HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:
- Release Updates (19A, 19B, 19C, and 19D)
- Optional Monthly Maintenance Packs to each update
It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.
This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.
In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.
Oracle HCM Cloud release documents are delivered in five functional groupings:
Suggested Reading for all HCM Products:
- HCM Cloud Common Features (This document pertains to all HCM applications. It is the base human resource information for all products and HCM Tools.)
- Global Human Resources Cloud (Global Human Resources contains the base application in which other application use for common data such as workforce structures and person information. Regardless of what products you have implemented you may want to see the new features for Global Human Resources that could impact your products.)
NOTE: Not all Global Human Resource features are available for Talent and Compensation products.
Optional Reading for HCM Products (Depending on what products are in your cloud service):
- Talent Management Cloud (All Talent applications)
- Workforce Rewards Cloud (Compensation, Benefits, Payroll and Global Payroll Interface)
- Workforce Management Cloud (Absence Management and Time and Labor)
Additional Optional Reading:
- Common Technologies and User Experience (This documents the common features across all Cloud applications and is not specific to HCM)
NOTE: All of these documents can be found on the Oracle Help Center at: https://cloud.oracle.com/saasreadiness/hcm under Human Capital Management Release Readiness.

Column Definitions:
Report = New or modified, Oracle-delivered, ready to run reports.
UI or Process-Based: Small Scale = These UI or process-based features are typically comprised of minor field, validation, or program changes. Therefore, the potential impact to users is minimal.
UI or Process-Based: Larger Scale* = These UI or process-based features have more complex designs. Therefore, the potential impact to users is higher.
Features Delivered Disabled = Action is needed BEFORE these features can be used by END USERS. These features are delivered disabled and you choose if and when to enable them. For example, a) new or expanded BI subject areas need to first be incorporated into reports, b) Integration is required to utilize new web services, or c) features must be assigned to user roles before they can be accessed.
Ready for Use by End Users Reports plus Small Scale UI or Process-Based new features will have minimal user impact after an update. Therefore, customer acceptance testing should focus on the Larger Scale UI or Process-Based* new features. |
Customer Must Take Action before Use by End Users Not disruptive as action is required to make these features ready to use. As you selectively choose to leverage, you set your test and roll out timing. |

Role Information
A new privilege Access My Time and Absences - HWM_ACCESS_MY_TIME_AND_ABSENCES has been granted to the Employee and Contingent Worker abstract roles. If you’re using the predefined roles, no action is required. But if you're using custom roles, you need to add this aggregate privilege to your custom role to enable this feature.
NOTE: If you don't find the new privilege in the list while granting it to your custom role, run the Import User and Role Application Security Data process and try again.
See the Release 13 Oracle Human Capital Management Cloud Security Upgrade Guide on My Oracle Support (document 2023523.1) for instructions on implementing new features in existing roles.
The following table shows the role and the aggregate privilege that it inherits:
Aggregated Privilege Name |
Job or Abstract Role |
---|---|
Access My Time and Absences HWM_ACCESS_MY_TIME_AND_ABSENCES |
Employee Contingent Worker |
Elective and Year End Disbursements Enhancements
Elective disbursements integrates benefits election with absences so that participants can sell all or part of their accrual balance. You can automate the process of validating and updating elective disbursements at the time of payment. This can include updates to the number of elected units paid out and the payment percentage. Additionally, you can define the payment percentage for year-end disbursements of an absence plan to be automatically processed by payroll for payment.
You can define the payment percentage for elective and year end disbursements on the Create Absence Plan page, Entries and Balances tab.
Steps to Enable
You don't need to do anything to enable this feature.
Absence Redesigned User Experience
Improved Self-Service Absence Pages
You can now enter absences for a range of dates using the enhanced Add Absence page. The start and end times and duration are automatically derived from the employee’s schedule.
In addition, you can:
- Override daily durations
- Enter partial day absences
- Enter absences for nonworking days, such as a public holiday.
Override Daily Duration
You can enable workers to modify the defined daily duration to more than the scheduled working hours for the day, when scheduling an absence. To use this option, make sure you enable the Override daily duration option on the Create Absence Type page, Display Features tab.
Enter Partial Day Absences
You can enter partial day absences, such as a half day absence using the enhanced absence entry pages. To schedule a partial day, you need to enable the Partial Day Rule on the Create Absence Type page.
Enter Absences for Nonworking Days
You can enter absences for nonworking days, such as a public holiday. To use this option, make sure you enable the Schedule nonworking days option on the Create Absence Type page, Display Features tab.
Enhancements to Existing Absences Page
You can also view absences that can no longer be edited or deleted, using a redesigned read-only absence detail page. In this example, Meg can only edit her vacation time. Her sick absences must be entered by her manager and the sick absence is displayed to her in a read-only page.
Steps to Enable

Generate Time Cards from Time Collection Devices Process Enhancements
Now, when you generate time cards from time collection devices, you can have the process apply only time device rules. In this case, the process ignores any calculation, entry, and submission rules associated with the affected employees. And, as a result, the process runs faster.
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
When anyone saves or submits a time card, associated entry and calculation rules start running.
Unapproved Time Card Transfer Enhancement
You can control who can use the Prepare Unapproved Time Entries for Payroll Transfer process with the new Prepare Unapproved Time Entries for Payroll Transfer privilege.
Steps to Enable
Make the feature accessible by assigning or updating privileges and/or job roles. Details are provided in the Role Information section below.
Role Information
A new function security privilege provides access to the Prepare Unapproved Time Entries for Payroll Transfer process. This table identifies the function security privilege and the predefined job role to which it's granted.
Function Security Privilege | Job Role |
---|---|
Prepare Unapproved Time Entries for Payroll Transfer HWM_PREPARE_UNAPPROVED_TIME_ENTRIES_FOR_PAYROLL_TRANSFER_PRIV |
Time and Labor Administrator ORA_HXT_TIME_AND_ LABOR_ADMINISTRATOR_ JOB |
If you’re using the predefined Time and Labor Administrator job role, then no action is necessary. If you’re using a custom version of the Time and Labor Administrator job role, then you must add the new privilege to your custom role to give access to the Prepare Unapproved Time Entries for Payroll Transfer process.
For information about adding new roles and privileges to custom roles, see the Release 13 Security Upgrade Guide on My Oracle Support (Document ID 2023523.1)
Time and Labor Redesigned User Experience
Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.
Time Card Entry Owner and Source Enhancement
You can configure the Time Review Layout to show the entry source and owner for reported and calculated entries. Originally, reported and calculated times would overwrite the inherited reported entry owner and source. Now, reported time is not overwritten. When you configure time calculation rules, you can also specify whether the calculated time should change or keep the owner and entry source from the reported time.
Example 1: An employee badges in at the start of the work day and badges out at the end. Their manager manually reduced the reported time. The original source doesn't change because it's a manual change.
Reported | Calculated | ||||||||
---|---|---|---|---|---|---|---|---|---|
Start Time | End Time | Quantity | Payroll Time Type | Original Source | Start Time | End Time | Quantity | Payroll Time Time | Original Source |
8:00a | 5:00p | 9h | Regular | TCD | 8:00a | 4:00p | 8 | Regular | TCD |
Example 2: An employee badges in at the start of the work day and badges out at the end. A time calculation rule reduces the regular time to account for the 1h, unpaid meal break. Another rule converts the remaining 2h of regular time to overtime. Both rules are configured to keep the original source.

Example 3: An employee badges in at the start of the work day and badges out at the end. A time calculation rule reduces the regular time to account for the 1h, unpaid meal break. Another rule converts the remaining 2h of regular time to overtime. Both rules are configured to keep the original source. A third rule adds 1h of premium time. This rule is configured to overwrite the original source to show that the entry is a result of a calculation.

Team Schedule for Manager Self-Service Pages Enhancement
As a line manager, you can now add, edit, and publish team schedules for your direct reports and delegated reports as well as your entire organization. When you make changes to the schedule, a warning message appears at the top of the page to remind you to publish the changes. The message shows for each day of the week containing the changes, even if you made changes to only one day. The Display filter also affects when the message shows. For example, you changed a shift for an indirect report, so you see the warning message. You change your Display filter to show only my direct reports and the warning message no longer shows. You change your Display filter again, to show all of your reports, and you see the warning message again because your indirect report is include.
If you can only see published schedules, your Type filters won't include Planned Schedules.
You can add shifts to the planned schedule. Your Display filter on the team schedule page determines the people you see in the Employee choice list. For example, if your currently displaying only you're direct reports, their names make up the choice list.
You can reassign a shift to another employee by editing the shift and selecting a different employee.
If you're reviewing the published schedule, you can read the details of a person's shift, but you can't edit or delete it.
Steps to Enable
In order to enable the new Personal Information pages, you must enable the following profile option and have enabled the HCM_RESPONSIVE_PAGES_ENABLED profile option. Recalculation for Retroactive Change Enhancements
You use the Resubmit Time Cards process to identify and resubmit time cards when a retroactive HR change or a Time and Labor setup change happens. Such changes can also change the layout set, time card period, or both associated with the employee. The process was enhanced to automatically apply the new setup to the affected time cards.
Cindy Blair has a time entry layout with Job and Payroll Time Type fields. Because of a retroactive change starting on May 6, 2019, she was assigned a new layout set to use starting on that date. The Resubmit Time Cards process ran after the HR change and identified that the new layout set applies to Cindy's existing time card. As part of the resubmission, the process applied the new time entry layout to the existing time card data.
Note that the newest version of the time card has the additional Work Location time card field.
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
Note that you can configure the process to identify and resubmit time cards, or to identify time cards for manual resubmission.
For resubmitting time cards identified by WFM Events, the process mode is identified in the Event Action object. Refer to the Key Resources for guidance on loading WFM Events.
