HCM Cloud applications have two types of patches you can receive that are documented in this What's New:
- Release Updates (18A, 18B and 18C)
- Optional Monthly Maintenance Packs to each update
It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal. If you are on Update 18A, you will only have features that are in 18A or the Monthlies for 18A, you will not have 18B features until you receive the 18B update. You can however read ahead on future release so you can make plans for when you will receive the next update.
If you are upgrading from Release 12, you should read all features up through the Release Update that you will receive in the upgrade, this can also be found in Cloud Portal.
This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

Compensatory Time Accrual Balance Enhancement - Accrual Subject Area |

Oracle Fusion Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration insures accurate and consistent data for payroll processing and costing as well as project management billing.
Recalculation for Retroactive Change Enhancements
Automatically identify future time cards for resubmission based on edits to the time cards. Where time calculation rules determine overtime across multiple time card periods, an edit to a time card can require the recalculation of time data for a future time card. You enable automatic identification on worker time processing setup profiles. If enabled, edited time cards are automatically evaluated and affected time cards are handled by the Set Time Card Resubmission Status to Resubmit process.

Tips And Considerations
Configure time processing profiles using the Manage Worker Time Processing Setup Profiles task in the Time Management or Setup and Maintenance work areas. In the Setup and Maintenance work area, this task is part of the Workforce Deployment offering, Time and Labor functional area.
HCM Group Refresh Enhancements
Refresh all HCM groups in a single scheduled process. The Evaluate Group Membership process was enhanced to support refreshing all HCM groups at once. It also allows refreshing group membership for a given person. If the Group field is left blank, the process refreshes all HCM groups with Include in All Group Refresh Processes selected.

Distinguish overtime and earned days using expanded work day definition attributes. Overtime calculations use the overtime day to handle time entries that span days. Overtime entries that span multiple days are automatically split at the overtime day start time. You can configure the overtime day to start on the current or next day. The earned day spanning rule determines the earned day for time entries that span midnight. Payroll then processes transferred time based on the earned day.

Increased Time Management Efficiency
Managers with the View Time Cards privilege use the View Time Cards task to search for and view time cards for their direct reports. This task is one of the task tabs in the Time Management work area.

Search for time cards based on the status of data transfers to their time consumers (transferred, not transferred, or partially transferred). This new criterion enhances the advanced time card search area.

Filter Values for Time Card Field Choice Lists
You can now filter the time attribute values in a multi-attribute time card field. You determine when the value appears in the field choice list according to these configurations:
- Eligible HCM group
- The person's role
- If the value is enabled when time entry profiles that contain the field are active
For example, only eligible workers can view allowances. Only their managers can edit the allowances.

Tips And Considerations
You can use a maximum of 20 multiattribute fields across all layouts. So, plan carefully the fields you want to create and the layouts you want to add them to.

You can use the allowed actions and HCM groups in each row to create one multipurpose field.

Use the field in various layout sets across many groups of workers and managers.
The default action for both workers and managers is Edit.
- When a time attribute value is read-only for everyone, the value appears in only the calculated time. The value doesn't show up in any reported time entries.
- Calculated results for everyone are always read only.
- Managers with the Time Attribute Full Access privilege can edit values, even if the manager allowed action is Read only.
Optionally filter the values that people see by assigning one or more HCM groups. Click the Show All Groups icon to do this row by row. You can also select multiple rows, and on the Actions menu, select Assign to HCM Group.
- If you assign groups to specific values, group membership determines if workers and managers can even see the value in their choice list.
- If you don't assign groups to specific values, everyone can see all of the values in their choice list.
NOTE: You can use HCM groups to filter choice lists only on classic time cards.

Time Card Change Audit Enhancements
You can track any absence changes on a time card when audited. As with other time entry changes, you can now require change audit reasons for absence changes. You can also track the fixes that people make to incomplete time entries and fixes to in error time cards. You can also require reasons when people fix missing time imported from collection devices, including Web Clock. The reasons depend on the person's change audit setup and are part of the historic data for the time card.
Steps to Enable
Complete these tasks in the Setup and Maintenance work area to enable change auditing of time cards. Use the Workforce Deployment offering, Time and Labor functional area.

Add the change audit reasons that support your time policies to the ORA_HWM_CA_REASONS lookup type using the Workforce Management Lookups task.
- Select the time card fields that enable people to identify a time entry that changed using the Time Layout Sets task. For example, on one set of layouts, the Job and Pay Type fields together uniquely identify time entries.

Enable the appropriate change audit options using the Worker Time Processing Profiles task.

Time Card Transfer and Process Statuses Enhancements
Review the payroll processing status for absence entries in time cards, in the Additional Statuses dialog box. This completes the additional status view for all types of time card entries. It helps managers to better resolve issues with time data and payroll processing.

Oracle Fusion Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.
Compensatory Time Accrual Balance Enhancement - Accrual Subject Area
Enhance your reporting on employee accruals with the addition of new attributes and metrics related to compensatory time balances. As part of this enhancement a new dimension and fact folders are added. With this enhancement the customers can report on the details related to the employee compensatory absence plan details.

New Sample Analyses - Line Manager Dashboard
Enhance your reporting on employee absence management with the addition of new sample reports to the line manager dashboard. The following analyses have been seeded in the OTBI web catalog and added correspondingly to the line manager dashboard.
The additions are done across two of the dashboard pages related to absence management.
Absence Page
- Absences by Month (Current / Next Month): Renders the total numbers of absence days in the current and Next Month. This report is built using the Absence Calendar Subject Area
- Top 5 – Absence Count by Absence Reason: Renders the percentage of top 5 absences by absence reason. This report is built using the Absence Real Time Subject Area.
- Absences By Type and Plan: Renders the total numbers of absence days by Absence Type and Absence Plan using a column selector. This report is built using the Absence Calendar Real Time Subject Area.
- Accrual Balance by Plan Type: Renders the Accrual Balance by Accrual Plan Type. Accrual Balances for Donations are filtered out of the report. This report is built using the Accrual Real Time Subject Area
- The Top 5 Employees with High Accrual Balance: Displays the top 5 employees with high accrual balance plan wise. This report is built using the Accrual Real Time Subject Area.
Absence Calendar Page
- Absence Calendar analyses was moved from Absence page into this.
- Absence Calendar Direct Reports: Displays current and next month absences of the direct reported employees for a logged in line manager simulating a calendar view. The report is built using Absence Calendar subject area and doesn't get changed on the selection of prompts.

New Attributes - Accrual Real Time
Enhance your reporting on accrual real time subject area with the inclusion of the attributes that support new functionality introduced in Fusion Absence Management. The functions include:
- Self-Service Cash Disbursement of Accrual Balance: Employees can initiate a disbursement from the outstanding balance. Cash equivalent of unused leave is paid out through payroll, after the transaction is approved.
- Leave Donation: Donate some of the available balance to a co-worker, to help the co-worker take additional paid time off while going through a hardship. This transaction may also need approval.
- Automatic Balance Transfer and Rollover: When a worker loses eligibility on a plan, the balance on the plan is automatically rolled over or transferred to another plan the employee has now been enrolled into, based on certain rules configured in the system.
- Elective Disbursements: Employees can make an election in the Benefits system to get a cash disbursement in lieu of a certain plan balance.
The new attributes added as part of this enhancement includes the following:

Oracle Fusion Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.
Transfer and Rollover of Accrual Balance
You can now automate the transfer of accrual balances between accrual plans, for example, when a worker becomes ineligible for one accrual plan and is assigned another. Additionally, you can now define plan rollovers at year end from an existing accrual plan to a new plan.
To automate the transfer and rollover option between plans:
- In the Absence Administration work area, click Manage Absence Plans.
- On the Manage Absence Plans page, click Create.
- On the Create Absence Plan dialog box, in the Plan Type field, select Accrual.
- Click Continue.
- On the Create Absence Plan page, Plan Attributes tab, enter the plan name,
- Select the legislative data group.
- Select the plan unit of measure.
- Select a plan category to support transfer of some or all of the accrual balance when the plan is terminated due to loss of eligibility.
- On the Participation tab, in the Balance Disposition Rules section, select Transfer positive balance. This enables the Limit Rule field in the Transfer Rules section.
- In the Limit Rule field, you can:
- Select Unlimited if you don’t want to define a limit for transfer.
- Select Flat Amount if you want to define a limit. You must also specify the limit proration rule.
- Select Formula if there is a formula defined that returns values for the transfer limits. You must also specify the limit proration rule.
- On the Accruals tab, in the Year End Processing section, select the applicable rules and limits for rollover. By default, it is set to Not applicable. However, to configure rollover rules:
- Select Unlimited if you don’t want to define a limit for rollover.
- Select Flat Amount if you want to define a limit. You must also specify the limit proration rule.
- Select Formula if there is a formula defined that returns values for the rollover limits. You must also specify the limit proration rule.
- Select Disburse remaining balance if you want to pay out any elective disbursements on the last day of the plan year.

Donation of Plan Balances to Coworkers
Workers can now initiate requests to donate some or all of their accrual plan balances to coworkers who need more time off. Additionally, administrators and managers also have the option to initiate a donation request on behalf of a worker. By providing a platform for workers to help each other, you build a sense of community in your enterprise.
When initiating a donation from an accrual plan, enter the donation date, select the recipient, and enter the amount to donate.
To configure the application so that your workers can donate their accrual plan balance to a coworker and coworkers are eligible to receive donations, complete these steps:
- Create a new plan type called Donation using the Manage Absence Plans task. Set the unit of measure as Hours or Days. The unit of measure for the donation and accrual plans must match, so that the accrual plan can identify the donation plan when a donation is initiated.
- Configure donation rules on the corresponding accrual plan to allow workers to donate their accrual balances.
- Optionally, configure approvals for donations initiated by workers.
- Enroll a worker needing additional time off to the donation plan.
CREATE A DONATION PLAN
To set up a donation plan:
- In the Absence Administration work area, Tasks panel tab, click Manage Absence Plans.
- On the Manage Absence Plans page, click Create.
- On the Create Absence Plan dialog box, in the Plan Type field, select Donation.
- Click Continue.
- On the Create Absence Plan page, Plan Attributes tab, enter the name of the plan.
- Select the legislative data group.
- In the Status field, select Active.
- In the Plan UOM field, select Hours or Days as the unit of measure so that this plan can receive donations from accrual plans with the same unit of measure. If you know that coworkers can donate from multiple plans with different units of measure, then enroll the worker into two donation plans, one with Hours and the other with Days.
- On the Plan Rules tab, optionally specify a ceiling amount. You can select Flat Amount or Formula. Ceiling amount limits the total donated amount that this plan can receive.
- On the Entries and Balances tab, specify the transactions that this donation plan allows workers to make. For example, you can allow workers to cash out the donated leave instead of taking an absence. This setup is similar to an accrual plan.

Select Transfer absence payment information for payroll processing and select an absence element to transfer the donation balance for payroll processing. To integrate the absence plan with Global Payroll, you can create elements using the Manage Elements page in the Payroll Calculation or Setup and Maintenance work areas and then associate the element in the Create Absence Plans page. This setup is similar to an accrual plan.
CONFIGURE DONATION RULES ON AN ACCRUAL PLAN FOR WORKERS TO DONATE TO COWORKERS
Enable the donation feature of an accrual plan on the Manage Absence Plans page. Use the Entries and Balances tab, Donation section. You can also configure donation rules and limit the number of hours that a worker can donate to another worker.
For the Donation Rule, you can select either Formula or Flat Amount. When you select Flat Amount, you must also specify the following limits. When you select Formula, you must specify a formula that returns values for these same limits:
- The minimum number of hours that the worker is eligible to donate
- The maximum number of hours that the worker can donate, for instances where you want to limit the amount to a certain number of hours
- An increment to prevent workers from entering decimal places, and thus avoid rounding issues later
If you don’t specify any minimum, maximum, and increment amounts, the application assumes that there are no minimum, maximum, and increment outputs.
CONFIGURE APPROVALS FOR DONATION
Optionally, you can configure approval notifications for donation requests. For example, you want line managers to approve donations initiated by workers. Managers can view these notifications by clicking the Notifications icon on the Home page or receive these notifications by email and decide whether to approve or not.
ENROLL WORKER TO A DONATION PLAN
When a worker approaches HR seeking additional time off above and beyond their eligibility, the HR team analyzes whether the worker is eligible for seeking donation from coworkers. After the HR team determines the worker is eligible, an HR specialist can enroll the worker in a donation plan by completing these steps:
- In the Person Management work area, search for and select the worker you want to enroll.
- On the Tasks panel tab, click Manage Absence Records.
- On the Manage Absences and Entitlements page, in the Plan Participation section, Accrual Plans subsection, on the Enrollments and Adjustments menu, select Add Enrollment.
- Select the donation plan.
- Enter the start date from when the worker becomes eligible for the plan.
- Click Submit.

Handling Shifts that Span Two Days
Absence Management no longer splits a shift based on midnight, instead you can define when work days start. You can also define the rule that absence calculations use to determine the day on which payroll processes absence entries that span multiple days, such as crossing midnight. Support your absence policies by completing these tasks:
- Configure work day definitions using the Manage Work Day Definitions task in the Setup and Maintenance work area. The task is available in the Workforce Management and Time and Labor functional areas of the Workforce Deployment offering.
- Assign a work day definition to a worker using the Manage Employment tab of the Person Management work area.
You can use work day definitions in absence calculations, time calculations, or both. If you use work day definitions for both absence and time calculations, make sure that the calculations generate the expected results.
SPANNING DAYS RULE
Select an option from the spanning days rule to determine the reference day of an absence entry when shifts intersect two days. This reference day determines when the absence hours are sent to payroll.
For example, a worker is scheduled to work night shifts starting Monday evening and ending Saturday morning. Each shift starts at 10:00 PM and ends at 6:00 AM. Work days for this worker start at 12:00 AM. The worker schedules an absence from 10:00 PM Monday, January 11 to 6:00 AM Tuesday, January 12. If the spanning days rule is:
- Day with most hours: The reference day is the day with most hours. Monday has 2 hours and Tuesday has 6 hours. So the absence calculation determines that payroll should process all 8 hours of the absence on Tuesday, January 12. However, in scenarios where there is same amount of time on both days, you can select an option from the Tie Handling list. For example, select Start and the reference day is the start day of the absence. Select Stop and the reference day is the second day of the absence.
- Split at day start time: There are two reference days, Monday and Tuesday. The absence calculation determines that payroll should process 2 hours of absence for Monday, January 11 and 6 hours of absence for Tuesday, January 12.
- Start day: The reference day is the date that the absence starts. The absence calculation determines that payroll should process all 8 hours of absence for Monday, January 11.
- End day: The reference day is the date that the absence ends. The absence calculation determines that payroll should process all 8 hours of absence for Tuesday, January 12.
- Scheduled shift reference day: The reference day is the shift scheduled day, which is Monday, January 11. You can select this rule if you are using planned schedules and Time and Labor.
After you configure your work day definitions, you can associate the work day definition with your workers. If you don’t define any work day definitions, the day divide defaults to 12.00 PM (midnight), and the default rule is Split at day start time.
ABSENCE ENTRY FOR SHIFTS SPANNING DAYS
When a worker is assigned to a midnight shift that crosses midnight, and decides to schedule an absence, there is a change in the absence entry pages. Earlier for shifts spanning two days, if the worker scheduled a single day absence:
- In the Basic Mode, the start and end times for the absence displayed from 00:00 to 23:59
- In the Advanced Mode, the absence entry was not considered a single absence but needed two rows for two separate days
However, now when the worker enters the absence start date, the start time and end time are automatically derived from the assigned shift timing and the defined work day rule.
The worker can also change the default start time and end time provided the change is within the shift time, in cases when they are only taking a half day’s leave.

Self-Service Cash Disbursement of Plan Balances
Workers can now initiate a cash disbursement request for their accrued leave balance. Additionally, managers also now have the option to initiate a cash disbursement request on behalf of a worker.
This speeds up cash disbursement requests and also reduces delays and errors in processing these requests for workers. Prior to this release, only HR specialists were allowed to initiate cash disbursement requests on behalf of the worker.
ENABLE CASH DISBURSEMENT FOR WORKERS AND MANAGERS
Enable self-service disbursement for accrual and donation plans on the Manage Absence Plans page. Use the Entries and Balances tab, Discretionary Disbursements section. You can also configure disbursement rules and limit the number of hours to disburse.
For the Disbursement Rule, you can select either Formula or Flat Amount. When you select Flat Amount, you can also specify the following limits. When you select Formula, you must specify a formula that returns values for these same limits:
- The minimum number of hours that the worker is eligible to request a cash disbursement

Configurable Approval Notifications for Absence Management Based on Reports
You can now configure absence approval notifications using Oracle Business Intelligence (BI) Publisher reports. You can use the standard BI Publisher templates to configure the notifications for the following workflow tasks:
- Absence recording approvals
- Discretionary disbursement approvals
- Donation approvals
To configure the report templates, you must download the templates from the BI Publisher server and use Microsoft Word to edit them. You upload the edited templates back to the BI Publisher server.
Steps to Enable
The following prerequisites must be met for using BI Publisher notifications:
- Download and install the Oracle BI Publisher Desktop: http://www.oracle.com/technetwork/middleware/bi-publisher/downloads/index.html.
- Download and install the Template Builder for Word to use Microsoft Word to edit the layout templates. To download, install, and set up Template Builder for Word, see Creating RTF Templates by Using BI Publisher 11g Template Builder for Word
NOTE: You can modify the BI Templates only if you have the BI Administrator role.
You must also configure the profile options to use the BI Publisher for notifications:
- Click Navigator > Setup and Maintenance.
- On the Setup page, Tasks panel tab, click Search.
- On the Search page, search for and click the Manage Administrator Profile Values task.
- To use BI Publisher email notifications, complete these steps:
- On the Manage Administrator Profile Values page, in the Profile Option Code field, enter BIP_EMAIL.
- In the Search Results: Profile Options section, select the appropriate code for your organization from these codes.
- BIP_EMAIL_NOTIFICATION_HCM_ANC to enable BI Publisher notifications for Absence Management only.
- BIP_EMAIL_NOTIFICATION_HCM to enable BI Publisher notifications for all HCM business processes.

Work Schedule Types Supported by HCM
HCM supports only work schedules of types Time and Elapsed. Because Duration type schedules aren’t supported, using these types of schedules produces unpredictable results in HCM. Starting with this release, HCM will totally ignore all work schedules of type Duration. Any Duration type schedules defined for use with HCM must be replaced with Time or Elapsed type schedules.

Oracle Fusion Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration ensures accurate and consistent data for payroll processing and costing as well as project management billing.
Search for time cards based on additional advanced criteria. For example, managers can now search for time cards with a specific costing attributes. Also, the person search criteria are enhanced and now include criteria on the manager hierarchy.

Time Card Processing Enhancements
Automatically create multiple time cards for a single time card period when required. Retroactive HR changes, such as moving a worker from one union to another, as well as changes to time card setup objects, such as updates to time calculation rule sets, can affect time calculation rules that generate overtime and premium pay entries. Therefore, when a change is made in the middle of a time card period, the time card must be split to insure the correct time calculation rules are applied to each worked day. The Set Time Card Resubmission Status to Resubmit process has been enhanced to automate the split process. If time entries were already reported for the period, the entries are copied to the appropriate new time card. Use the Manage Scheduled Processes task in the Time Management work area to configure this process.

Mass Submit and Approve Time Cards Process Introduction
Submit and approve multiple time cards using the Mass Submit and Approve Time Cards process. Configure this process using the Manage Scheduled Processes task in the Time Management work area. Process criteria enable you to quickly identify large quantities of time cards to submit and mark as approved, at one time.

Automatically create multiple time entries for a time entry that spans days. The day spanning rule on the work day definition uses the day start time to create an entry that ends at that time and another entry that starts at that time. Time Entries Tracking Introduction
Keep track of time entries created by HCM Cloud, imported from a clock device, or generated from the scheduled. You can now specify whether to display the owner and entry source columns in various time card table layouts. Examples of time card entry owners are WFM or Web Clock. Examples of time card entry sources are Manager entry, Absence entry, or Calculated entry.
You can track where the time entries come from. For example, for entries coming from web clock, you would have these sources:

Expanded Integration / Absence Management
Reported Hours for Absence Accrual Calculation
For US workers to accurately accrue time off, the time entry process reads and stores the work location set in worker assignments. You can now enable these workers to override the assignment work location on their time cards using the newly delivered time attributes Work Location Overrides and Work Location with US Hierarchy Overrides. The data sources for the work location override time attributes use a delivered value set of valid HR work locations. You can create your own value set using the delivered one as a template.
You can now also define time balances for US workers using delivered time balance dimensions that include area1 through area3 location attributes. Then, use the time balances and generated time balance database items (DBIs) in absence accrual formula to include time card hours in absence calculations. The time card field defined with the time attribute Work Location Override only overrides the work location of time balances used by absences accruals. The time card field defined with the time attribute Work Location with US Hierarchy Overrides does the following: overrides the work location of time balances used by absences accruals and transfers the state, county, and city values to payroll for processing.
Before you can override work locations, you must correctly configure Global Payroll element and work location override objects. You must also complete these time entry and processing setup configuration tasks. These setup and maintenance tasks are part of the Workforce Deployment offering, Time and Labor functional area.

Expediting Time for Payroll Reprocessing Introduction
Expedite to payroll a time card from a prior pay period that must be reprocessed. On time cards marked expedite payroll, you can also specify overrides for the payment method and check printer. Approval rules were enhanced to automatically approve these expedited time cards.
Note that the expedite payroll indicator displays in time cards that were already processed by payroll. The override options display when the flag is enabled and are optional.

Expanded Integration / Global Payroll and Global Human Resources
Override Time Attributes for Rate by Criteria Introduction
Transfer pay attributes reported on time cards to Global Payroll as input values. Global Payroll uses these input values to determine worker pay rates based on value by criteria configurations. You can configure layouts to display payroll rates determined using the selected time attribute. Enhanced integration with Global Human Resource enables managers or workers to select valid eligible jobs as attributes on time cards.
Before you can override time attributes for rate by criteria, you must correctly configure Global Payroll payroll element and rate objects. Workforce Management Transactional Business Intelligence
Oracle Fusion Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.
Enhance your reporting on compensatory time, also known as Time Off in Lieu (TOIL), which refers to employee compensation made by granting time off in lieu of being paid for working in excess of an employee's contracted hours. Compensatory time can be granted for overtime hours, hours worked outside of regularly scheduled hours, for hours worked as standby hours, or granted to employees who have worked a paid holiday and will be receiving time off for the paid holiday versus monetary compensation.
A new set of folders, attributes, and measures are added to support the compensatory plan type enhancements:
- Compensatory Time Plan - This folder contains all the measures that are part of this plan type. It includes Absences, Accruals, Discretionary Disbursements, Initialized Balance, Vested Accrual, and so on.
- Compensatory Time Plan Details - This folder contains the details of the compensatory time plan including Expiration Date, Adjustment Expiration Reason, Expiration Date Override, Expiration Date Override Reason, Source, and so on.
- A new plan type named Compensatory is added to the plan type list of values.

Oracle Fusion Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides the ability to define both complex and diverse absence plans. It integrates with the Oracle Fusion Global Payroll and Oracle Fusion Time and Labor products and provides dedicated work areas for the roles of Administrator and Employee.
You can now configure accrual plans so that when a worker is terminated or loses plan eligibility, the remaining balance can be optionally held for reinstatement. When a worker is rehired or is eligible for the plan again, the prior balance is reinstated for the new plan enrollment.
To select the Allow Prior Balance Reinstatement rule, go to the Re-enrollment Rules section in the Create or Edit Absence Plan page, Participation tab.
You can determine the balance amount eligible for reinstatement along with the time frame within which the withheld balance can be reinstated.

Sick Plan Accrual Based on Hours Worked
A worker can now report an absence based on the hours earned from their hours worked by location. The hours worked are entered in Time and Labor and then Absence Management does the calculations and converts it into earned sick time. This earned sick time is calculated using a formula and transferred to a sick plan, which the worker can use to report sick absences.
For example, a worker may earn one hour of sick leave for every 30 hours worked in one location. Time and Labor keeps track of the hours while Absence Management works through the calculations.
Steps to Enable
To associate the appropriate formula with the absence plan that converts the worked hours into earned sick time, use the Accrual Formula list in the Create or Edit Absence Plan page, Accruals tab.
This type of plan is often used by workers who don’t already have a sick plan and they must accrue the hours to take a sick absence.
Accrual Balance Display Options
You can now configure an accrual plan to determine whether or not to display the plan balance to self-service users.
To define whether a worker or manager can view the accrual balance for the plan in the self-service pages, go to the Balance Display section in the Create or Edit Absence Plan page, Plan Attributes tab.
Select the appropriate option from the Worker Balance Display and Manager Balance Display fields By default, it is set to Always Display.

Integrate benefits elections with absences so that workers can sell all or part of their vacation or sick accrual balance. You can create vacation or sick time sell plans in Benefits. During open enrollment or an annual anniversary, a worker who is eligible for these plans can select the number of units to disburse and the date the disbursement should be processed by payroll for payment. This vacation and sick time sell functionality is fully integrated with Absence Management to manage automated disbursement for sale of accrued time.
To enable elective disbursements:
- Go to the Balance Transactions section in the Create or Edit Absence Plan page, Entries and Balances tab.
- Select Enable benefits integration.
- Select Manage as pending until disbursement to indicate whether the disbursement is finalized or not after the accrual process is run and the information sent to payroll.
- Select one of the following options for the Election Date Rule:
- Current plan year end: The end date for the current plan year is used as the disbursement date.
- Determined by election: The end date is elected within Benefits.

Oracle Time and Labor Cloud is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration ensures accurate and consistent data for payroll processing and costing, as well as project management billing.
Include work day definition attributes associated with worker primary assignments in time calculations so that you can better handle time entries that span days. First, for time entries that span days, the rule specified on the worker's work day definition determines the correct reference day. Then, time calculation rules use the accurate time entry data to determine applicable overtime, if any.
To apply specific work day definition values to reported time entries that span multiple days, you can create rules using the newly delivered rule template Time Entries That Span Days AP.

Increased Time Management Efficiency
Time Card Favorite Identification Introduction
Identify favorite time cards and assign unique names so that you can easily identify these time cards when copying time card data to create or complete your current time card. Favorite time cards can represent recurring projects work, a training week, a typical public holiday and vacation pattern, or any other repeating pattern that you want to reuse to accelerate future time entry.

Exception Management Enhancements
Schedule and send alerts based on time exceptions so that your managers can resolve exceptions quickly. Use Alerts Composer to notify the appropriate users by creating your own exception alerts using the Time Records REST resource.

Time Card Approval Enhancements
Enable the display and approval of individual time card entries for both Project Portfolio Management and Global Payroll. By enabling the entry-level approval option, you can route individual entries to each approver responsible for approving specific time card entries. In the email and worklist approval notifications, approvers see only the entries that they must approve, not all time card entries. You can also specify what time data approval rules should evaluate: reported time or calculated time with reported absences.
Complete the following configuration tasks. The first 2 tasks are part of the Workforce Deployment offering, Time and Labor functional area. Use the Tasks panel tab, Search tool to find and open the third task.

If you enable entry-level approval on the time consumer set, you can only specify that approval rules evaluate reported time is available. If you want approval rules to evaluate calculated time with reported absence, only the header level is enabled.
FYI notifications within an approval task are configured using standard approval routing options.
Time Repository Rule Enhancements
Access historical time card data added to the time repository with HCM Data Load, for use in any calculations. Use the data access view entry (DAVE) function to create relevant time calculation formulas, rule templates, rules, and rule sets.

Manager Delegation Introduction
Enable users with the Time and Labor Manager role to delegate all or a subset of their time and labor tasks. You can also create roles with a subset of time and labor privileges. Use the About Me > My Account task to delegate roles to others.
Further, you can enhance manager productivity with quick action links to commonly-used time management tasks.

Tips And Considerations
Your can delegate time and labor tasks using this feature. To delegate scheduling tasks, assign the delegate working on the manager's behalf to the manager's scheduler profile. If the manager is using the default scheduler profile, you must create a scheduler profile for the manager before you can also assign the delegate to the profile. In both cases, use the Manage Scheduler Profiles task in the Time Management work area.
Note: Delegated schedulers must have the Time and Labor Manager role to use the Manage Planned Schedule task.
Exception Handling by Worker Introduction
Enable workers who report time using time collection devices to edit incomplete time card entries resulting from missing time device events. You can also now specify whether they can edit complete time entries. These new options are part of worker time entry setup profiles.
When a worker is allowed to edit time cards with status incomplete or in error, only incomplete entries display by default and missing times are editable as shown in this figure.

Recalculation for Retroactive Change Enhancements
Automatically identify time cards affected by retro-changes to worker data using events and actions.
- An event is a change to a person's data that can potentially result in a need to recalculate time cards.
- An action determines how we want to react to an event. For example, if a worker's overtime period changes, we want to recalculate the affected time cards using the correct period.
You can automatically submit the affected worker time cards for recalculation or mark them for review and manual resubmission. Only time cards in submitted or approved status can be recalculated.

Expanded Integration/ Absence Management
Compensatory Time Introduction
Enable workers to report earned compensatory time on their time cards. Earned time transfers to Absence Management and updates the accrual balance in the worker's corresponding absence plan.
You can optionally add an expiration date field on time card pages.
Before you can report compensatory time, you must complete these time entry setup configuration tasks. Time and Labor setup and maintenance tasks are in the Workforce Deployment offering, Time and Labor functional area.

Time Shifts Tracking Introduction
Keep track of where shifts were created using the new Owner field. On the Edit Shift dialog box of the planned and published schedule pages in the Time Management work area, the WFM code identifies shifts created with HCM Cloud. Imported shifts show the code that you designated for the third-party scheduling application in the lookup type ORA_HWM_SHIFT_ENTRY_OWNER.

Time REST Services Enhancements
Add a change audit reason while importing time entries using the time records REST services. These related changes are tracked for audit trail purpose.
You can also now get a list of all delivered time attributes and their values for use in time events, time records, and scheduling REST services. Use the new REST services resources timeAttributes and timeAttributeValues. This list helps you identify the time attributes that you can import with events, entries, or shifts.

Expanded Integration / Global Payroll and Project Portfolio Management
Time Card Transfer and Process Statuses Introduction
Review the following statuses for time cards and by time card entry: Project Costing Transfer Status, Payroll Transfer Status, and Payroll Processing Status. These new statuses enable managers to better resolve issues with time data transfer to time consumers and payroll processing.
A time card has a status of Not processed when no entry was processed. It has a status of Partially processed when at least one, but not all time entries were processed. It has a status of Processed when all entries were processed.
A time card has a status of Not transferred when no entry was transferred. It has a status of Partially transferred when at least one, but not all time entries were transferred. It has a status of Transferred when all entries were transferred.

Enhance your Time and Labor reporting with the new subject area Workforce Management – Worker Compliance Results Real Time. You can use this subject area to report on the notifications generated when you run your workforce compliance rules for groups of people. Compliance notifications initially relate to missing time cards.
