Survey employees with our Questionnaires.
Create Generic Surveys using Questionnaires
You can now use questionnaires to create ad hoc, generic surveys that aren’t linked to specific HCM product flows such as performance or recruiting. For example, you can create an organization-wide annual survey to gather employee feedback on specific organization functions or create an end-of-project survey to understand customer satisfaction levels.
To create a general survey questionnaire, define a questionnaire template with the subscriber type as General Surveys and then create the questionnaire based on the template.
Here’s how you do it:

Go to the Setup and Maintenance work area, and select these options:
- Setup: Workforce Development
- Functional Area: Questionnaires
- Task: Questionnaire Templates

Create a new questionnaire template.
-
Select the subscriber as General Surveys.
-
Select the folder as General Surveys.
-
Define the rest of the questionnaire template and save the template.
-
Next, go to the Setup and Maintenance work area, and search for the Questionnaires task.
-
Select General Surveys from the Subscriber list.
-
Click Create to create a new questionnaire.
-
Search for and select the new template that you just created.
-
Click Edit and edit the basic information as needed.
-
Select the folder as General Surveys.
-
Add or modify questions as needed, and save the questionnaire. You can add any questions such as conditional questions, questions with images, or questions with date or text date type of responses.
You can now use this feature to easily create stand-alone surveys and publish them to participants.
Steps to Enable
You can use the existing questionnaire REST API object to read and manage questionnaires, questions and answers for general surveys.
In addition, HCM cloud now delivers these new set of REST API objects to create (POST), update (PATCH) or query (GET) responses in a general survey questionnaire:
- questionnaireParticipants
- questionnaireResponses (child object of questionnaireParticipants)
- questionResponses (child object of questionnaireParticipants)
Using these questionnaire API objects, you can:
- Create a questionnaire for the General Survey subscriber.
- Access the questionnaire and publish to specific participants.
- Post responses to the questionnaire.
- Retrieve responses from the questionnaire and view them.
Tips And Considerations
Responses posted to General Survey questionnaires are secured using a person security profile. You can only access responses created by participants you have access to through the person security profile.
You can access General Survey questionnaires and their responses by using only the available REST APIs. There are no other methods available to access or publish these questionnaires.

Oracle Career Development provides tools for workers and managers to manage their career interests and development plans. These tools include recommendations on roles based on workers’ qualifications, comparisons to target roles and required development needs for workers. You can establish development goals and manage development progress, by managing the roles of interest for the worker and comprehensive development plan for workers.
You can now manage your near and long-term career development strategies using a development plan. Based on your role permissions, you can create and manage your development goals within your development plan. You can tag goals with Development Intents. Development Intents are tags that allow you to organize and track your goal towards future development.
Add Contextual Notes to a Development Goal
If your administrator has enabled the Notes section, you can add notes to your development goal or a goal of your team member to provide some additional information or comments about the goal.
You can update and delete the notes that you added.
NOTE: You can manage development goal notes only in the drill-down mode.
If your administrator has enabled notes related notifications, you can get notifications for these use cases of development goal notes:
- Your manager adds a note to your development goal.
- Your manager deletes a note from your development goal.
- A person reporting to you adds a note to their goal.
- A person reporting to you deletes a note from their goal.
Add notes to your development goals and track progress made on development goals.
Steps to Enable
To configure notes for development goals as an administrator:
- From the Actions menu in the Setup and Maintenance work area, select Go to Offerings.
- Select the Workforce Development offering and click Opt In Features.
- Edit the Career Development feature.
- To show the Notes region for a development goal, enable Development Goal Notes.
- To enable notifications for development goal notes:
- Edit Career Development Notification Options.
- Select any of these check boxes according to the notifications that you want to send:
- Manager creates a note for a worker goal
- Manager deletes a note for a worker goal
- Worker creates a note for a goal
- Worker deletes a note for a goal
- Click Done.
Add Learning to a Development Goal When Approvals Are Enabled
Approval flow is triggered when you add a learning item to a development goal or remove it from a development goal.
NOTE: both approvals and learning items need to be enabled for development goals.
Allow employees to seek approvals for their development goals with associated learning items.
Steps to Enable
To enable the learning section for development goals:
- From the Actions menu in the Setup and Maintenance work area, select Go to Offerings.
- Select the Workforce Development offering and click Opt In Features.
- Edit the Career Development feature.
- Enable Development Goal Learning.
- Click Done.
To enable approvals for development goals:
- Go to Navigator > Tools > Transaction Console.
- Select the Approval Rules tab.
- For the Approve Development Goal row, ensure that Bypass Approvals is cleared.
Career Development Approval Transaction Aging Policy
Until now only completed development goal transactions were archived. But from this release, you can also archive draft development goal transactions that haven’t been acted upon for a specific time period. Your administrators need to specify the time period in days after which these transactions are eligible for archiving using the ORA_HRC_ARCH_DRFT_DEVELOPMENT_GOALS profile option.
By default, the value of the ORA_HRC_ARCH_DRFT_DEVELOPMENT_GOALS profile option is set to 180 days. But your administrators can change it according to your organizational policy.
After specifying the profile option value, when your administrator runs the Refresh Transaction Administrator Console Transaction Status process, the status of the draft transactions that are older than the number of days defined in the ORA_HRC_ARCH_DRFT_DEVELOPMENT_GOALS profile option is set to Completed and become eligible for archiving.
Development goal transactions are archived according to the period you select in the Archive Transactions list of values for the Approve Development Goal rule. If you have opted not to archive development goal transactions, then you need to run the Archive Transaction Console Completed Transactions process to archive the completed goal transactions.
After the draft goals are archived, any changes made are reset and the development plan is set to its previous approval state.
Enhance maintenance of development goals by archiving draft development goal transactions. You can also improve the performance of Transaction Console by reducing the number of goals loaded.
Steps to Enable
To archive draft development goal transactions:
- Navigate to the Setup and Maintenance work area.
- Search for and select the Manage Administrator Profile Values task.
- Search for and select the ORA_HRC_ARCH_DRFT_DEVELOPMENT_GOALS profile option.
- Set the Profile Value to the number of days you want to allow users to retain their draft development goal transactions.
- Click Save and Close.
To run the Refresh Transaction Administrator Console Transaction Status process:
- Click Navigator > Tools > Scheduled Processes.
- On the Scheduled Processes Overview page, click Schedule New Process.
- Leave the type as Job, then search for and select the Refresh Transaction Administrator Console Transaction Status process, and click OK.
- Click OK.
- In the Process Details dialog box, enter at least the required parameters, if any.
- Click Submit.
- Click OK to confirm.
NOTE: Note down the process ID for your submission so you can easily find it later.
To run the Archive Transaction Console Completed Transactions process, follow the steps listed for running the Refresh Transaction Administrator Console Transaction Status process. But remember to search and select the Archive Transaction Console Completed Transactions process.

Oracle Talent Review is an analytic product enabling your organization to review and evaluate data from the profile, performance, goals, career development, and compensation management solutions.
View All Ethnicities of a Worker on the Dashboard
From this release, if a member of the review population has identified themselves with multiple ethnic races, you can see all their ethnicities on the Talent Review dashboard. When you select the Ethnicity display option while conducting the meeting, the ethnicities are concatenated and displayed as a string in the display legend.
NOTE: To see ethnicity information, the template used to create the Talent Review meeting must have been configured to show the Ethnicity display option.
See more information about the members of the review population and enhance your talent review process.
Steps to Enable
To enable showing the Ethnicity display option on the Talent Review meeting dashboard:
- Navigate to the Setup and Maintenance work area.
- Search for and select the Configure Talent Review Dashboard Options task.
- Edit an existing template or create a new one.
- In the Data Options section, enable the Ethnicity color code option.
- Click Save and Close.
Oracle Succession Management helps to create succession plans to replace key personnel. Succession plans identify workers who are ready now, or can develop the necessary skills, for jobs and positions that aren't currently vacant, insuring, a smooth transition and help you to manage candidate development.
Send Succession Notifications Based on Data Security
From this release, the security access that succession plan owners have for plan candidates determines the notifications they get for assignment changes. Succession plan owners are notified about the assignment changes of a candidate only if they have access to the candidate whose assignment has changed.
NOTE: If the application isn’t able to determine the security access that a plan owner has for a candidate, then that plan owner won’t receive any notification about assignment changes of the candidate.
Limit the recipients of succession notifications by sending notifications about assignment changes of plan candidates only to the plan owners who have data security access to the candidates.

You don't need to do anything to enable this feature.
Tips And Considerations
- Plan owners get notifications only if both these conditions are true:
- Candidates have an active status in the plan.
- The succession plan is active.
- This table lists the attributes that are considered to determine if a candidate has moved to the plan role for the various types of succession plans.

Section-Level Save on Succession Plan and Talent Pool Pages
From this release, when you edit a talent pool or a succession plan, you can save the changes you make in the sections of succession plan and talent pool pages immediately. Use the section-level Save buttons to do this.
Also to add development goals to a talent pool, from this release, you need to click the Add button in the Development Goals section of the talent pool.
You can then select the development goal to add from the list of values.
When editing, click Save to add the development goal. When you create a talent pool, click OK to add the development goal.
NOTE: The page-level Save buttons are no longer available when you edit a succession plan or a talent pool. You can see the page-level Save buttons only when you create a succession plan or a talent pool.
Save your changes immediately while updating your succession plans and talent pools and avoid loss of data.
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
You now only have section-level save buttons when you edit a succession plan. So, you can refresh the Incumbents list shown for Job and Position type succession plans only by any of these actions:

Oracle Profile Management provides a common foundation for the talent suite of products and other Oracle Cloud applications to retrieve, insert, and update talent profile information. Profile Management also supports the HR specialists, line managers, matrix managers, and employees in performing critical HR talent functions. Managing people and job profiles, career planning functions, managing, and tracking talent data can be also done through Profile Management.
Provide Feedback for Other Workers Quick Action and Deep Link
Workers can now easily provide anytime feedback for other workers by using the Provide Feedback quick action, which takes them directly to the feedback page where they can search for the feedback recipient and provide their feedback, all on one page.
Here’s how:
- Go to Me > Quick Action > Show More > Career and Performance > Provide Feedback.
- Enter the feedback recipient’s full or partial name, and a list of matching names appear in the list. Select the person you want to provide feedback for.
NOTE: If you want to provide feedback for another recipient instead of the current one, click the Remove <recipient name> icon, and select another.
- Select who can see your feedback.
- Enter your feedback comments.
- Click Submit.
There’s also a Provide Feedback by Worker deep link available for HR administrators under Tools > Deep Links. On the Deep Links page, they can search for “Provide Feedback” to view the link and then embed it in emails or other sites.
When a worker clicks the link, it takes them directly to the Provide Feedback page where they can select a person and provide feedback.
The Provide Feedback quick action provides a simpler navigation for workers to search for other workers and provide feedback.
HR administrators can embed the deep link in other applications or sites, which enables their workers to easily provide anytime feedback.

Oracle Goal Management enables you to transform business objectives into goals across various organization levels, providing a clear line of sight from managers to employees. Business leaders can communicate high-level initiatives which managers can translate into goals for their employees.

If your administrator has enabled it, you can now sort the goals in your goal plan also by priority and category. You can see the priority sort options only if the Priority attribute is enabled for goals.
NOTE: The default sort option is Display Sequence.
Locate goals in a goal plan easily by using the additional sort options and manage your performance goals better.
Steps to Enable
To show the category and priority sort options for goals in a goal plan, use Transaction Design Studio as an administrator.
- Enable a sandbox and then edit your pages at the Site level.
- Open HCM Experience Design Studio.
- Select the Transaction Design Studio tab.
- From the Action list, select Performance Goal Details.
- Add a rule.
- Enter the basic details.
- From the Region list of the Page Attributes section, select Worker Goals in Goal Plan.
- Set these attributes to Visible:
- Goal Category Sort Options
- Goal Priority Sort Options
- From the Data Source list of the Available Attributes section, ensure that Basic Information is selected.
- Set the Priority attribute to Visible.
- Click Save and Close.

Substitute Performance Document Evaluators
As an HR specialist you can perform the manager tasks in a performance document to evaluate an employee's performance document on the manager's behalf. The HR specialist can also perform the employee tasks in a performance document, if the employee doesn't have access to the application.
Although using this feature you can see the employee's goals included in the performance document, you might not be able to edit them. You can edit the employee's goals only if you have security access to do so in the goal pages. This feature allows you to only edit the employee's ratings and comments and complete tasks.
Save time for managers and employees by allowing other users to carry out certain evaluation tasks on their behalf.
Steps to Enable
Make the feature accessible by assigning or updating privileges and/or job roles. Details are provided in the Role section below.
As a substitute performance document evaluator, here's what you need to have to utilize this feature:
- The employee for whom you're performing the evaluation on in your security profile.
- One of these privileges to access the employee's spotlight page:
- View Performance Summary Data
- View Check-In Document Data
- Manage Check-In Data
- The Manage Performance Document Data privilege to view performance document of which you're not the named performance document manager.
- One of these privileges:
- Evaluate Performance Document as Worker
- Evaluate Performance Document as Manager
Tips And Considerations
Matrix managers and other admin users can also carry out these tasks as well as HR specialists. They access these actions from the employee's spotlight page only. HR specialists can also navigate to My Client Groups> Performance Document admin page.
The application continues to display the performance document manager as the person who performs the evaluation. For example, any notifications sent out will include the performance document manager, even if a different user carried out the task on behalf of the manager. If audit is enabled, then you can identify who actually performed the evaluation.

If you're using the predefined roles, no action is necessary. However, if you are using custom versions of these roles, you must add these aggregate privileges to your custom roles to use this feature. Multi-Threaded Eligibility Batch Process
Quickly process an employee's eligibility for performance documents and check-ins using the multi-threaded Eligibility Batch Process. The process is enhanced with multi-threading capabilities to help organizations speed up the performance of their application. Although the new process is quicker, it now runs for one specific performance document at a time, rather than multiple performance documents.
View the log when the process completes and see the multi-threaded process in more detail.
Easily find the performance document or check-in template you want to process using the new field, Review Period.
Speed up the performance of your application and help your organization run processes quickly by using the multi-threaded Eligibility Batch Process.

Tips And Considerations
If you previously scheduled batch processes using document type or start and end date for performance document eligibility, or used start and end date for check-ins, then they won't work. Make sure you reschedule new processes using the performance document name or check-in template name.
Information Banners on HR Admin Pages
Provide an extra bit of help for HR specialists by displaying an information banner on the administration pages for performance documents. The banner includes guidance on how to use the page to perform certain actions.
This feature guides HR specialists through the administration pages for performance documents by providing some help.
Steps to Enable
Set up the information banner in the HCM Experience Design Studio. Select the Performance Management action and select the Page Information Banner attribute for any of these regions:
- Search Performance Documents
- Create Performance Documents
- Search Participant Feedback
- Performance Document Eligibility
- Process Mass Actions for Performance Documents
- Send Email Notification
The default is for the banner not to display, so make sure you change the setting to Visible if you want it to appear on the page.
Notification for Automatically Populated Matrix Manager Participants In Performance Documents
If matrix managers are automatically populated as participants in an employee's performance document, then they're now sent a notification when the performance document is created. Previously, the matrix manager participants only received a notification if a request was also sent from the Manage Participant Feedback page.
Quickly access the performance document and start providing feedback immediately.

View More Details for Goals In Check-Ins
Enhance your experience when you view an employee's check-in and take advantage of these new features:
- View all the details for the goals included in the check-in, rather than just the basic details.
- Includes the notes added in other check-ins or ones added directly through the goal.
- Edit goals in the check-in.
- Trigger approvals (if enabled).
- Show approvals (if enabled).
- Select a goal plan before selecting a goal as a discussion topic.
- See the name of a check-in associated with a note on a goal.
- Find out if a goal note was created in a check-in when you view all the notes for an employee's development or performance goal in the Goal details page. You can tell if a note was created through the employee's Goal details page because it displays the text Goals. If it was created in a check-in, then the check-in name displays instead.
View more than just the basic details about the goals included in a check-in.

Request Feedback from Peers and Direct Reports
You can now easily request feedback from your peers and direct reports by selecting their names on the Request Feedback for Me page. When HR specialists and managers request feedback about a worker, they can select the worker's peers and direct reports, if available, as feedback providers.
Here’s an example of how to request feedback for yourself:
- Go to Me > Quick Action > Show More > Career and Performance > Request Feedback.
- In the Who do you want to ask section, click Select Peers.

Select the names of your peers from the list that appears. Click Select all to select everyone.
- If you want to request feedback from your reports next, click Select Direct Reports. The list of direct reports appears below the list of peers.
NOTE: This button is available only if you have people reporting to you.
- Select the names of your reports, and click Continue.
- Enter details in the rest of the sections and submit the feedback request.
This enhancement helps you to quickly select peers or direct reports when requesting feedback.
Steps to Enable
As an administrator, you can display or hide the Select Peers and Select Direct Reports buttons using Transaction Design Studio.
Here’s how:
- Activate a sandbox and page editing at the Site layer in Settings and Actions Menu > Edit Pages > Activate a sandbox.
- On your Home page, go to My Client Groups > Quick Actions > HCM Experience Design Studio.
- From the Action list, select Feedback.
- Click Add to create a rule.
- In the Basic Details section, enter a name and a description for the rule.
- Select the Active check box to make the rule ready for use.
- In the Page Attributes section, select the Who do you want to ask region.
- Set the following attributes to Visible:
- Add Peers
- Add Direct Reports
- Click Save and Close.
Tips And Considerations
If you select the same feedback provider by searching for them, selecting them from peers, and selecting them from direct reports, only one feedback request is created for that person and not three.

Allow Workers to Choose to View Requested Feedback
When workers request feedback from others, they can now choose to view the feedback response. Prior to this release, the feedback response was visible to them by default. Now, they can choose whether or not to view it using the Share feedback with me check box on the Request Feedback for Me page. This check box is selected by default.
This enhancement is also available when requesting feedback on goals.
If they choose to view the feedback response, it appears on their Feedback spotlight page.
Feedback providers are notified whether their response is shared with the worker.
As an administrator, you can display or hide the Share feedback with me check box using Transaction Design Studio.
Here’s how:

Control Managers Visibility of Employee Performance Documents
Decide if managers can view all the performance documents of employees they have access to, using the Manage Performance Document (Data) privilege. Without this privilege, managers can access the performance documents they manage only. As an example, you can give employee line managers access to all their employees' performance documents by assigning them the Manage Performance Document Data privilege. In the same example, by not assigning the privilege to matrix managers, you can limit them to viewing the performance documents for which they're the named performance document manager.
Control who has access to employees' performance documents using the Manage Performance Document Data privilege.
Steps to Enable
To take advantage of this feature, you have to edit the role with which you want to control access.
- Go to the Security Console, select Roles, and search for the role you want to edit. For example, Line Manager or a custom role. Don't modify a predefined role, make a copy if you plan to edit it.
- In the search results, select Edit Role on the role's Actions menu.
- Click the Data Security Policies train stop.
- In the dialog search box above the Privilege column, search for Manage Performance Document.
- In the dialog search box above the Data Resource column, search for Person Work Terms Assignment.
- Select to Remove the Data Security Policy.
- Select the Summary train stop, and click Save and Close.

Create Performance Documents For Worker Assignments Without Associated Jobs
Create a performance document for an employee's assignment even if it doesn't have a job attached to it. You no longer have to create a dummy job.
As long as the employee assignment is eligible for an anytime or standard performance document and has a manager, then you can go ahead.
Save time and effort by using this feature to create a performance document without creating a dummy job.

Reporting on Talent Review Meeting Notes
A new sub folder called Meeting Notes is available under Talent Review Meeting Details. This sub folder allows you to report on the meeting notes and other details such as author, version number, visibility details, and note text that has been entered for the respective meetings.
