Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Search for Values Defined by Criteria
You can now search for criteria and value records, on a value defined by criteria, to quickly select a record you want to view or update.
Navigate to the Values Defined by Criteria page and select a record, such as the values defined by criteria for Allowances. The new Search section lets you search for specific criteria and value records within the selected value defined by criteria. For example, you can search for a specific criteria or value on the Allowances value defined by criteria.
You can search for the following attributes:
- Criteria Name
- Criteria Display Name
- Value Name
- Value Identifier
To view the details of the record, click the name of the value defined by criteria (for example, Allowances). The Criteria and Values section displays all the top-level criteria records.
NOTE: The Criteria and Values section is collapsed initially.
Use either of these methods to view and edit the records returned by the search:
- Expand each criteria record to view the next level of criteria and value records.
- Select View > Expand All to view all criteria and value records.
NOTE: The Expand All option is designed for smaller values defined by criteria that do not exceed the page display limits.
By collapsing the hierarchy data and providing search capabilities, this feature improves the usability and performance of the Values Defined by Criteria page. It’s particularly useful when you're managing large values defined by criteria that exceed the number of records that can be displayed on the page.

Tips And Considerations
Use the Reset button on the search when you want to expand all records after you have performed a search.

Translation: Report Format Issues
Generate reports in the format of the submitting user. You can select the desired format which is now derived using the language and regional setting of the person who submitted the report.
When you submit any of these reports, the translated report output meets all the translation requirements in the standard output formats of the report, such as MS Excel, PDF, and XML. The report output meets all the translation requirements based on your preference setup.

The report output includes the correct translated format of date, values, time, and all other parameters to meet your preference setup. The translated report output includes translated parameter names, parameter values, element entries, headers, messages, and so on.
Submitting User Language
Each user has a language preference code configured within his or her user profile. If the submitting user doesn’t have a language preference code, the report is generated in the application default language. To generate the archive-based reports in the user’s preferred language, follow these steps.
- Navigate to My Client Groups > Payroll > Payroll Flow Patterns.
- Select the Legislative Data Group and search for the report task name, for example, Run Payroll Register Report. You can also search for a flow that has the Run Payroll Register Report task.
- Click Edit.
- Under the Tasks tab, select the report task, and click the Edit icon.
- Select the Submitting User check box on the Flow Pattern page. Complete the steps to save and submit the flow.
After you have updated the flow or report task under a particular Legislative Data Group, you can submit the flow or report task for that Legislative Data Group. The application takes the submitting user’s default language setting and generates the report output in that language. The report output meets all the translation requirements in the standard output formats of the report, such as MS Excel, PDF, and Text. The MS Excel output displays the data as text.
Submit payroll reports and generate the output in a format of your choice, such as MS Excel, PDF, or XML. The report output meets translation requirements based on your preference setup.
Steps to Enable
Select the Submitting User check box on the flow setup page to ensure that the report is translated in the language preference of the person submitting the report or flow.
Candidate Records No Longer Displayed in Payroll
View and select only records that are managed within the Payroll product, such as employee. You can no longer select candidate records on Payroll responsive pages such as Personal Payment Methods, Payroll Relationship, and Calculation Entries.
You can use the Display Candidate Records on Payroll Pages profile option to control whether the candidate records are displayed on the Payroll pages. The default value of this profile option is No, which hides the candidate records. To display the candidate records, set this profile option to Yes.
This feature prevents the candidate employment records from being displayed on the Payroll application pages.

Navigate to the Event Notifications Page For a Person
You can now use the Event Notifications button on the Event Action Notifications page to navigate to the Event Notifications page for the selected employee. This lets you view retropay notifications for the selected employee.
The person subheader, along with the person smart navigation window, is added to the Event Notifications page. Use the Payroll > Event Notifications menu to navigate to the Event Notifications page from any payroll person page, such as Calculation Entries and so on, while retaining the context of the selected employee.
The back arrow on the Event Notifications page returns you to Event Action Notifications page.
This feature lets you retain the context of the selected employee and the person search date, while you navigate across the payroll person pages.

Enhancements to Responsive Person Costing Page
You can now delete individual cost accounts when an employee has multiple accounts, such as a 40% cost account and a 60% cost account. You can also view the effective date of the costing information displayed on the page.
Navigation: My Client Groups>Payroll>Costing for Persons
Find an employee as of the effective date for deletion and review the multiple costing accounts.
Click Edit icon to edit each cost account, to delete, or make changes.
Click the Delete button to remove the cost account.
Edit remaining accounts or add additional accounts until total cost percentage is 100%.
Click OK button to return to the Person Costing page. Review your changes and click the Submit button when you are ready to save.
View current cost accounts and prior cost accounts on the Person Costing page.
This feature is available for all the costing levels, such as Payroll Relationship Costing, Payroll Assignment Costing, Payroll Relationship Element Costing and Payroll Assignment Element Costing.
Effective date of the information viewed and the ability to manage individual cost accounts when an employee has split costing to multiple accounts from the responsive Costing for Person page.

Parameter Submission Enhancement on the Flow Submission Page
When you submit a flow, enter part of the parameter value in the Person or Location field to quickly search for a specific person or location. These fields have ‘Type to Search’ text displayed on the Flow Submission page and allows you to quickly retrieve a specific value.
For seeded flows that have the person and location parameters, this quick search functionality is automatically enabled on the Flow Submission page. For user-defined flows, use the Run Feature Upgrade flow at the enterprise level to enable this functionality for the person and location parameters. Select “Flow Parameters for lazy load” in the Feature field of the flow.
NOTE: This functionality is disabled if you have set any defaulting value on a flow parameter irrespective of this functionality being enabled or not for the parameter.
Search for a specific person or location on the Flow Submission page by entering appropriate text to quickly return appropriate values of the parameter.

Roll back Process Errors Action from Process Results Pages
You can now access and take action on Rollback Errors from the Person Results and the Process Results Summary pages.
Navigate: My Client Groups > Flow Submission and Results > Person Results or Process Results Summary choose Rollback Errors from the task menu for the process on the summary page.
Or, navigate to a specific process results page and choose Rollback Errors from the Action menu.
The rollback process steps from these pages are the same familiar steps as in the rollback process of errors from the payroll process checklist.
You now have more ways to access and rollback the payroll process errors.

Configure the Absence and Time Fields on the Calculation Entries Page
You can use Design Studio to configure the Absence and Time fields on the Calculation Entries page. You can hide or display specific fields, and make specific fields optional or mandatory.
You can configure the following fields:
- Calculation Entries - Absences
- Absence Entries - Detail: Rate Name, Factor, Periodicity
- Absence Entries - Summary: Rate Name, Factor
- Calculation Entries - Time

Time Entries - Detail: Rate Name, Rate Value, Factor, Periodicity
This feature lets you configure the fields displayed on the Calculation Entries page.
Steps to Enable
You don't need to do anything to enable this feature.
These pages or flows have been recreated in the Redwood tool set Visual Builder Studio (VBS) to improve your user experience. The pages or flows look and act like Redwood pages or flows, to help create cohesiveness through the application.
Redwood Experience For Year-End Documents
Navigate to Me > Quick Actions > Year-End Documents and use the new, redesigned Redwood VBS page to view and access your year-end documents.
All documents displayed on the redesigned Redwood VBS Year-End Documents page are held within the document of records.
The redesigned page offers you the following:
- View by default, year-end documents for the last three years.
- Enter a From Date and To Date, to view year-end documents for a specific date range.
- If you have multiple payroll relationships, documents pertaining to all of your payroll relationships are displayed on the page.
- Use the Open PDF option to view the PDF version of a document.
- When you search for documents over a span of years, a separate tile is displayed on the page for each year. The year-specific tiles are differentiated by distinct colors or pictures to allow easy access of documents for each specific year.
- Use the Preview Year-End option to preview a document without downloading it to your local drive. Use the ORA_PAY_ENABLE_PREVIEW_MODE to enable preview of the year-end PDF documents without downloading the document.
- Use the Journey option to include the VBS version of the page in a journey.
- Use the Ask Oracle option to include the page in the search results on the Ask Oracle page.
- Use the Nudge option to enable nudge.
The Year-End Documents page can be accessed by an employee using the Me > Quick Actions > Year-End Documents navigation or through a deep link. In a later release, the navigation options will be extended to also include navigation through Me > Payroll > Year-End Documents and the global search.
The redesigned, Redwood Year-End documents page is available by default when the ORA_HCM_VBCS_PWA_ENABLED profile is enabled. However, use the ORA_PAY_YEAR_END_DOCUMENTS_REDWOOD_ENABLED profile option to disable the redesigned Redwood VBS Year-End Documents page.
Use the redesigned Redwood VBS Year-End Documents page to quickly view and access year-end documents for a specific date range and for all of your payroll relationships. You can also search for the page on the Ask Oracle page, include the page in a journey, or enable nudge for the page.

You don't need to do anything to enable this feature.
Tips And Considerations
The redesigned, Redwood Year-End documents are available by default. However, use the ORA_PAY_YEAR_END_DOCUMENTS_REDWOOD_ENABLED profile option to disable the redesigned Redwood VBS Year-End Documents page.
Complete these steps to disable the redesigned Redwood VBS Year-End Documents page.
- Navigate to the Setup and Maintenance area and search for the Manage Administrator Profile Options task.
- On the Manage Administrator Profile Values page, search for and select the ORA_PAY_YEAR_END_DOCUMENTS_REDWOOD_ENABLED profile option.
- In the Profile Values section, click Add.
- Specify the level at which the profile value is to be set. Select Site as the profile level, select No in the Profile Value field if you want to disable the profile option for the entire site of deployment.
- Click Save and Close.
- Repeat these steps and use the ORA_PAY_ENABLE_PREVIEW_MODE profile option to enable preview of the year-end PDF documents without having to download them.

Steps to Enable
To enable this feature you need to log a Service Request (SR).
You can open a service request in My Oracle Support and include a tag for 'Payroll for India'.
Investment Proof Verification and Approvals
As a Payroll user, you can now verify and approve the documents of proof for investments submitted by the employees for the current financial year. In addition, you can bulk upload the status of verified proof documents to the calculation cards.
The employees can review the status of the submitted documents of proof by viewing the Summary Report in the employee self-service portal or using the View summary report task. The Summary Report displays the submitted amount, approved amount and the status with comments.
You can also view the summary report from the employee calculation card, as a Payroll user.
- Provides a single window to view, verify, and approve the documents of proof for investments, submitted by the employees.
- Helps to be compliant with the current legislative requirements.

You don't need to do anything to enable this feature.
Compute Termination Payments for the Employees
You can process the following payments for the terminated employees with income tax as applicable:
- Leave Encashment
- Death cum Retirement Gratuity
- Commuted Pension
- Voluntary Retirement Scheme (VRS) amount
- Retrenchment Compensation.
Leave Encashment: The leave encashment amount paid at the time of retirement is fully exempt from income tax for government employees. It is fully or partially exempt for private employees based on the rules provided by the Income Tax Act. Calculate the leave encashment amount for the unutilized leave based on your organization policies.
Death cum Retirement Gratuity: The gratuity amount is paid to the terminated employees with any termination reason. However, the continuous service rule is ignored in case of death and disablement.
Commuted Pension: The commuted pension amount received by the government employees is fully exempt from income tax. This amount is partially or fully exempt from income tax for the private sector employees. The tax exemption depends on the percentage of total pension received as commuted pension and whether the employee received the gratuity payment.
Voluntary Retirement Scheme (VRS): This amount is received by the terminated employees, if they have opted for the Voluntary Retirement Scheme. The amount is exempt from income tax based on an eligibility criteria and is applicable to all organization sectors.
Retrenchment Compensation: This compensation is provided to employees when there is a downsizing of employee headcount due to loss of business or merger with another company. The retrenchment benefits provided by the employer is exempt from income tax based on an eligibility criteria.
Process the termination payments for the terminated employees and be legally compliant by providing the tax exemption as per the income tax rules.
Steps to Enable
- Define element eligibility rules for the following seeded elements:
- Gratuity Information
- Leave Encashment Information
- Commuted Pension Information
- Voluntary Retirement
- Retrenchment Compensation Information
- Create a new action for Disablement due to accident or disease to be used for gratuity(optional) with the following details:
- Code: IN_DISABLEMENT
- Name: Example - Disablement due to accident or disease or any meaningful name
- Description: Example - Disablement due to accident or disease or any meaningful description
- Type: Terminate Work Relationship
- Country: India
- Start Date: Example - 01/01/2022
- End Date: Example - 12/31/4712
- Enter Type as Oracle Payroll
- Enter the following for gratuity in the income tax basic information for your income tax TRU:

- Covered by Gratuity Act

You can either write your own custom logic in the fast formula to calculate the payments for these allowances or enter the amount directly in the seeded element for this payment. This is further processed for payment and tax exemption.

Create the element entries for the seeded elements as applicable for the terminated employees. You can optionally enter the input value Last Ten Months Salary for Leave Encashment in the seeded element Leave Encashment Information to override the ten months’ average salary calculated by default.

You can optionally enter the gratuity forfeit amount and forfeit reason as input value for Gratuity information element entry, if applicable for the terminated employee.

Payroll for Oracle Human Capital Management for Mexico supports country specific features and functions for Mexico. It enables users to follow Mexico's business practices and comply with its statutory requirements.
Profit Sharing Reporting Enhancements
You can use the Calculate Mexico Profit Sharing task to process all employees regardless of whether they are eligible for a profit sharing payment or not. This task flow has been enhanced to produce three outputs:
- Excel report – ProfitSharingReport.xlsx
- Element entry HCM Data Loader text file – ElementEntry.txt
- Audit information HCM Data Loader text file – PayrollInterfaceInboundRecord.txt
The Excel report includes additional person and employment information:
- CURP
- RFC
- IMSS
- Hire Date
- Mexico Adjusted Service Date
- Assignment Start Date
- Assignment Category
- Termination Date
- Statutory Eligibility Criteria Met
When the Calculate Mexico Profit Sharing flow has completed successfully you’ll need to:
- Rename the ElementEntry.txt HCM Data Loader text file with a .dat extension. Upload the ElementEntry.dat Profit Sharing HCM Data Loader file. This step is not required if you chose to create the element entries from the Calculate Mexico Profit Sharing task flow.
- Rename the PayrollInterfaceInboundRecord.txt HCM Data Loader text file with a.dat extension. Upload the PayrollInterfaceInboundRecord.dat HCM Data Loader file. You need to complete this if you want to review the employee’s profit sharing information in the application using the Payroll Interface Inbound Records page.
If you upload the PayrollInterfaceInboundRecord.dat file, the Payroll Interface Inbound Records page includes information for all employees that were processed in the Calculate Mexico Profit Sharing process regardless of whether they received a payment or not. You can view the values that were used to calculate the profit sharing for those employees that received a payment. A message is included for the employees that did not receive a profit sharing payment indicating their ineligibility.
To view the profit sharing audit information:
- Go to My Client Groups > Payroll > Administration > Payroll Interface Inbound Records.
- In the search area, enter the Person Number and select Mexico Profit Sharing Information for Record Type and Person for Record Owner Type.
- Click the Person number to open the page:
- Search for profit sharing audit information:
This feature enables you to oversee the Mexico profit sharing process, and provides audit information that you can use to review employees' data associated with this process.

With this enhancement, transfer employee payments such as direct deposits to bank accounts (EFT). You can also print cheques, pay by cash, or process an international transfer.
You can use the provided templates for EFT (based on the Oman Electronic Fund Transfer System ) or cheque to create templates for your own usage. To process EFT within the bank, you must still specify a bank account number.

Element Template for Allowances
With this enhancement, use the Oman-specific element template and calculation rules for Social Allowance, when the primary classification is standard earnings, and the secondary classification is social allowance. When you create a new allowance the application automatically creates the appropriate objects such as Base Element, Fast Formula, Balance, and Calculation Value Definitions.
You can also use element templates to create elements with secondary classifications of Basic Salary or Overtime, when the primary classification is standard earnings, or Bonus, when the primary classification is supplementary earnings.
Use Oman element template for allowances, distinguishing between social and nature of work characteristics.

Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdom's business practices and comply with its statutory requirements.
Real-Time Information Reporting for Tax Year 2023-24
Real-Time Information (RTI) legislative updates include changes to the XML file output to reflect the new tax year 2023-24 for Full Payment Submission (FPS) and Employer Payment Summary (EPS).
A new process for Full Payment Submission (FPS) is available for payments made from 6 April 2023 onward:
- Run Full Payment Submission for Tax Year Ending April 2024
Here's the process for Employer Payment Summary:
- Run EPS
- You need to use this for submitting tax year 2023-24 or 2022-23
- You should not use this for any tax year prior to 2022-23
- Run Employer Payment Summary for Tax Year Ending April 20NN
- You need to use this for tax years prior to 2022-23
Using the updated processes, you can comply with the legislative requirements for Real Time Information reporting to HMRC for Full Payment Submission (FPS) and Employer Payment Summary (EPS) for the tax year ending April 2024.

Annual Benefits Statement for Benefits-in-Kind
You can use the new process Run Employee Payrolled Benefits Statement to provide a statement showing the amount of taxable benefit for each benefit processed through payroll for your employees.
The Annual Benefits Statement (ABS) can be for a specific TRU within the PSU with further selection for available for payroll relationship group and process configuration group.
Any benefit that is changed sometime during the tax year for P11D reporting will only show the taxable cost for the period or periods processed through payroll. The P11D benefits statement displays the remainder of the taxable cost of that benefit. Your employees can have both an annual benefits statement, and a P11D expenses and benefits statement in a tax year.
Similar to other End of Year reports, this statement is available as Annual Benefits Statement under the Document of Records. The archive task produces an audit file. You can verify this and set the verification task to Complete, and this enables the next task to generate the statements.
The output from this process is a file with all the benefit statements that is automatically uploaded to Document of Records. You can make these documents available to your employees through the employee self- service. You can set this up for the Document of Records task at the organization level.
You can also print the generated file from the process to provide hard copies to your employees, if required.
Run the process with the required parameters including any optional ones:
You can use this new process to generate the Annual Benefits Statement to comply with the legislative requirements for the text year 2023-24 .

- The car fuel benefit charge multiplier for tax year 2022-23 is £25,300
- Vans and Van Fuel Benefit
For tax year 2022-23, the following applies for vans and van fuel benefit:
- Van Benefit cash equivalent value used for calculations on the P11D Worksheet is £3,600
- Van Fuel Benefit multiplier used for calculating the cash equivalent is the greater of £688 & amount foregone for the benefit of the fuel
- Zero emission vans has the fuel benefit set to 0 where the van benefit is 0 (no change)
- Official Rate of Interest – Interest Free & Low Interest Loans
- Official Rate of Interest is set to 2.00% and will be used in the calculation of taxable benefit value.
- P11D – Expenses and Benefits Statement 2022-23
- Templates
- A new set of templates for the P11D Expenses and Benefits statement and all worksheets would be available for the tax year 2022-23
- All the templates have been revised to reflect the headings and text with new tax year 2022-23
- The worksheet templates reflect the revised tables, values and amounts that will be used in the calculations to derive the benefit cash equivalent amounts for tax year 2022-23
- XML File Changes
- The XML output file created for submission to HMRC from the P11D process has all the necessary changes applied to the headers and relevant records to reflect tax year 2022-23

P46(Car) Report for Tax Year 2023-24
You can use the process Run P46(Car) process to provide the information to HMRC on employee company cars. The XML file has been updated to reflect the new tax year. The process has also been enhanced with some validation checks on CO2 emissions and Zero Mileage fields to ensure that the data sent is not rejected by HMRC.
Validation has been added for:
- CO2 emissions entered when the car registration date is before 1998.
An error message will be generated on the component for Car and Car Fuel if the registration date is prior to 1998 and you have entered a Zero Emission value.
- No Approved CO2 Emissions with a value in Zero Emission Mileage
An error message will be generated if you enter Zero Emissions Mileage value for a car that has no Approved Co2 Emissions entered.
- Make and Model fields
The Make and Model fields on the Car and Car Fuel component are combined as one field on the XML file and has a restriction of 35 characters. In order to accommodate this requirement, these 2 fields are concatenated for the extract. The archive process will ensure that the maximum value of the combined fields is truncated to 35 characters to avoid rejection at HMRC.
The P46(Car) output is updated to use the 2023-24 tax year requirements.
The audit report is also updated to reflect the concatenation of Make and Model fields as per the XML requirement and will now be 'Make and Model' and 'Replaced Car Make and Model'
You can comply with the legislative requirements for the tax year 2023-24 with this enhancement.
