Optional Uptake of New Features (Opt In)

Oracle Cloud Applications delivers new updates every quarter. This means every three months you'll receive new functionality to help you efficiently and effectively manage your business. Some features are delivered Enabled meaning they are immediately available to end users. Other features are delivered Disabled meaning you have to take action to make available. Features delivered Disabled can be activated for end users by stepping through the following instructions using the following privileges:

  • Review Applications Offering (ASM_REVIEW_APPLICATIONS_OFFERINGS_PRIV)
  • Configure Oracle Fusion Applications Offering (ASM_CONFIGURE_OFFERING_PRIV)

Here’s how you opt in to new features:

  1. Click Navigator > My Enterprise > New Features.
  2. On the Features Overview page, select your offering to review new features specific to it. Or, you can leave the default selection All Enabled Offerings to review new features for all offerings.
  3. On the New Features tab, review the new features and check the opt-in status of the feature in the Enabled column. If a feature has already been enabled, you will see a check mark. Otherwise, you will see an icon to enable the feature.
  4. Click the icon in the Enabled column and complete the steps to enable the feature.

In some cases, you might want to opt in to a feature that's not listed in the New Features work area. Here's how to opt in:

  1. Click Navigator > My Enterprise > Offerings.
  2. On the Offerings page, select your offering, and then click Opt In Features.
  3. On the Opt In page, click the Edit Features (pencil) icon for the offering, or for the functional area that includes your feature.
  4. On the Edit Features page, complete the steps to enable the feature.

Opt In Expiration

Occasionally, features delivered Disabled via Opt In may be enabled automatically in a future update. This is known as an Opt In Expiration. If your cloud service has any Opt In Expirations you will see a related tab in this document. Click on that tab to see when the feature was originally delivered Disabled, and when the Opt In will expire, potentially automatically enabling the feature. You can also click here to see features with Opt In Expirations across all Oracle Cloud Applications.

Feature Summary

Column Definitions:

Report = New or modified, Oracle-delivered, ready to run reports.

UI or Process-Based: Small Scale = These UI or process-based features are typically comprised of minor field, validation, or program changes. Therefore, the potential impact to users is minimal.

UI or Process-Based: Larger Scale* = These UI or process-based features have more complex designs. Therefore, the potential impact to users is higher.

Features Delivered Disabled = Action is needed BEFORE these features can be used by END USERS. These features are delivered disabled and you choose if and when to enable them. For example, a) new or expanded BI subject areas need to first be incorporated into reports, b) Integration is required to utilize new web services, or c) features must be assigned to user roles before they can be accessed.

In this update, improvements are available in the following areas:

COST MANAGEMENT AND CONTROL

  • Separate Line Burden Transaction Reconciliation when Grouping by Transaction Number
    • Reconcile burden transactions to source transactions when creating burden transactions as a separate transaction and grouping by transaction number. Use the Burden Grouping Process Configurator to configure this option. The source transaction number will be stored in the Source Transaction Reference attribute of the burden transactions, and can be reviewed using the Project Costing - Actual Costs Real Time subject area.

GRANT MANAGEMENT

  • General Usability
    • Manage Sponsors displays only customers with usage type of Customer or External Legal Entity.
    • Delete a sponsor until you use it to fund an award.

PLANNING, SCHEDULING, AND FORECASTING

  • Multi-currency Planning in Project Currency for Budgeting, Forecasting, and Financial Planning
    • Use any project plan type or financial plan type when the project currency is different than the project ledger currency. Previously, project managers could only select multi-currency-enabled plan types.
  • Project and Award Budgets
    • Manage attachments for Project Budgets and Award Budgets, including addition of new attachments and making modifications, using the Attachments REST API. This API is available as a child endpoint in the Project Budgets and Award Budgets REST APIs.
  • Project Budget and Forecast OTBI
    • Report and analyze on all budget and forecast versions in OTBI, using new measures added to the Project Control - Forecasts Real Time and Budgets Real Time subject areas.
    • The Budget Status Name measure in the Project Control - Budgets Real Time subject area displays additional details. For example, while previously the measure would have simply displayed “Current” as a status name, it will now display “Current Working”, “Current and Original Baseline”, and other detailed statuses.

Revenue Accountants can use additional accounting sources when setting up Subledger Accounting for project contract revenue distributions.

You can define account and description rules for the Project Revenue and Billing Offset event classes using the following sources:

Better Handling of Accounting Date with Receivables

Eliminate the transference of invoice data that Receivables would better derive on its own. 

This consists of the general ledger accounting date. Instead, the invoice date is passed to both the transaction date and the ship actual date, which Receivables uses as the first priority in deriving the accounting date on the transaction. Once the project contract invoice has been successfully imported into Receivables but before it is set to complete, you can override the transaction date and accounting date in Receivables, if desired. Once you set the transaction to complete in Receivables, the Confirm Invoice Acceptance Status in Receivables process sets the invoice date and accounting date on the project contract invoice to the transaction date and accounting date on the transaction in Receivables. The project accounting date on the project contract invoice is then derived from the accounting date.

The benefits of this feature include:

  • Reducing invoice rejections in Receivables because of changes in period status between transferring invoices to Receivables and importing invoices in Receivables.
  • Synchronizing invoice date and invoice accounting date between Receivables and project contract invoices.

Steps to Enable

Use the Opt In UI to enable this feature. For instructions, refer to the Optional Uptake of New Features section of this document.

Offering: Project Financial ManagementNo Longer Optional From: Update 24B

In addition, enable the Derive date option, in the Accounting subsection of the Import Information section on the Edit Transaction Source page, for all Receivables transaction sources you created and use in the transfer of project contract invoices to Receivables. If this option is not enabled, the accounting date of the invoice in Receivables is set to the Default Date parameter for the Import Autoinvoice process.

Lastly, set the Accounting Date in a Closed Period option to Adjust, in the AutoInvoice Options section on the Edit Transaction Source page, for all Receivables transaction sources you use in the transfer of project contract standard invoices and credit memos to Receivables. If this option is not enabled and Receivables derives an accounting date that is in a closed accounting period, Receivables will reject the standard invoice or credit memo.  The accounting date of a credit memo in Receivables is always set to the Default Date parameter for the Import Autoinvoice process.

Tips And Considerations

Care should be taken when making changes to the transaction date and accounting date in Receivables. The accounting date passed from Receivables to the project contract invoice is accepted as is, without any further validation and regardless of period status. The accounting period in which the invoice accounting date falls is used in OTBI reporting, reclassification of billing offset balances, inception-to-date invoice amounts to a user-specified period displayed on various pages, and invoice summarization. Invoice summarization in turn is used in billing extensions and process configurators, accessed from within the Generate Invoice process. Also, the project contract invoice accounting date is used to derive the accounting date on project contract revenue, when the revenue method is As Billed.

If there is a problem with deriving a valid project accounting period, the project contract invoice will be set to accepted, but with an invoice exception. Fix the problem with the project accounting calendar and then run the Confirm Invoice Acceptance Status in Receivables process again.

To use this feature, the following roles or privileges are required:

  • Project Billing Specialist (ORA_PJF_PROJECT_BILLING_SPECIALIST_JOB)

Exclusion of Closed Contracts As Ineligible for Invoicing and Revenue Recognition

Exclude closed contracts from the Ineligible Contracts section of the Generate Invoice and Generate Revenue process output reports. This allows customers to more easily see and take the appropriate corrective action to invoice and recognize revenue for open contracts.

Closed contract lines are excluded from the Ineligible Contract Lines section of the reports as well. 

The business benefits for this feature include:

  • Focus on the most relevant information when reviewing the outcome of the Generate Invoice and Generate Revenue processes.
  • Reduced report file size.

A listing of Closed Contracts and Contract Lines can be created on demand using the 'Enterprise Contracts - Contracts Real Time' subject area.

Warning When Inactivating an Associated Project

Display a warning message to the contract administrator when amending a contract line to inactivate an associated project.

The message displays the impact of such an action and allows you confirm this is indeed what you want to do.  The following images illustrate the Active indicator on the Associated Projects tab and the resulting message that is displayed when Active is disabled.

Offering: Project Financial ManagementNo Longer Optional From: Update 22A

Tips And Considerations

Amending a contract and inactivating an associated project inactivates that same associated project for both the currently under amendment and the previously active versions of the contract. This is so you can associate a different level of the same branch of the task hierarchy to the same contract line in the same currently under amendment version of the contract. For example, you may want to amend the contract to inactivate associated project number P123 and task number T1 and then add a new associated project number P123 and task number T1.1. If you revert such an amendment, so that the currently under amendment version is deleted and the previously active version of the contract becomes the currently active version, you will need to amend the contract again to activate the original associated project. If prior to reverting the amendment, you have associated a different level of the same branch of the task hierarchy to a different contract line in the same or a different contract, then you will need to inactivate these new associations first, before you can reactivate the original associated project.

Use Problem Resolution in Contract Validation Messages

When you validate a contract, more meaningful and informative validation error and warning details are provided in the Validation Results page to help you resolve any contract validation issues. For example, additional information might include what caused the problem and how and where to fix the issue so that the validation of the contract can proceed. You can also view these validation details when you validate the contract from the contract wizard.

Grant Management

Cost Reimbursable Revenue Method in Submit Contract for Award

Specify cost reimbursable revenue method when submitting contract from award.

The cost reimbursable revenue method is available in all award creation methods from the user interface, REST and file-based data import (FBDI). Default values can be setup in the Default Billing Attributes section of the Manage Grants Management Business Unit Implementation Options setup task.

Tips And Considerations

  • You cannot export or synchronize cost rates and amounts specified in the the Microsoft Project file to Oracle Project Management Cloud when the Exclude Rates and Costs option is selected on the Synchronize Project page.
  • If you enable Exclude Rates and Costs option then Microsoft Project file only consists of the schedule information for the project.

Editable Reporting Period on Project Performance Dashboard

Change the reporting period on the Project Performance Dashboard to select a past or a future period and view the financial measures for projects in the context of the selected period. Project managers can continually track the performance of their projects by performing week-over-week or month-over-month comparisons using this capability.

This feature enables tracking project performance for past reporting periods on the dashboard, thereby facilitating easier comparison of financial project metrics on a month-over-month basis.

Expanded Project Access Configuration for the Project Management Work Area

Control project access in Project Management Work Area using project security configuration. Application administrators can define the data security policies and assign them to project roles to configure project access based on business needs. For example, create policies and roles for junior and senior project managers on the project and give access to them based on project status. Similarly, create a new project management office administrator role to allow access to all projects in Project Management work area without having a direct role on the project. Control the actions this role can perform on the projects.

Prior to this release, access was based on the role the user had on a project. With this new feature, you can configure the list of projects the user can access in the Project Management Work Area by setting up data security.

Changes to Project Access Within Project Management Work Area

Out of the box, you will still get the old behavior.

If you want to configure your list of projects you need to follow the following steps:

  1. Opt In this feature Expanded Project access with Security Configuration.

Once the feature is opted in, the project list access will be controlled by security role configuration. Security roles should have the data security access to Manage Project Work Plan Data privilege.  The seeded Project Manager role already has this data privilege.

  1. To grant access to all projects without the user having a direct role on the project. For example, Project Management Office Administrator needs access to all projects. 

Steps to Configure Access to All Projects

  1. Create a custom role by copying seeded Project Manager job role. Select the option to copy from Top Role when copying the role.
  2. Associate the custom role with a new data security policy with Manage Project Work Plan Data privilege and Data Set equal to All Values

  1. Add additional data security privileges to the policy created in Step 2, to access to project management functionality.

Assign any user the new security job role from the Security Console UI. The user can now login and access Project Management Work Area and have access to all projects and to panel drawer functions based on the data security setup.

  • The seeded roles have all the required setup and you need not modify them to get access to projects in the project list. If you have setup custom roles, review them and make necessary changes to it after enabling this feature.
  • When adding new data security policies to custom roles, ensure the policies are directly associated to the role. Data security policies are not associated from inherited roles.

Project Gates Opening Automatically Upon Approval

Automatically set a project gate to Open status upon receiving the final approval from the listed approvers. This approach eliminates a step, so the project manager does not have to change the gate status manually. In addition, prevent the deletion of gates after they reach the Open status.

A gate opens itself upon approvals from all approvers and closes even when a single approver rejects.

Business Benefit

Instead of the manual step required to open or close a gate, the system automatically changes the status based on the approver's response. This automation saves the time and manual effort of tracking the opening or closing of gates. You cannot delete a gate once it is approved and open as the gate is complete and retains final approval history.

Additional functional setup requires selecting the Project Gates Automatic Status Change option on the Manage Project Management Implementation Options page. These choices allow auto-opening and auto-closing of the gate based on the approver's response. The default value of these options are unchecked.

Tips And Considerations

  • System auto opens the gate only when all approvers approve. Status change happens on the last approval.
  • System auto closes the gate even when any approver rejects. Status change happens on the first rejection. The approval notifications get withdrawn for anyone else with pending approval.
  • Approvals can come through the manual update by the project manager or via notification approval by approvers including delegation, and reassignment in the workflow. If the project manager updates the approver's status manually, the gate status change happens on Save and Close action on the Gate Details tab in the Task Details dialog.
  • On auto-close, Comments, Updated By, and Updated Date attributes get retained for audit history. These attributes reset only when that closed gate moves again to In review.
  • The delete option is disabled in the contextual menu, toolbar, and the Gantt when a gate is open.

Provide project early access to project managers on a project that is about to start for planning and reporting purposes. For example, project managers can create a detailed work plan and add dependencies, deliverables, and resources on an upcoming project in advance of the start date. This feature requires you to opt in into the Expanded Project Access Configuration for the Project Management Work Area feature.

With this feature, project managers no longer have to wait until the start date of a project to begin the planning and budgeting process for the project.

Rate Schedules and Rates Audit Support

Track the changes made to rate schedules and rates by leveraging an audit mechanism that provides details about what, when, and by who these business objects were updated. Auditors can keep a close tab on rate schedules and rates by viewing audit reports that list the nature, time, and the user who effected the change.

To view audit reports for rate schedules and rates, perform the following steps:

  1. Click Navigator > Tools > Audit Reports.
  2. On the Audit Reports page, enter a date and select product as Project Foundation.
  3. Select business object type as Rate Schedule or Rate as required.
  4. Enable the option to include child objects as required if you select Rate Schedule as the business object type.
  5. Click Search.

Enable the option Show Attribute Details and select all or specific attributes as required to view old and new values for the selected attributes in the audit report.

This feature helps to comply with audit requirements by letting you:

  • Compare the old and new values for rates and markup percentages if your business process involves updating existing values instead of ending them and creating new rates and markups. Additionally, you can track when and by who the duration of existing rates and markup percentages are extended or curtailed.
  • View when and by who existing rates and markup percentages are deleted and take appropriate action if required.

Steps to Enable

To enable audit for rate schedules and rates, perform the following steps.

  1. Navigate to the Setup and Maintenance work area and search for the Manage Audit Policies set up task.
  2. On the Manage Audit Policies page, confirm that Audit Level is set to Auditing and click Configure Business Object Attributes in the Oracle Fusion Applications section.
  3. On the Configure Business Object Attributes page, select the product Project Foundation.
  4. In the Objects table, enable audit for Rate Schedule or Rate or both as required.
  5. The attributes that are enabled for audit by default appear in the Audited Attributes section.
  6. Click Create to display the Select and Add Audit Attributes window and enable or disable audit for attributes as required.
  7. Click OK to close the window.
  8. Click Save and Close.

Tips And Considerations

  • The attributes for descriptive flexfields, such as, ATTRIBUTE1 through ATTRIBUTE50, ATTRIBUTE1_NUMBER through ATTRIBUTE15_NUMBER, and ATTRIBUTE1_DATE through ATTRIBUTE15_DATE aren't directly available for audits. However, descriptive flexfield segments that are configured for Rate Schedules Descriptive Flexfield (PJF_RATE_SCH_DESC_FLEX) using these attributes are eligible for auditing. For these to appear in the list of audit attributes in the Select and Add Audit Attributes window on the Manage Audit Policies page, enable the option Flexfields (Additional Attributes). You can then enable the individual descriptive flexfield attributes for auditing as required.
  • If you configure a new descriptive flexfield segment in the Rate Schedules Descriptive Flexfield setup, you must enable it for audit on the Manage Audit Policies page before you can view it in the audit report.

  • This feature allows you to copy and paste tasks in nonfinancial projects only. Copy and paste tasks for financial projects is on the roadmap for a future release.

Retain User Spread on Forecast Lines on Modification to Forecast Line Dates

Retain manual periodic spread for forecast lines even if the forecast line duration changes due to a scope change.

When quantities and amounts have been updated at the periodic level overriding the default system spread, a change in the forecast line dates will not spread the quantities and amounts.

  • The option to maintain manual spread on date changes doesn’t apply to non-periodic calendar forecast versions.

Application Composer Configuration for Create Assignment and Create Request Dialog Windows

Configure the Create Assignment and Create Request dialog windows using Application Composer. This ability extends the existing Application Composer capabilities for assignments and requests to capture business-specific information during creation.

Application Composer provides the abilities such as:

  • Allows creating new attributes for existing objects and adding the attributes as fields on the user interface alongside predefined standard attributes.
  • It supports additional application logic, such as triggers and validation rules for the custom attributes of an object.

Business Benefit

Add additional attributes to track data for an object. You can then add new fields to capture additional information on the dialog window for requests and assignments creation. For example, capture the need-by-date attribute that sets the deadline when the request must be fulfilled or capture if the assignment has particular travel requirements.

Leverage Application Composer to expose and adjust page layout and attributes. To learn more about extending your application using Application Composer, visit Oracle Help Center > your apps service area of interest > Books > Configuration and Extension.

High-level steps for adding additional fields to a standard object:

  1. Create and activate a sandbox: In a sandbox, you can implement and test your changes without affecting other users. For example, if you are adding fields to a page, you don't want others to see your work until you have added all the fields. To work in a sandbox, you create and make it active. When the sandbox is published, the changes are visible to all users with permission to view the affected pages and fields. Be sure to include Application Composer as a tool.
  2. Implement: Use Application Composer to add custom attributes to an object and add business rules for the object.
    • Navigate to Configuration > Application Composer.
    • From the Application drop-down, select ERP and SCM Cloud. Choose object tag as PPM.
    • Expand Standard Objects and the page layout to make changes to, then select the object's Fields node.
    • On the Custom Fields tab, click New. Application Composer provides a set of field types that you can choose from when creating new fields.
    • Select the field type and required field attributes to create the custom attribute.
    • After creating custom fields, expose those fields on the appropriate dialogs before end-users see them.
    • Duplicate the Standard layout. Edit and add the custom fields to the new layout. Make the new layout the default layout.
  3. Test: Thoroughly test all changes from within the sandbox.
  4. Publish: After completing the testing in the sandbox, publish the changes to make them available in the application.

Resource managers must balance a resource's schedule to maximize utilization as well as respect events such as vacations and training. During request nomination and assignment creation, accessing a visual representation of the resource's schedule allows the resource manager to make a more informed decision about assignment dates and overbooking.

For example, a resource manager has to fulfill an urgent need on a project. While creating the new direct assignment, the resource manager quickly checks the resource's schedule, for the date range of the new assignment, to see if there are any conflicts. The resource manager notices scheduled training that conflicts with this assignment. Given the urgent nature of the new work, the resource manager completes the assignment creation and works with the resource to reschedule the training for a later date.

In another situation, the resource manager is evaluating several resources for a project resource request. All of them are fully qualified however the resource manager sees that a few of them are already nominated to other requests for a portion of the time. The resource manager decides to just nominate those qualified resources that are not already nominated to other requests.

Non-Project Event Creation Using a REST API

Create non-Project events for resources using the Resource Events REST API. Create events that are associated with a specific resource. For example, an off-site training meeting or vacation day for a resource.

Business benefits include the ability for project and resource managers to create partial or all-day non-project activities for their resources, such as training or other meetings. Team members can additionally create their calendar events like whole day time off or hourly engagements. Tracking these resource calendar events provides visibility to project and resource managers to plan, staff, and schedule their resources. These events show up as Team Member events on the Manage Project Calendar page in the Project Management work area, Manage Resources page in Resource Management work area, and Team Member dashboard.

  • All-day, partial day, or partial days plus all-day events of different categories are allowed on the same day.
  • Team members can create only their events and not for others, unlike project and resource managers.
  • Resource Pool security is honored when Secure resources in project resource pools option on Manage Project Resource Management Implementation Options is enabled. In such a case, resource manager actions are limited to resources belonging to his pool.

Project Asset Management

Associate Existing Assets to Project Assets

Associate existing assets already tracked in Fixed Assets to capital projects. Track additional costs for these assets that did not originate from the project.

Project Assets

Project assets can now be created and associated to existing Fixed Asset (FA) assets. Once this relationship has been established, additional project asset costs can be captured, capitalized and interfaced into Fixed Assets. Defining the relationships between the Project assets and FA assets is managed by either the Import Asset and Assignments Process File-Based Data Import (FBDI) spreadsheet, or the Project Asset REST API.

Capitalize Project Asset Lines without Updating Fixed Assets Ledger

Project asset lines can now be generated and marked as Transferred without importing into Fixed Assets. This will be helpful when reconciling asset costs in both Projects and in Fixed Assets when these costs are introduced to each subledger independently. This is managed by the Import Unassigned Asset Lines FBDI spreadsheet. Attributes are available to specify the transfer status and FA period name for any non-transferred asset line.  

By providing the FA Period Name, you have the ability to reconcile the Project asset costs to the period the assets were originally added into Fixed Assets. 

Business Benefit

  • This feature benefits migration by enabling you to migrate FA assets and capital project assets independently, or in parallel and then associate the FA asset to the Project asset.
  • You can have multiple Project assets associated to the same FA asset. This will be helpful when you would like to record maintenance costs in a separate project asset and tied to the same FA asset.
  • You now have the ability to mark asset lines as transferred along with updating the FA Period Name.  This will be helpful when you would like to extract and group asset lines as per your business requirements without losing the ability to reconcile Project assets to FA assets.
