Overview

HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:

  • Release Updates (20A, 20B, 20C, and 20D)
  • Optional Monthly Maintenance Packs to each update

It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.

This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.

Absence Management

Oracle Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.

Option to Enter and Display Absence Balances and Durations in Hours and Minutes

When you use Hours as the unit of measure, you can now use a new configuration option to allow absence balances and durations to be entered and displayed in hours and minutes.

Here’s an example of how the balances appear in the Plan Balance page.

During absence entry, for example, an absence of 8 hours and 30 minutes can be entered as 8:30 and will be displayed as 8h 30m.  An absence balance which was previously shown as 8.500 hours in decimals can now be displayed as 8h 30m using the new Hours Display Format configuration. Here’s an example of  entering an absence in the Add Absence page.

Steps to Enable

To enable this configuration:

  1. On the Navigator, click My Client Groups > Absences > Configure Absence Batch Parameters.
  2. In the Additional Attributes section, select Hours and Minutes from the Hours Display Format field.
  3. Click Save.

After you define this configuration, all absence balances and durations across the application will appear in the Hours and Minutes format.

Use Schedule Hierarchy Start Point and Duration Fast Formula on the Same Absence Type

When you configure absence types, you can now use both a conversion formula and a schedule hierarchy start point, to meet your business needs.

Scheduled Hierarchy

As a result, you can create configurations during absence entry where you can use a schedule to display start and end times, while simultaneously having a formula calculate the absence duration to address special business needs.

For example, when a person wants to enter a couple of days of absence, you want the start and end times to appear on the basis of a published schedule. In addition, your enterprise wants to treat Saturdays as a half-day, and not a full day, and you want to use a conversion formula to calculate the absence duration accordingly. This feature can now help you implement that requirement.

You don't need to do anything to enable this feature.

Make Primary Field Required While Assigning Work Schedules to Employees

You can now use page personalization to make the Primary field, a required field, in the Work Schedule Assignments page.

Primary Field

This will ensure that administrators won't be able to save a work schedule assignment without specifying whether the assignment is Primary. As a result, time and payroll calculations will be accurate.

Reduce Administrative Overhead When Hire Dates Are Changed

When there’s a change in the hire date of a person, new processing now ensures that these changes are accurately reflected in plan enrollment. Previously, you had to make these updates manually each time a person’s hire date changes. With this new processing, any existing accruals and balances are rolled back automatically, and invalid absence records and transactions, are automatically withdrawn.

The enrollments will be updated on the basis of the date when the enrollment process evaluated eligibility. For example, assume that the hire date for a person was initially set to Jun 30, 2020 and the person was automatically enrolled in a Vacation plan, dated Jun 30. Suppose the hire date moved to a new date, July 3. The enrollment record is set to July 3, and all the accruals and balances roll back automatically. You will need to run the Update Accrual Plan Enrollments process to make sure the worker is still eligible for the plan and generate new valid accruals and balances. If the employee isn't eligible, the enrollment will end on the day you ran the process.

You don't need to do anything to enable this feature.

Re-Evaluate Open-Ended Absences for Schedule Changes

Description

The Evaluate Absences process can now recalculate entitlements for open ended absences whose duration has changed due to a change in schedule.

For example, suppose that today’s date is Feb 7, 2020. A person in your organization is on an open ended illness leave starting Feb 5, 2020. Suppose that you know the assigned schedule (45 hours per week) for this person for the week starting Feb 3, but you don’t know the schedule for the subsequent week. For the first week, the absence duration will be sent to Payroll based on the assigned schedule. For the subsequent week, the duration will be on the basis of standard working hours, say 40 hours a week.

Example: Open-Ended Absence

Suppose that there’s been a development and the schedule for the week of Feb 10 is set to 20 hours a week, Monday to Friday. The schedule could even change if a resource exception was added. When you run the Evaluate Absences batch process during the week of Feb 10, the process recalculates the absence duration to account for the change in schedule. Any certifications required for that absence will automatically apply again, so you don’t need to run additional processes. 

Process Parameters

In the Evaluate Absences process page, the Evaluate All Absences option now evaluates open-ended absences too. If you want to just extend the evaluation of open ended absences, and not evaluate it, you select the Extend Open Ended Absences option. New configuration options drive these options you set on the process page. You can learn about these in the Steps to Enable section of this document.

Evaluate All Absence

You don’t need to worry about setting the correct effective date, for the batch process to pick up the absence for re-evaluation. For instance, you don’t need to know the exact date when the schedule changed to set the effective date. As long as the absence covers the effective date, the process will pick up the absence for evaluation. If it is a close ended absence, the entire absence is re-evaluated and all schedule changes within the absence period are considered while re-calculating the new absence duration, plan deductions and payroll entries. If the absence is open ended, the re-evaluation starts from the effective date, or from the date the evaluation was stopped in the previous run, whichever is earlier.

For example, if the absence that needs to be re-evaluated has a start date of Feb 1 and ends on Feb 10, it will get picked up and re-evaluated if the effective date is Feb 1, Feb 10 or any day in between. And the entire absence is re-evaluated for schedule changes.

If an open ended absence that needs re-evaluation starts on Feb 1, the absence will be picked up for evaluation if it has been enabled in the absence type configuration, as long as the effective date is Feb 1 or later. But the evaluation resumes from the effective date, or from the date the evaluation was stopped in the previous run, whichever is earlier.

Steps to Enable

IMPORTANT: If you have open ended absences in the application that were created prior to the 19A release, you must first run the Evaluate Absences process in upgrade mode before you select the Evaluate absences for schedule changes checkbox when you create or edit the absence type.

The Evaluate Absence process evaluates open ended absences only if you configure setup options that are new with this release. To access these configuration options:

  1. On the Navigator, click My Client Groups > Absences.
  2. In the Absence Definitions section, click Absence Types.
  3. In the Create or Edit Absence Type page, select the Type Attributes tab. You can see the options in a new section called Open Ended Absences. These options can be used only if the UOM is Days or Hours.

Open-Ended Absences

You can set these options even if you have not enabled open-ended absences in display features for the absence type - in which case, these options never come into play.

Here’s a description of the options in this section.

Configuration Option What It Does

Evaluate absences for schedule changes

Select this check box if you want the process to evaluate open ended absences. The Evaluate Absences process will ignore any open ended absences, and they will only be considered for extension every 90 days, as before. By default, the check box isn’t selected.

If you select the check box, the application attempts to automatically adjust the evaluation period and the extension period for optimum process performance. A message appears and seeks your permission before the default values are set.

Evaluation Period at Absence Entry

This field lets you define the period (for example, 90 days) to evaluate the open-ended absence at the time of absence entry. If the absence starts on April 1, it is evaluated until June 30.

Evaluation Extension Period

This field allows you to determine by how much time you want to extend an open ended absence to continue evaluating entitlements.

For example, in the Evaluate Absence process page, if you select the Extend Open Ended Absences option, and the value in the Evaluation Extension Period field is set to 30 days, the process will ensure that it evaluates the absence at least for an additional period of 30 days from today.

NOTE: You can set these options even if you have not enabled open-ended absences in the Display Features tab for the absence type. If that's the case, these options will never come into play even if you select or enter values.

Absence Redesigned User Experience

Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

Approval Notifications with Preview in the Responsive Worklist

You can now enable managers to make an informed decision to quickly approve absence requests from the new worklist.

Approval Notification

Here’s a list of key attributes that appear for absence approval notifications, based on the order that was configured for that notification type in the worklist:

  • Duration
  • Reason
  • Comments
  • Block leave status
  • Business title
  • Department
  • Location
  • Person number

Some of these attributes appear depending on the type of absence and the way they were configured. For instance, the Duration attribute won’t appear for open-ended absences. If no absence reasons or comments were entered, those fields won’t appear. The Block Leave Status field appears only if it was configured for that absence type. For absences that impact multiple assignments, the Business Title, Department, and Location attributes won’t appear.

Steps to Enable

This feature requires the correct environment infrastructure in order to use this feature.

This feature is expected to be available to all customer environments later this year. There will be another announcement when it is available for all.

Time and Labor Management

Time and Labor

Oracle Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration insures accurate and consistent data for payroll processing and costing as well as project management billing.

Direct Addition of Group Members Introduction

You can add people to newly delivered, manually maintained groups using these tasks in My Client Groups > Time Management:

  • Manually Maintained Excluded Members
  • Manually Maintained Audit Members

You use the excluded members group to identify people who shouldn't receive worker approval reminders for a certain time period. Use the audit members group to identify people to generate reports for.

Filtered List of Locations for Payroll Tax Overrides Introduction

There are three new regional calculation components to select from to filter the location choice lists on your time cards.

Classic Time Card with Filtered State and City-County Choice Lists

Each of these components and their available options are date effective.

Component Option Description
Time Card State Include state Include just the state in your filtered list.
  Include all counties Include the state and all of the counties for the state in your filtered list.
  Include all counties and cities Include the state and all of the counties and cities for the state in your filtered list.
  Exclude state Exclude that state from your filtered list.

  Include all cities Include all of the cities for that county in your filtered list.
  Exclude county Exclude that county from your filtered list.
Time Card City Include city Include just that city in your filtered list.
  Exclude city Exclude that city from your filtered list.

Steps to Enable

Global Payroll Setup

The calculation card configuration steps include how to include a state, include all of the cities in a county, and include an individual city. Tasks in Setup and Maintenance are in the Workforce Deployment offering.

  1. Create the legal reporting unit calculation cards.
    1. Click the Legal Reporting Unit Calculation Cards task.

  1. Select the scope.
    1. On the Select Scope dialog box, select Legal Reporting Unit Calculation Cards.
    2. In the Legal Entity field, select Select and Add.
    3. Click Apply and Go to Task

  1. On the Search and Select: Legal Entity dialog box, search for and select the legal entity
  2. Click Save and Close.
  3. On the Select Scope dialog box, search for and add the legal reporting unit.
  4. Click Save and Close.
  1. Create the calculation cards for the tax reporting unit.
    1. On the Tax Reporting Unit page, click the Create icon.
    2. On the Create Calculation Card dialog box, set the effective as-of date, for example 01/01/1951.
    3. In the Name field, select Calculation Rules for Tax Reporting and Payroll Statutory Unit.

  1. On the Calculation Cards: Calculation Rules for Tax Reporting and Payroll Statutory Unit section, in Component Groups, select Regional.
  2. Create the calculation components.

Time Card State, Include State

  1. In the Calculation Components section, click the Create icon.
  2. On the Create Calculation Component dialog box, in the Calculation Component field, select Time Card State.
  3. Select the state value, such as OH.
  4. Click Ok.

  1. On the Edit Calculation Values dialog box, in the Value field, select Include state.

  1. Save the state calculation component.

Time Card County, Include All Cities

  1. In the Calculation Components section, click the Create icon.
  2. On the Create Calculation Component dialog box, in the Calculation Component field, select Time Card County.
  3. Select the state value, such as OH.
  4. Select the county value, such as Franklin.
  5. Click Ok.

  1. On the Edit Calculation Values dialog box, in the Value field, select Include all cities.

  1. Save the county calculation component.

Time Card City, Include City

  1. In the Calculation Components section, click the Create icon.
  2. On the Create Calculation Component dialog box, in the Calculation Component field, select Time Card County.
  3. Select the state value, such as OH.
  4. Select the county value, such as Cayuhoga.
  5. Select the city value, such as Cleveland.
  6. Click Ok.

  1. Optionally confirm the enterable calculation values on the calculation cards
    1. In the Calculation Components section, select the calculation component.
    2. In the Enterable Calculation Values on Calculation Cards section, confirm that the value is correct. For example, you select the OH:Franklin component and confirm that the enterable value is Include all cities.

  1. Save and close the calculation cards.
  1. Update the source data for remote work tax rules.
    1. In My Client Groups > Payroll, click Submit a Flow

  1. On the Flow Submission page, search for and select Run Remote Work Tax Rules Source Data Update.

  1. On the Submit a Payroll Flow page, enter a name for the payroll flow, such as Time Calculation Cards Nov2019.
  2. In the Reporting Mode field, select Final

  1. Click Next.
  2. On the Payroll Checklist page, after the process completes, click the Run Remote Work Tax Rules Source Data Update link

  1. On the page for your payroll flow, such as Time Calculation Cards Nov2019, you can review the output and log files.

Time and Labor Setup

  1. Create the calculation value definition.
    1. In the Payroll functional area, click the Calculation Value Definitions task.
    2. On the Calculation Value Definitions page, click the Create icon.
    3. On the Create Calculation Value Definition dialog box, in the Value Definition Group field, select Time.
    4. In the Calculation Type field, select Text

  1. .Click OK.
  2. On the Create Calculation Value Definition page, in the Unit of Measure field, select Character.
  3. In the Enterable Calculation Values on Calculation Cards section, add the value types and display values, such as String and CityCounty. The display value is what the people who manage payroll will see on the calculation card.
  4. Select a row and in the Usage Rules section, add the Time Cards calculation card and calculation component. The calculation component is the payroll element associated with the calculation card

  1. After you complete the value definition, click Submit.
  2. Generate the data dictionary of time attributes used in time entry and processing using the Time and Labor functional area, Generate Data Dictionary Time Attributes task.
  3. Create the filtered dependent time card fields using the Time and Labor functional area, Time Entry Layout Components task.
  4. On the Dependent Field Definition page of the time card field or web clock buttons layout component, configure the filtered location fields as shown here. Be sure to enter useful display names and enable the names to be edited by people configuring time layouts.

Tips And Considerations

The measure to show setting applies across Oracle Fusion Time and Labor and isn't specific to any one time processing profile.

The other measure to show options are various decimal format configurations. The decimal format is the default format and the environment behaves just as it has in previous releases.

If you select an Hours decimal option, then you actually define the number of decimal places on time cards when you configure the time card layouts. We recommend that you review all pages in the time card layouts of the layout set to make sure that the number of places matches what you want to the right of the decimal. The Hours options with 0 -- 3 decimal places define the number of places on pages not defined in the layout set, such as the Existing Time Cards and Team Time Cards pages.

Time entry rules may specify output messages that include the number of hours. Previously delivered formulas and rule templates, which weren't changed, use the decimal format. If you want to use the Hours format in your rules, you can reference the delivered formula ORA_TER_PERIOD_MAX_WITH_MSG_FORMAT_OPTION_AP because it uses the Hours format.

Exception Handling for Classic Time Cards that Are in Error

You can now edit classic time cards generated from device events, that are incomplete or in error, and then apply those changes all on the same page. Applying changes saves your edits and runs all time rules, including time device rules. After any errors are fixed, you can submit the time card for approval in a separate flow.

Print Time Card for Time Cards Redesigned Self-Service Pages Introduction

You can now print a time card using the Print option on the time card Actions menu. For example, you have a contract with a billable client that requires you to submit printed time cards to receive payment.

You need to save the time card at least once before you can print it because only the data that is saved is printed. If you make changes to the time card but don't save them before printing, the printed time card will not include the changes.

Monthly Time Cards Introduction

The responsive time card was enhanced so you can manage monthly time cards. Monthly time cards aren't available for classic time cards.

HWM_TIME_AND_LABOR_MANAGER_RESPONSIVE_PAGES_ENABLED

To enable the profile option, navigate to the Setup and Maintenance work area:

  1. Search for and click the Manage Administrator Profile Values task.
  2. Search for and select the profile option.
  3. In the Profile Value section, click the Add icon.
  4. Set the Level to Site.
  5. In the Profile Value field, enter Y.
  6. Click Save and Close.

Tasks in the Setup and Maintenance work area are part of the Workforce Deployment offering, Time and Labor functional area. Tasks in the My Client Groups > Time Management work area are on the Tasks panel tab.

  1. Configure time card fields using the Time Entry Layout Components task in the Setup and Maintenance work area.
  2. Create a layout set that includes the Responsive UI layout using the Layout Sets task. This task is in both the Setup and Maintenance and Time Management work areas.
  3. Configure the responsive UI layout, including setting the default view and the time card fields to show in summary views.

  1. Add the layout set to appropriate time entry profiles using the Worker Time Entry Profiles task. This task is in both the Setup and Maintenance and Time Management work areas.

Now, the HCM group eligibility, user role, and effective dates of your multi-attribute time card field configuration apply to responsive layouts too, not just classic layouts. For example, configure the field so that only eligible people see the value Allowance and only their managers can edit the allowance. This filtering also applies to the choice list values when the field appears on Web Clock.

To enable filter values on responsive time card fields, you must enable the following profile options after creating and enabling the HCM_RESPONSIVE_PAGES_ENABLED profile option. If you're a scheduler or time and labor manager, you now plan and publish schedules on the responsive team schedule page in My Clients Group > Team Schedule.

Published Schedule Change History for Redesigned Team Schedule Introduction

As an employee, you can view the history of any changes to your published schedule if your time processing profile has change audit enabled. You can't see the history for your teammates schedules.

As a line manager or time and labor manager, you have the same history on your team schedule pages, for your employees with the change audit configuration:

  • Line managers: My Team > Team Schedule
  • Time and labor managers: My Client Groups > Team Schedule

The Published Schedule History page opens on the current week and focused on the date selected on the Team Schedule page. You can still see the full history for the week though.

All team schedules have additional filters that you can use to search for specific changes.

Filters Available on the Published Schedule History Pages for Managers

The History Start and End Dates filter shows you all changes to the published schedule during the specified dates, for shifts with an earned date included in the current week. The Earned Start and End Dates filter shows you the changes to the published shifts with earned dates that are on or within the specified period. That period needs to match the week shown at the top of the filter pane, or be within it. To see shifts with other earned dates, you need to first change the the week that you're currently viewing. The Shift Name, Action, What Changed and Who Made the Change filters don't show you all possible values. Instead they show you only those values for the schedule changes that occurred during the week that you're viewing or the history or earned periods. For example, if you only have changes for the Day 9-5 WFM shift, then that's the only name you see under Shift Name. Or, your shifts were updated but not created or deleted. Under the Action filter then, you see only Update.

You can even use a new filter to show employees who aren't scheduled that day. If they're configured for change audit, and their published schedule was changed that week, you can see their change history.

You enable the change audit of published schedules on worker time processing profiles. Edit time processing profiles using the Worker Time Processing Profiles task in either of these locations:

  • My Client Groups > Time Management
  • Workforce Deployment offering, Time and Labor functional area

The employees associated with the relevant profiles can see the history of their published schedules, as can their managers.

You can configure the fields to show and hide, for display only, on time cards and team schedules. This way, you can show frequently used fields and hide the fields people don't use as much.

We recommend that you keep this field displayed if you have workers who work overnight. With this field, you can see the day that the shift is referring to. Also, if line managers create shifts with fixed start and end times in the shift properties, they use the earned date to move the shift from one day to another.

ORACLE CURRENTLY PLANS TO DECOMMISSION THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B

The new and redesigned HCM Responsive User Experience has been available and promoted as our standard since Update 18B.  If you are still using the older HCM Classic Simplified User Interface, please begin transitioning to the HCM Responsive User Experience.

Highlights of New User Interface:

We’ve taken the employee and manager self-service pages to the next level by redesigning them to look and behave the same on desktop and mobile devices.  We’ve also changed the look and feel of the pages to provide a better experience for end users.

Pages and messages look more modern and use simpler, more conversational language so that you can more easily read and understand content across all devices.  The pages are clutter-free and clean and display only those fields that are required to complete the task.  You can personalize the pages and add more fields that are hidden by default.  For most self-service tasks, you’re asked what you want to do, and the task is broken down into a series of steps based on your choice.

KNOWN ISSUES / MONTHLY AND STATUTORY MAINTENANCE PACK

Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.

Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.
