attachment name link will NOT adhere to the user's date preference seen in the UI.

Disable Notifications for QuickPay Flows
You can now disable automatic flow notifications for the seeded QuickPay flows. To disable the notifications, use the Manage Administrator Profile Options task in the Setup and Maintenance area to set the ORA_PAY_QP_ALLOW_WORKFLOW_NOTIFICATION profile option to No.
By default the profile option is set to Yes and automatic flow notifications are enabled for the seeded QuickPay flows.
Note: You can manage flow notifications only for the seeded QuickPay flows. You can’t use this option on user-defined QuickPay flows.
You can now disable automatic flow notifications for the seeded QuickPay flows.
Steps to Enable
To disable the QuickPay flow notifications, use the Manage Administrator Profile Options task in the Setup and Maintenance area to set the ORA_PAY_QP_ALLOW_WORKFLOW_NOTIFICATION profile option to No.
Process Filters on the Person Process Results Page
Use the filter option on the Person Process Results page to filter and view the process result details by payroll activities. The filter option helps you to quickly access and view results of a specific process you are interested in, thereby saving time and improving efficiency. These are the payroll activities you can filter on to view the process results.

Note: HCM Extracts processes are not listed on the Person Process Results UI.
All the three payroll action type filter options are selected by default. To view all the results, deselect all the three filter options. Other process results such as statutory activities (for example End Of Year Archive) are then displayed. The Person Process Results page lists processes that are 30 days prior to and 30 days after the process date.
The payroll activities filter options help you to quickly access and view results of a specific process you are interested in, thereby saving time and improving efficiency.

Available Actions on Corrective Flows
The page and task level actions available for corrective flows on the Checklist, Results Summary, and Process Results Details pages are refined based on the status of the flow. This applies to these flows:
- Roll Back Process
- Purge Object Group
- Mark for Retry
- Retry Payroll Process
- Rollback Single
For example, the 'Submit' or ‘Mark for Retry’ action isn’t available for the ‘Mark for Retry’ flow, you can only retry the process.
As a good practice, it is recommended you perform corrective actions using the Actions menu on the page. For example, to roll back a process, say the Calculate Payroll task, navigate to the Process Results page and select the Roll Back action from the Actions menu on the page, and don’t use the stand-alone Roll Back Process task to roll back a process.
This approach ensures the process results pages always display the current status of a process. In the previous example, you can also perform the rollback corrective action by submitting a separate, stand-alone flow. For example, navigate to the flow, select the Roll Back Process flow, and submit the rollback for your Calculate Payroll process. The process results pages will then display two records; the calculate payroll flow with a status of complete and a roll back process flow also with a status of complete, which is not desirable. This alternate approach is not recommended.
This enhancement ensures the Checklist, Results Summary, and Process Results Details pages always display the current status of a process.

Cancel Event and Remove Event Notifications
With this enhancement, cancel a payroll event to remove any related, unprocessed event notifications from the employee such as retropay notifications. For example, you need to track assignment changes for the purpose of retroactive payroll calculations. You enter a retrospective job update incorrectly for an employee John Doe, which triggers an event and a retropay notification for John. You realize that you’ve entered a job change for the wrong employee. You then proceed to delete the job update from John’s assignment, but the underlying event and retropay notification are still present. Using this feature, you can now cancel the job event for John.
When you select the Cancel Event action the status of the event is changed to canceled but the event won't be deleted. If you cancel an event associated with an event notification the event is canceled and any notifications with a status of 'awaiting processing' are deleted. You can't cancel an event with an event notification status of processed, deferred, or canceled (at least one of the notifications must have a status of awaiting processing).
If multiple events are associated with an event notification and the oldest event is canceled, the process date (Earliest Event Date) of the notification will be reset accordingly. For example, the HR department enters a retrospective working hours change effective 5th March, and a backdated salary change effective 1st February for Tina Singh. This creates a retropay notification for Tina with a process date of 1st February. The HR team then informs that Tina's salary change information was entered incorrectly and removes the salary update. When you cancel the salary event for Tina, the process date of Tina's retropay notification is automatically updated to 5th March.
Manage events when an action is rolled back or undone.

Make Payroll Mandatory and Remove Dependency on Add Payroll Button
With this enhancement, you can automatically add a payroll record to newly created assignments and make payroll a mandatory attribute on flows such as new hire.
Using Transaction Design Studio, you can define rules for payroll attributes displayed on flows such as new hire and add assignment. These rules have been extended to include Add Payroll and Delete Payroll attributes.
Add Payroll: Set this attribute to 'required' to automatically add a payroll record to newly created employment records. For example, if you’re using the Recruiting product, a payroll record is automatically added to the offer. If you create new hires directly in the HR product, a payroll record is automatically added to the new hire.
When you enable the Add Payroll attribute for an action such as ‘Hire an Employee’, the payroll region is expanded within the new hire flow.
You must select a payroll to complete the transaction. If there is no payroll assigned to the employee, you must delete the blank payroll record to complete the transaction.
Optionally, you can use the auto-complete feature to define rules to default the payroll for an employee.
Delete Payroll: Set this attribute to “Not Visible’ to hide the delete button on the payroll record. For example, if you are using auto-complete to default the payroll for an employee, you may want to stop the user from deleting the employee payroll record.
Use the Add Payroll feature in conjunction with the Show or Hide Regions feature to make payroll a mandatory attribute.
Set the Payroll Details region to ‘required’ in Transaction Design Studio to ensure that your users can’t submit the transaction, such as new hire, without viewing the Payroll Details region.

Automate the addition of a Payroll Record and make payroll a mandatory attribute using HCM Transaction Design Studio.

Manage and Submit Flow Patterns Using REST API
Use the flowPatterns REST services to define and maintain flow patterns. Submit a flow using the submitFlow method attached to the Flows REST API.

The flowPatterns REST services provide you with the ability to integrate these into bespoke customer solutions. For example, from a personalized user interface this allows the ability to submit all flows whether these are a predefined flow pattern or a customer-configured flow pattern. The REST for flow instances assists in viewing the status of submitted flows that are in progress to show submitters or users if any actions are required.

You can also use this element template to calculate Basic Salary, Overtime and Bonus.

Third-Party Payee Correspondence Language
When adding a third-party payee, you now have the option to capture a correspondence language for that third-party payee. This allows cheques to third-party payees for an employee’s involuntary deduction payments to be generated in French. This is available for both Organization and Person payee types.
Provides the ability to capture a language for the third-party payee and process cheques to third-party payees in that language.
Steps to Enable
Use the Third Parties task to create the third-party payee, and capture the language on the Create Address page.
Tips And Considerations
Note these important considerations for this feature:
- Only the languages of American English and Canadian French are supported by the Canadian legislation.
- If the language is not captured for the third-party payee, the cheques generated for that payee will be in English. The default language is English.
- If there are multiple addresses configured, the language designated on the primary address is used to generate the cheques.

Option to Designate Pretax Elements to Apply Only to Nonperiodic Earnings
When adding pretax deduction elements, you now have the ability to specify whether the deduction applies only to nonperiodic earnings, or not. This allows the deduction to be assigned to regular and nonperiodic earnings, or only to nonperiodic earnings. The default behavior is to apply the pretax deduction to regular and nonperiodic earnings.
Currently, when an employee has regular and nonperiodic earnings in the same pay period and a pretax deduction is applied, the pretax deduction is used to reduce the regular earnings first and if regular earnings are reduced to zero, the remaining pretax deduction amount reduces the nonperiodic payment (and then the lump sum payment if there is one). With this option selected, the pretax deduction will now be used to reduce only the nonperiodic earnings.
Provides the ability to assign the pretax deduction to all earnings, or only nonperiodic earnings.
Steps to Enable
To enable this new feature, select Yes to the question on the pretax element template, “Should this element apply only to nonperiodic earnings?”
Tips And Considerations
Note these important considerations for this feature:
- The new option should NOT be used with the following combination of element configuration:
- Pretax deduction element defined as process only once in each payroll period

- Earnings element defined as process separately
- This option is not supported for arrears processing. The element must be configured as either one of these options:
- Do not take a partial deduction or create arrears
- Take a partial deduction, but do not create arrears
- This option is not supported for iterative processing. The new question is only displayed when:

Payroll for Oracle Human Capital Management for China supports country specific features and functions for China. It enables users to follow China's business practices and comply with its statutory requirements.
Enhanced Daily Rate and Proration Calculation
You can calculate the daily pay rate as a monthly amount divided by the number of pay days within a pay period, using this feature. The calculated daily rate is used in proration calculation, and absence payment and deduction calculation.
The prorated amount cannot exceed the monthly amount.
Comply with the business practices for China.
Steps to Enable
You must enable this feature using the User-Defined Tables user interface.
- Navigate to Home -> My Client Groups -> Quick Actions -> Show More -> User-Defined Tables task.
- In the Search region, provide China in the name attribute, specify your China legislative data group, and click Search.
- In the Search Results region, click on the returned result: China Default Values. Click Edit.
- Check the Effective As-of Date on the screen. Change it to the date your new record will be effective from, if required. Click Next.
- Click Create. Select the Number of Paid Days Per Month in the pop-up window. Click OK.
- Set up a negative value in the Value column, for example, -1. Click Submit to save the record.
New Online Payslip Name Format
We have made it easier to manage payslips with a unique name for a payslip. Every payslip has its unique name formatted as YYYY/MM/DD affixed with the net pay amount. The date shown in the payslip name is the payment date, which is also the Date Paid date in the Payroll Definitions user interface.
Example: If February 3, 2021 is the payment date, the payslip name is 2021/02/03_9074.00 for the pay period.
This feature improves the accessibility of your payslips.

Tips And Considerations
We have made the new online payslip name format ready to use to be compliant with the accessibility requirement in some countries. If you do not have such requirement, you could reverse back to the existing name format. You can add the parameter: Include date and net pay in payslip name to the Configuration group you use in running the Generate Payslips process; and set the Override value to ‘N’.

Ten Day Payroll Frequency Support
Make use of the new Ten Days periodicity to create and process thrice-monthly payrolls in compliance with the Mexico legislation.
The Payroll Definitions page has been extended to support thrice-weekly payroll periods. Payrolls with this frequency will meet the following requirements and validations:
- Each calendar month has three payroll periods. Payments are made on 10th, 20th and the last calendar day
- There are 36 payroll periods in a calendar year
- A payroll period must have a start date and an end date that are within the same calendar month
The rate conversion formulas have been updated to support the Ten Days periodicity and a new Ten Days option has been added to the periodicity list of values at the following levels:
- Elements
- Rate Definitions
- Value Defined by Criteria
- Benefits
Introducing the Ten Days payroll frequency adds flexibility to the payroll calculation support in compliance with Mexican legislation.

Enhanced Gender Pay Gap Report
You can now use these additional data items in the Gender Pay Gap report that enable you to assess whether or not to exclude individual employees from the data extract prior to reporting.
- Employment Start Date
- Payroll Frequency
- Absence and Absence Type
- Bonus Pay PTD for Assignment
You must set up these balances as per your requirements:
- Gender Pay Gap Reporting Bonus Pay
- Gender Pay Gap Report Ordinary Pay
Further details of bonus payments in the snapshot payroll period are included to enable accurate calculation of the hourly rate of pay.
The enhancements to the Gender Pay Gap Report ensure continued compliance of reporting requirements under The Equality Act 2010. The additional data items related to absences enable you to assess whether or not individual employees should be excluded from the data prior to reporting.

Report MyCSP Partnership Scheme Opt Outs Based on Scheme Eligibility
When a member opts out of a Partnership scheme, you report in the Service History file, the scheme they were eligible to join before they enrolled in the Partnership scheme. Therefore, if they were eligible to be in Alpha, their scheme is reported as CSO. If they were eligible to be in one of the PCSPS schemes, their scheme is reported as PCS.
You record this in the Eligible Scheme to Join field on the Pensions Automatic Enrolment calculation card. If you specify that a member has opted out of a Partnership scheme, and if this information doesn't exist, you will get an error message.
You can use this enhancement to comply with MyCSP's requirements on how the employees who opt out of a partnership scheme are reported in the Service History file.

Display Organization Names in Teachers' Pension MCR Flow Parameters
The Generate TPS Monthly Contributions Reconciliation File flow pattern is enhanced to display both the identification number and organization name in the Local Authority Number, MAT or Payroll Provider Number, and Establishment Number flow parameters. In cases where the same identification number exists, for example, you have recorded the same LA Number on multiple academies within your MAT, you can now differentiate the academies from each other in the LA Number field.
With this enhancement, you can clearly identify the organization associated with an identification number and also differentiate multiple instances of the same identification number.

Payroll Proration for Benefits-in-Kind
You can now process benefits under Benefits-in-Kind that are ended before the payroll period end date (for example, on 15th of the month). You can use the option to select Benefits in Kind element entries during payroll run by setting the proration group to Entry changes for proration. This enables the element entries to be processed for proration even if they have ended before the payroll period end date.
In this example of an employee's Taxable Benefits calculation card below, the Private Medical Treatment or Insurance Distributor component is end dated on the 15th of the month.
When you run the payroll process for the month, the Private Medical Treatment displays the prorated value for the prorated number of benefit days.
This enhancement enables you to process benefits that are end dated set to end date before the payroll period end date.

Diagnostics Report for Anytime Pay
You can now use the Pay Advance Diagnostics report, created using the Oracle Diagnostics Framework, to troubleshoot Anytime Pay requests. Run this report to identify any setup issues or issues with specific employee request related to the Anytime Pay.
It will help you:
- Identify whether or not the server is running
- Identify configuration issues
- Provide detailed information of the last pay advance flow run for the employee, such as flow, tasks, results, and payroll actions
Diagnostic Test Name: Pay Advance Diagnostics report
Input Parameters: Assignment Number
The generated report provides this information:
- Employee details, such as Person ID, Assignment ID and Payroll Relationship ID
- Pay Advance Configuration, such as PSU Information, Individual Compensation Plan, Blackout Period Offset, and Available Net Pay Percentage
- Pay Advance Element Information
- Element included and excluded from the On-Demand Separate run type
- Estimate On-demand Run type Inclusion/Exclusion
- Pay Advance Hours Worked Balance
- Transaction Information, such as assigned payroll, personal payment methods
- Prior pay advance request information, such as flow submissions
You can use the diagnostics output data to troubleshoot the causes of failure.
Run the new Pay Advance Diagnostics report to identify setup issues causing Anytime Pay requests to error.

Anytime Pay Enhancement to Blackout Periods
You can now use blackout periods for all payroll types to ensure pay advance requests don't interfere with your regular payroll processing. Depending on the type of payroll, define specific blackout periods to prevent employees from requesting pay advances when regular payroll cycle is ongoing, such as:
- For payrolls with a payment date that falls after the end of the pay period, the blackout period:
- Start date is the planned submission date of the current pay period
- End date is the payment date minus the Blackout Period Offset entered at PSU level.
- For payrolls with a payment date that falls within the pay period, the blackout period:
- Start date is the planned submission date of the current pay period
- End date is the end date of the current pay period and the Blackout Period Offset entered at PSU level is ignored.
NOTE: You must enter the planned submission dates for each of the payroll time periods. You can use HCM Data Loader (HDL) Payroll Time Period business object to upload this information in bulk.
Setup Anytime Pay blackout periods for all payroll types based on your payroll schedule to prevent employees from requesting a pay advance.
